some 2004 bonds would save VSU some money,\r\nand the Authority was asking the Commission as the underwriter to approve it..\r\nCommissioners had no questions.\r\n<\/p>\r\n<li>\r\nPublic Hearings only working with Lovell to get a letter\r\nsubmitted to GA EPD because of a deadline<\/a>?\r\nNow they seem heading straight towards letting a contract\r\nto Lovell with no bid.\r\nIt&#8217;s good they&#8217;re dealing locally, but were there no other\r\nlocal companies that might want to bid?\r\n<\/p>\r\n<li>\r\n<a name=\"Sewer\" href=\"http:\/\/www.youtube.com\/watch?v=Ys1s2cxM1mg&#038;list=PLshUv86fYkiGKOtQkQhFUkr68s0yLMDz0&#038;index=8\">\r\nEngineering Service for Sewer Plant Upgrade<\/a>\r\n<p style=\"font-style: normal\">\r\nAnother non-bid engineering agreement ready to submit to Lovell Engineering!\r\n<\/p>\r\n<li>\r\n<a name=\"CAD\" href=\"http:\/\/www.youtube.com\/watch?v=scXls6yr0xA&#038;list=PLshUv86fYkiGKOtQkQhFUkr68s0yLMDz0&#038;index=9\">\r\nService Contract for the Logisys CAD System<\/a>\r\n<p style=\"font-style: normal\">\r\n<a href=\"http:\/\/lowndescounty.com\/content.asp?pid=23&#038;id=148\">\r\n911 Director Danny Weeks<\/a> said it was an annual renewal for a computer aided dispatch system\r\nthat supplies caller&#8217;s name, address, phone number, recommendations\r\nfor agencies to dispatch, etc.\r\nCommissioner Demarcus Marshall wondered about a potential future upgrade\r\nand whether there was &#8220;one type of solution that could fit all&#8221;.\r\nWeeks said there were some solutions that promised that,\r\nand some that did a similar job to the one they already had,\r\nbut everyone was already trained on the current one,\r\nplus it had maps integrated.\r\nMarshall wondered about the various other recent 911 requests.\r\nWeeks said the most recent one had been for a telephone system,\r\nand others were for annual software renewals.\r\nChairman Bill Slaughter noted with a new budget year\r\nthere were many renewals.\r\nMarshall said he&#8217;s like to approve a single package at the beginning\r\nof the year.\r\nSlaughter noted that one size fits all didn&#8217;t really exist in software.\r\nWeeks said one reason they&#8217;d been seeing him so much lately was\r\nthat he&#8217;d been trying to line them all up to be approved at around\r\nthe same time.\r\n<\/p>\r\n<li>\r\n<a name=\"Johnson\" href=\"http:\/\/www.youtube.com\/watch?v=d511YPqPqXI&#038;list=PLshUv86fYkiGKOtQkQhFUkr68s0yLMDz0&#038;index=10\">\r\nJohnson Controls Contract Continuation<\/a>\r\n<p style=\"font-style: normal\">\r\nPublic Works Director Robin Cumbus said this was another annual renewal,\r\nfor maintenance of chillers and towers in the building where they were sitting.\r\n<\/p>\r\n<li>\r\n<a name=\"EMPG\" href=\"http:\/\/www.youtube.com\/watch?v=2P9h1_K24gg&#038;list=PLshUv86fYkiGKOtQkQhFUkr68s0yLMDz0&#038;index=11\">\r\nFY2013 EMPG Response and Recovery Award Application <\/a>\r\n<p style=\"font-style: normal\">\r\nEmergency Services Director Ashley Tye said each year GEMA\r\nmakes available this award, which in the past they&#8217;ve used to purchase\r\nfurniture, computers, telephones, and the like.\r\nThis year they want to buy laptops and tablets\r\nto help with their continuity of government program,\r\nfor relocating key personnel if necessary.\r\nPlus a lot of the computers needed replacing anyway.\r\nAnd tablets for Mr. Fletcher&#8217;s Engineering Department\r\nfor surveying roads and bridges, filling out damage assessment forms, etc.\r\n<p style=\"font-style: normal\">\r\nCommissioner John Page wanted to know if any other departments might\r\nbenefit.\r\nTye said Fire, Public Works, and some others.\r\nHe didn&#8217;t have the list with him, but he said basically\r\neach department would need at least one.\r\n&#8220;If something happened to this building&#8221;.\r\nPerhaps he&#8217;s thinking of a tornado or a fire.\r\nBut the Sheriff&#8217;s Department was pretty self-sufficient\r\nwith computers in their cars.\r\n<\/p>\r\n<li>\r\n<a name=\"Evidence-based\" href=\"http:\/\/www.youtube.com\/watch?v=kTkcNTP0r1A&#038;list=PLshUv86fYkiGKOtQkQhFUkr68s0yLMDz0&#038;index=12\">\r\nEvidence Based Associates Service Agreement <\/a>\r\n<p style=\"font-style: normal\">\r\nYet another phase of this long-running approval process.\r\nAshley Tye said they weren&#8217;t awarded the entire $500,000\r\nthey requested, but they did get $200,000,\r\nand now a service agreement needed approval.\r\n<\/p>\r\n<li>\r\n<a name=\"SPLOST\" href=\"http:\/\/www.youtube.com\/watch?v=q276qmQyPA4&#038;list=PLshUv86fYkiGKOtQkQhFUkr68s0yLMDz0&#038;index=13\">\r\nSPLOST VII<\/a> Agreement \r\n<p style=\"font-style:normal\">\r\nCounty Manager Joe Pritchard said they had a 15 page agreement\r\nbetween the county and the cities for SPLOST VII, including\r\nbreakdowns of projects proposed by the various participants.\r\nChairman Bill Slaughter said they had added about\r\nthe airport, although not what the Airport Authority Executive Director\r\nhad requested.\r\nInstead, VLCAA ED Jim Galloway had supplied a prioritized list,\r\nand the county was willing to make $150,000 available,\r\nso Commissioners should look at it before the following\r\nevening&#8217;s meeting.\r\nCommissioner John Page asked when they would get the list.\r\nPritchard said he had a copy which he would get copied for them.\r\nCommissioner Joyce Evans thanked the Chairman for paying attention\r\nto the airport.\r\nSlaughter said they&#8217;d taken the $150,000 out of Water and Sewer.\r\n<p style=\"font-style: normal\">\r\nChairman Page wanted to know if that change was reflected in\r\nthat Exhibit A.\r\nAnswer: &#8220;No it is not.&#8221;\r\nBut Pritchard promised an amended Exhibit A, presumably by tomorrow&#8217;s\r\nRegular Session.\r\n<p style=\"font-style: normal\">\r\nCommissioner Marshall wanted to know whether the county could\r\nhelp the airport outside of SPLOST,\r\n&#8220;we as a Commission could give us finds to help out on a smaller project, right?&#8221;\r\nChairman said for emergencies they could.\r\n<p style=\"font-style: normal\">\r\nNeither of these two documents\r\nwere available to LAKE without an Open Records Request.\r\nGretchen filed those ORRs, but responses were\r\nstill not available at the end of the day.\r\nIf the county takes the statutory three days, nobody will see it\r\nbefore the Commission
