&#8220;in the Nelson Hill neighborhood&#8221;,\r\nand there were at least 30 pages of updates, but the\r\nCounty Clerk wouldn&#8217;t show them to LAKE without an Open Records\r\nRequest, which hadn&#8217;t yet been satisfied at the end of the day.\r\nCommissioners had some questions about acreage and traffic,\r\nsome of which were answered by the ubiquitous Attorney Bill Holland,\r\nand others of which were not answered very well by County Engineer\r\nMike Fletcher, at\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/08\/videos-moody-moody-acre-water-and-splost-vi-lcc-2013-08-12-lcc-2013-08-12.html\">\r\nthis morning&#8217;s Work Session of the Lowndes County Commission<\/a>.\r\n<p>\r\n<blockquote>\r\n6.b. <a name=\"REZ-2013-09\" href=\"http:\/\/www.youtube.com\/watch?v=Os6dtK1AJhw&#038;list=PLshUv86fYkiGKOtQkQhFUkr68s0yLMDz0&#038;index=4\">\r\nREZ-2013-09 Moody Housing, Val Del Rd R-1 to Residential PD, LC Water &#038; Sewer, ~64 acres<\/a>\r\n<\/blockquote>\r\n<p style=\"font-style: normal\">\r\nDavenport said:\r\n<blockquote>\r\nAs of last Friday we did receive an updated site plan as well as some\r\nelevations from the applicants to let us know exactly what the houses\r\nwould look like, what they&#8217;re anticipating.\r\nThe site plan did have four changes and I&#8217;ll hand these out to you\r\nin just one minute.\r\nWe added some notes about the uses.\r\nWe wanted to make them show us where\r\ntheir proposed\r\nsignage was and we wanted to make them clarify who would be maintaining\r\nthe open space and the green space&#8230;.\r\n<\/blockquote>\r\n<p style=\"font-style: normal\">\r\nHe passed those updates out, but the County Clerk refused to supply\r\ncopies for LAKE without an Open Records Request.\r\nGretchen filed an ORR, but if the county takes the statutory three days,\r\nwe won&#8217;t get copies, nor will you, before the Bill Slaughter tried to move on to the next item,\r\nbut\r\nIn\r\n<a href=\"http:\/\/www.youtube.com\/watch?v=9QU9H0FVxag&#038;list=PLshUv86fYkiGKOtQkQhFUkr68s0yLMDz0&#038;index=5\">\r\nPart 2<\/a> you can see Davenport still handing out copies and remarking\r\nthe elevations were &#8220;30+ pages&#8221;.\r\nCommissioner Crawford Powell thought of some questions,\r\nsuch as were they going to purchase the entire tract for both\r\nphases at this time.\r\nChairman asked\r\nBill Holland (yes, the same attorney from\r\n<a href=\"Bonds\">\r\nthe bond item he presented a few minutes before) to explain:\r\n<blockquote>\r\nThis is Moody Family Housing.\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/08\/gated-moody-housing-on-val-del-road-rez-2013-09-glpc-2013-07-29.html\">\r\n<img decoding=\"async\" style=\"float:right;border:none;width:286px\" src=\"http:\/\/qpublic7.qpublic.net\/cgi-bin\/mapserv56?map=\/qpub1\/maps\/ga\/lowndes\/parcel4.map&#038;mode=map&#038;layers=parcels+streetnum+roads+aerials+copyright+counties+cities&#038;layer=qparcel_print&#038;parcel=0181%20%20025A&#038;mapsize=573%20530&#038;mapext=2591617.4886792%20344573.4764151%202599363.259434%20351737.9764151\"><\/a>\r\nBut this has nothing to do with the Moody Housing Project\r\nthat was there next to Moody a long time ago.\r\nThis project is backed by payment and performance bonds\r\nso hopefully we won&#8217;t be looking at what we were looking at before.\r\nBalfour Beatty is the developer.\r\nBalfour has done 53 of these projects for the Air Force\r\nand for the other arms&#8230;.\r\n<\/blockquote>\r\n<p style=\"font-style: normal\">\r\nAt the\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/08\/gated-moody-housing-on-val-del-road-rez-2013-09-glpc-2013-07-29.html\">\r\nPlanning Commission<\/a>, Davenport handed out a summary of\r\nprevious events related to that thing &#8220;next to Moody a long time ago&#8221;.\r\nA long time ago was 9 years ago when it was approved in 2004\r\nand 6 years ago when\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/08\/no-mold-n-unpaid-contractors-this-time-for-moody-housing-glpc-2013-07-29.html\">\r\n<img decoding=\"async\" style=\"float:right;border:none;\" src=\"http:\/\/d6673sr63mbv7.cloudfront.net\/archive\/x1448342291\/g0a0000000000000000097029cc76a30a0c4d87464963b1e29bef3eee19.jpg\"><\/a>\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/08\/no-mold-n-unpaid-contractors-this-time-for-moody-housing-glpc-2013-07-29.html\">\r\nnon-payment of contractors stopped work<\/a>.\r\nThe mold problem became notorious 4 years ago in 2009.\r\nMaybe it doesn&#8217;t seem so long ago to those who were affected.\r\n<p style=\"font-style: normal\">\r\nHolland did answer Powell&#8217;s question:\r\n<p style=\"text-align:center\">\r\n<a href=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/rezoning\/REZ-2013-09\/mime\/MoodyXAFBXValXDelXRoadXSiteXXXPlan.html\">\r\n<img decoding=\"async\" style=\"float:right;border:none;width:500px\" src=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/rezoning\/REZ-2013-09\/mime\/MoodyXAFBXValXDelXRoadXSiteXXXPlan.jpg\"><\/a>\r\n<blockquote>\r\n<a site is the one &#8230; to the west.\r\nWe&#8217;re not purchasing that land now; we&#8217;re not rezoning that land now.\r\n<\/blockquote>\r\n<p style=\"font-style: normal\">\r\nCommissioner Demarcus Marshall asked if that would be approximately 90 houses.\r\nHolland said yes.\r\nPowell asked if that was Phase I or Phase II.\r\nHolland said Phase I.\r\nThe\r\n<a href=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/rezoning\/REZ-2013-09\/mime\/MoodyXAFBXValXDelXRoadXSiteXXXPlan.html\">\r\nsite plan presented to GLPC says 90 houses in Phase I<\/a>.\r\nWe don&#8217;t know what the revised site plan handed out this morning says.\r\n<p style=\"font-style: normal\">\r\n<a name=\"Page\" href=\"http:\/\/www.flickr.com\/photos\/98706376@N00\/9498915588\/sizes\/z\/\" title=\"County Commissioner John Page\">\r\n<img decoding=\"async\" style=\"float:right;border:none;\" src=\"http:\/\/farm3.staticflickr.com\/2827\/9498915588_b1d4a0c925_n.jpg\" alt=\"County Commissioner John Page\"><\/a>\r\nChairman tried once again to move on, but\r\nCommissioner John Page wanted to know if a traffic study had been done,\r\nand whether the residents would go up McMillan Road, or Val Del, or GA 122.\r\n<p>\r\n<a name=\"Fletcher\"><\/a>\r\nCounty Planner Jason Davenport deferred to County Engineer Mike Fletcher,\r\nwhose answer was:\r\n<blockquote>\r\n<a href=\"http:\/\/www.flickr.com\/photos\/98706376@N00\/9496115047\/sizes\/z\/\" title=\"County Engineer Mike Fletcher\">\r\n<img decoding=\"async\" style=\"float:right;border:none;\" src=\"http:\/\/farm8.staticflickr.com\/7374\/9496115047_3f0fa1ea3e_n.jpg\" alt=\"County Engineer Mike Fletcher\"><\/a>\r\nAs a part of the site plans, whenever they get ready to develop it,\r\nwe&#8217;ve already put them on notice that we&#8217;re gonna be requiring a \r\ntraffic study for this, for both coming down Val Del to the intersection\r\nat North Valdosta Road, and then going north.\r\nThey&#8217;ll have to do a traffic study both ways.\r\n<\/blockquote>\r\n<p style=\"font-style: normal\">\r\nLet&#8217;s recall\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/08\/trc-and-glpc-recommended-subdivision-that-doesnt-improve-traffic-or-safety-rez-2013-09.html\">\r\nwhat the TRC actually wrote about a traffic study<\/a>:\r\n<blockquote>\r\n<p>\r\nb) Additionally, although not a proposed condition, it should be\r\nnoted on this request that a future traffic study will be required.\r\nAcceleration lanes\/Deceleration lanes and\/or a dedicated left turn\r\nlane may be required.\r\n<\/p>\r\n<\/blockquote>\r\n<p style=\"font-style: normal\">\r\nIt doesn&#8217;t say when.\r\nIt doesn&#8217;t say &#8220;they&#8221; will have to do it.\r\nWhen did &#8220;they&#8221; do traffic studies, anyway?\r\nIsn&#8217;t that the job of the County Engineer?\r\nWho ignored almost all of the detail of Commissioner Page&#8217;s\r\nquestion, as well as\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/08\/no-mold-n-unpaid-contractors-this-time-for-moody-housing-glpc-2013-07-29.html#Gretchen\">\r\nGretchen&#8217;s concerns at the Planning Commission<\/a>,\r\nand gave no better answer than Davenport did to\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/08\/no-mold-n-unpaid-contractors-this-time-for-moody-housing-glpc-2013-07-29.html#Willis\">\r\nPlanning Commissioner Tommy Willis&#8217; question<\/a>.\r\nIf it&#8217;s &#8220;required&#8221; why not make it a condition of the rezoning,\r\nor just refuse to rezone until the applicants supply it?\r\n<p style=\"font-style: normal\">\r\nUnfortunately, Page, like Willis, seemed to buy the non-answer.\r\nPage did at least say &#8220;I am concerned about the impact.&#8221;\r\n<p style=\"font-style: normal\">\r\nChairman tried once again to move on, but\r\neven County Manager Joe Pritchard was confused:\r\n<blockquote>\r\nJason, you&#8217;ve got 64 acres; is it 64 or 32?\r\n<\/blockquote>\r\n<p style=\"font-style: normal\">\r\nAnswer (I think from attorney Holland): 64.\r\n<blockquote>\r\nPhase I is the 60 acre portion, and then Phase II is the smaller.\r\n<\/blockquote>\r\n<p style=\"font-style: normal\">\r\nThat&#8217;s right: two different answers: 64 or 60.\r\n<p style=\"font-style: normal\">\r\nWhile we&#8217;re waiting on that new Open Records Request, here on the LAKE website\r\nare\r\n<a href=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/rezoning\/REZ-2013-09\/\">\r\nall the previous documents\r\nabout REZ-2013-09 previously obtained by Open Records
