{"id":5090,"date":"2013-08-11T21:49:08","date_gmt":"2013-08-12T01:49:08","guid":{"rendered":"http:\/\/www.l-a-k-e.org\/blog\/?p=5090"},"modified":"2013-08-18T12:05:40","modified_gmt":"2013-08-18T16:05:40","slug":"no-mold-n-unpaid-contractors-this-time-for-moody-housing-glpc-2013-07-29","status":"publish","type":"post","link":"http:\/\/www.l-a-k-e.org\/blog\/2013\/08\/no-mold-n-unpaid-contractors-this-time-for-moody-housing-glpc-2013-07-29.html","title":{"rendered":"No mold or unpaid contractors this time for Moody Housing @ GLPC 2013-07-29"},"content":{"rendered":"<p>\nUnlike Moody AFB&#8217;s last go at privatizing housing,<br \/>\nno mold or unpaid contractors this time,<br \/>\nor so we&#8217;re told.<br \/>\nBut not so solid assurances that local contractors will be used.<br \/>\nAnd what if this new thing turns into something radically different<br \/>\nlike Nelson Hill did only a short way up Val Del?<br \/>\n<a href=\"http:\/\/www.flickr.com\/photos\/98706376@N00\/9489090109\/sizes\/z\/\" title=\"GLPC Voting\"><br \/>\n<img decoding=\"async\" style=\"float:right;border:none;\" src=\"http:\/\/farm6.staticflickr.com\/5332\/9489090109_e3e6e0e93f_n.jpg\" alt=\"GLPC Voting\"><\/a><\/p>\n<p>\nSpeaking for<br \/>\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/08\/gated-moody-housing-on-val-del-road-rez-2013-09-glpc-2013-07-29.html\"><br \/>\nthat proposed privatized Moody housing on Val Del Road<\/a>,<br \/>\nLawyer Tom Kurrie said this was &#8220;an opportunity for our community&#8221;.<br \/>\nHe spelled out that the proposal was &#8220;90 homes for off-base houses,<br \/>\nfor enlisted personnel, non-commissioned officers, and officers&#8221;,<br \/>\nwith gates.<br \/>\nHe went on about<br \/>\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/08\/trc-and-glpc-recommended-subdivision-that-doesnt-improve-traffic-or-safety-rez-2013-09.html\"><br \/>\nBalfour Beatty<\/a>&#8216;s experience in building such housing,<br \/>\nand their option to build Phase II, although at the moment<br \/>\nthey&#8217;re only requesting Phase I.<br \/>\nHe said &#8220;the unfortunate issue that took place with the<br \/>\nprior development&#8221; would not occur with this one.<\/p>\n<p>\n<a name=\"mold\" href=\"http:\/\/www.examiner.com\/article\/military-families-at-lrafb-suffer-ghetto-housing-conditions-with-outrageous-prices\"><br \/>\n<img decoding=\"async\" style=\"float:right;border:none;\" src=\"http:\/\/i230.photobucket.com\/albums\/ee104\/bethm0973\/Examiner\/April%202009\/p1010795_1.jpg\"><\/a><br \/>\nI can guess he&#8217;s referring to the mold issue,<br \/>\n<a href=\"http:\/\/www.examiner.com\/article\/military-families-at-lrafb-suffer-ghetto-housing-conditions-with-outrageous-prices\"><br \/>\nBeth Mahoney detailed in Little Rock Military Families Examiner 6 April 2009<\/a>.<\/p>\n<p>\n<a name=\"nonpayment\" href=\"http:\/\/valdostadailytimes.com\/local\/x1155874380\/Military-housing-woes?start:int=0\"><br \/>\n<img decoding=\"async\" style=\"float:right;border:none;\" src=\"http:\/\/d6673sr63mbv7.cloudfront.net\/archive\/x1448342291\/g0a0000000000000000097029cc76a30a0c4d87464963b1e29bef3eee19.jpg\"><\/a><br \/>\nOr since he lauded Balfour Beatty&#8217;s credit rating, maybe<br \/>\nhe was referring to the<br \/>\nnonpayment of subcontractors,<br \/>\nas Kari L. Sands wrote for VDT, 4 March 2007,<br \/>\n<a href=\"http:\/\/valdostadailytimes.com\/local\/x1155874380\/Military-housing-woes?start:int=0\"><br \/>\nMilitary housing woes:<br \/>\nNon-payment forces work on military housing project to stop<\/a>.<\/p>\n<blockquote><p>\nPreferred Builders and Renovators, LLC., the Home Builders<br \/>\nAssociation of South Georgia and CMS\/ Dumpster Co. are among those<br \/>\naffected. Subcontractors are alleging that<!--more--> SRC Construction, a division of<br \/>\nCarabetta Corporate Office located in Meriden, Conn., withheld funding,<br \/>\ndefrauded, and has now successfully damaged as many as 40 industry<br \/>\ncontractors and vendors in the area. Sources reveal that eight of these<br \/>\n40 industry contractors are now bankrupt, several have filed liens,<br \/>\nand two have pending fraud charges.\n<\/p><\/blockquote>\n<p>\nKari L. At Little Rock,<br \/>\n25 homes have been built out of 1,200 promised, according to the<br \/>\nRecord -Journal in Meriden, Conn.\n<\/p>\n<p>\nThe suit filed by Regions Bank against Moody Family Housing LLC, a<br \/>\nCarabetta partnership, the Bank is attempting to get the court to<br \/>\nappoint a receiver to take possession and authority over Moody<br \/>\nFamily Housing LLC&#8217;s assets.\n<\/p>\n<p>\nAccordingly, Carabetta&#8217;s attorney Scott Consoli believes a takeover<br \/>\nwould leave millions in unpaid debts to subcontractors and vendors<br \/>\nin jeopardy if it forecloses on the project. Accordingly, Carabetta<br \/>\nis trying to convince the bondholder to release enough cash to pay<br \/>\nthe subcontractors.\n<\/p>\n<p>\n&ldquo;Moody Air Force Base in Valdosta, Ga. has had the most<br \/>\nproblems, although work also stopped at bases in Little Rock, Ark.,<br \/>\nHanscom, Mass. and Patrick Air Force Base, Fl. Shaw is a partner in<br \/>\nevery project except Moody,&rdquo; reported the Record- Journal on<br \/>\nAugust 3, 2007.\n<\/p>\n<\/blockquote>\n<p>\n<a name=\"Bailey\"><\/a><br \/>\n<a href=\"http:\/\/www.flickr.com\/photos\/98706376@N00\/9491881830\/sizes\/z\/\" title=\"Franklin Bailey\"><br \/>\n<img decoding=\"async\" style=\"float:right;border:none;\" src=\"http:\/\/farm3.staticflickr.com\/2851\/9491881830_9f0b4a199c_n.jpg\" alt=\"Franklin Bailey\"><\/a><br \/>\nCommissioner Franklin Bailey<br \/>\n(also president of the local Homebuilders Association)<br \/>\nwanted to know whether these houses would be owned<br \/>\nor rented.<br \/>\nKurrie clarified that they would be rental property,<br \/>\nwhich is why they&#8217;re all in one lot.<br \/>\nAlso they would not be open to the general public.<br \/>\nInstead, Moody personnel would get a housing allowance<br \/>\nthat would go to the developer as rent.<\/p>\n<p>\n<a href=\"http:\/\/www.flickr.com\/photos\/98706376@N00\/9489085759\/sizes\/z\/\" title=\"Scott\"><br \/>\n<img decoding=\"async\" style=\"float:right;border:none;\" src=\"http:\/\/farm4.staticflickr.com\/3717\/9489085759_6152c5ff87_n.jpg\" alt=\"Scott\"><\/a><br \/>\nAnother Commissioner asked whether it would be possible for local people<br \/>\nto rent &#8220;those things&#8221;.<br \/>\nSomebody named Scott said that was still being worked out,<br \/>\nbut there was a &#8220;12-rung waterfall&#8221; down military ranks,<br \/>\nand only after all of those who wanted to rent had and<br \/>\noccupancy had fallen before a certain level would<br \/>\nanyone else be able to rent.<\/p>\n<p>\nBailey noted:<\/p>\n<blockquote><p>\nIt&#8217;s apparent that any local developers and builders are not going to have<br \/>\nany win-win situation out of this, because it&#8217;s going to be an out-of-town<br \/>\ncompany be coming to do this.<br \/>\nSo what guarantee do we have that local subs are going to get the<br \/>\nbenefit of working on that site.\n<\/p><\/blockquote>\n<p>\n<a href=\"http:\/\/www.flickr.com\/photos\/98706376@N00\/9489086813\/sizes\/z\/\" title=\"Bill\"><br \/>\n<img decoding=\"async\" style=\"float:right;border:none;\" src=\"http:\/\/farm8.staticflickr.com\/7378\/9489086813_90540f34ae_n.jpg\" alt=\"Bill\"><\/a><br \/>\nKurrie asked the project director, &#8220;Bill&#8221; about that.<br \/>\nMaybe Bill was one of the people Kurrie introduced a few minutes before,<br \/>\nduring<br \/>\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/08\/planning-commission-on-subdivision-next-to-moody-afb-rez-2013-08-mfh-tract-a-glpc-2013-07-29.html#Kurrie\"><br \/>\nhis lengthy objections<\/a> to the other proposed Moody housing item,<br \/>\nREZ-2013-08,<br \/>\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/08\/proposed-development-next-to-moody-afb-has-been-withdrawn-rez-2013-08-2.html\"><br \/>\nsince withdrawn<\/a>.<br \/>\nBill said basically he didn&#8217;t really know, but<br \/>\n&#8220;the great majority are local contractors on a number of our other building<br \/>\nprojects&#8221;.<\/p>\n<p>\n<a name=\"Gladwin\"><\/a><br \/>\n<a href=\"http:\/\/www.flickr.com\/photos\/98706376@N00\/9491882646\/sizes\/z\/\" title=\"Celine F. Gladwin\"><br \/>\n<img decoding=\"async\" style=\"float:right;border:none;\" src=\"http:\/\/farm8.staticflickr.com\/7401\/9491882646_461c247d62_n.jpg\" alt=\"Celine F. Gladwin\"><\/a><br \/>\nNew Commissioner Celine F. Gladwin wanted to know<br \/>\nwhether Phase II was part of what was being proposed.<br \/>\nKurrie said no, and illustrated with a laser pointer.<br \/>\nAlso military buffering requirements were much greater than local.<br \/>\nCommissioner (and architect) Gladwin also wanted to know whether all the streets were the same.<br \/>\nKurrie referred her to the<br \/>\n<a href=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/rezoning\/REZ-2013-09\/mime\/MoodyXAFBXValXDelXRoadXSiteXXXPlan.pdf\"><br \/>\nsite plan<\/a>:<\/p>\n<p style=\"text-align:center\">\n<a href=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/rezoning\/REZ-2013-09\/mime\/MoodyXAFBXValXDelXRoadXSiteXXXPlan.html\"><br \/>\n<img decoding=\"async\" style=\"float:right;border:none;width:500px;\" src=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/rezoning\/REZ-2013-09\/mime\/MoodyXAFBXValXDelXRoadXSiteXXXPlan.jpg\"><\/a><\/p>\n<p>\n<a developer<br \/>\nwill actually completely finalize the plan&#8221;.<br \/>\nThat&#8217;s interesting.<br \/>\nThe county is supposed to approve a non-finalized plan?<br \/>\nHe also noted they were curved, not straight, streets,<br \/>\nand there are to be two exits onto Val Del.<\/p>\n<p>\n<a href=\"http:\/\/www.flickr.com\/photos\/98706376@N00\/9491883476\/sizes\/z\/\" title=\"Celine Gladwin motioning\"><br \/>\n<img decoding=\"async\" style=\"float:right;border:none;\" src=\"http:\/\/farm4.staticflickr.com\/3714\/9491883476_0e19f078e6_n.jpg\" alt=\"Celine Gladwin motioning\"><\/a><br \/>\nCommissioner Gladwin said that didn&#8217;t actually answer her question,<br \/>\nwhich had to do with planning for when both phases were built out:<\/p>\n<blockquote><p>\nWhen I look at that I want so see some sort of hierarchy for<br \/>\na planned development.\n<\/p><\/blockquote>\n<p>\n<a href=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/rezoning\/REZ-2013-09\/mime\/NeighborhoodXActivityXCenterXXXSummary-0.html\"><br \/>\n<img decoding=\"async\" style=\"float:right;border:none;width:232px;\" src=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/rezoning\/REZ-2013-09\/mime\/NeighborhoodXActivityXCenterXXXSummary-0.jpg\"><\/a><br \/>\nShe seemed to be asking about things like the<br \/>\n<a href=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/rezoning\/REZ-2013-09\/mime\/NeighborhoodXActivityXCenterXXXSummary-0.html\"><br \/>\nNeighborhood Activity Center<\/a><br \/>\nthe Comprehensive Plan recommends,<br \/>\nand she mentioned some potential incongruity between the suburban nature<br \/>\nof the development and its rural setting.<br \/>\nShe even mentioned the developers could have gone for one of the R for<br \/>\nResidential zoning categories instead of PD for Planned Development.<\/p>\n<p>\nKurrie said it wasn&#8217;t high density; there&#8217;s a lot of green space,<br \/>\nand &#8220;those development standards in our opinion are met&#8221;.<br \/>\nSure, let&#8217;s let the developers decide when the standards are met.<br \/>\nHe did address different zoning, saying with R-1 they could have<br \/>\nput a lot more houses there.<br \/>\nCommissioner Gladwin was not impressed.<\/p>\n<p>\nKurrie said the PD was so they didn&#8217;t have to subdivide the lots,<br \/>\nand he said the PD zoning provided &#8220;the comfort that what you&#8217;re looking at<br \/>\nis what the military wants&#8221;.<br \/>\nRemember, it&#8217;s not even really Moody AFB that wants this development:<br \/>\napparently it&#8217;s<br \/>\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/08\/trc-and-glpc-recommended-subdivision-that-doesnt-improve-traffic-or-safety-rez-2013-09.html\"><br \/>\nthe Air Force<\/a>.<\/p>\n<p>\n<a name=\"Raker\"><\/a><br \/>\nCommissioner Ted Raker said the community center and such were the<br \/>\nadd-ons that justified the PD.<br \/>\nKurrie said that was correct, plus the roads and the 911 addresses,<br \/>\neven though it was all one lot.<br \/>\nHe noted there was no requirement for commercial or retail.<\/p>\n<p>\n<a name=\"Coombs\"><\/a><br \/>\nChairman Johnny Ball called for other speakers in favor,<br \/>\nand got Tim Coombs from Hahira, who said as a business owner<br \/>\nhe recalled when the previous Moody housing project fell apart,<br \/>\nand most of the houses were not completed.<br \/>\nHe said to him it would be Moody personnel would fill up these<br \/>\nnew houses, and he hoped GLPC would encourage use of local subcontractors,<br \/>\nsince it wasn&#8217;t their fault the previous project fell apart.<\/p>\n<p>\n<a name=\"Gretchen\"><\/a><br \/>\n<a name=\"Nelson Hill\"><\/a><br \/>\n<a href=\"http:\/\/www.flickr.com\/photos\/98706376@N00\/9489088479\/sizes\/z\/\" title=\"Gretchen Quarterman\"><br \/>\n<img decoding=\"async\" style=\"float:right;border:none;\" src=\"http:\/\/farm4.staticflickr.com\/3695\/9489088479_86bef7af20_n.jpg\" alt=\"Gretchen Quarterman\"><\/a><br \/>\nChairman Johnny Ball then asked for speakers against.<br \/>\nGretchen Quarterman expressed concerns about commuters<br \/>\nzooming down Hambrick Road to the base already,<\/p>\n<blockquote><p>\nI&#8217;m wondering how people will get from this housing to the base.\n<\/p><\/blockquote>\n<p>Plus Nelson Hill, a bit up Val Del Road, was supposed to be<br \/>\ncondominiums and a gated community,<\/p>\n<blockquote>\n<p>\n&#8230;and if you go out to Nelson Hill now you don&#8217;t find<br \/>\nanything resembling a gated condominium community;<br \/>\nyou find ticky-tacky houses where they cut down the swamp.<\/p>\n<p>\n<a href=\"http:\/\/www.flickr.com\/photos\/98706376@N00\/9489088947\/sizes\/z\/\" title=\"Gretchen about BRAC and Nelson Hill\"><br \/>\n<img decoding=\"async\" style=\"float:right;border:none;\" src=\"http:\/\/farm3.staticflickr.com\/2805\/9489088947_a329675189_n.jpg\" alt=\"Gretchen about BRAC and Nelson Hill\"><\/a><br \/>\nAnd I&#8217;m really concerned, if there&#8217;s a BRAC,<br \/>\nand something were to happen, and<br \/>\nMoody wouldn&#8217;t be growing, it either would be staying the same size<br \/>\nor declining, that this PD would be turning into<br \/>\nsome PD like Nelson Hill&#8230;.<br \/>\nI&#8217;m not sure how Nelson Hill got to what was approved in 2006<br \/>\nto what it is today, but it doesn&#8217;t at all resemble<br \/>\nthe zoning that it was given&#8230;.<\/p>\n<p>\nSo those are my concerns: traffic, Nelson Hill, and<br \/>\nthe potential impact on this of a BRAC.\n<\/p><\/blockquote>\n<p>\nNobody else wanted to speak against, so the recommend it be a condition<\/a>:<\/p>\n<blockquote><p>\nb) Additionally, although not a proposed condition, it should be noted on this request that a future traffic study will be required.
