{"id":5083,"date":"2013-08-11T08:55:50","date_gmt":"2013-08-11T12:55:50","guid":{"rendered":"http:\/\/www.l-a-k-e.org\/blog\/?p=5083"},"modified":"2013-08-11T09:02:55","modified_gmt":"2013-08-11T13:02:55","slug":"trc-and-glpc-recommended-subdivision-that-doesnt-improve-traffic-or-safety-rez-2013-09","status":"publish","type":"post","link":"http:\/\/www.l-a-k-e.org\/blog\/2013\/08\/trc-and-glpc-recommended-subdivision-that-doesnt-improve-traffic-or-safety-rez-2013-09.html","title":{"rendered":"TRC and GLPC recommended subdivision that doesn&#8217;t improve traffic or safety, REZ-2013-09"},"content":{"rendered":"<p>\r\nWhat is so important about yet another subdivision\r\nof <a href=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/rezoning\/REZ-2013-09\/mime\/big\/ExhibitXHX-XAmended.html\">\r\n360,910 square feet in 173 houses<\/a>\r\n<a href=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/rezoning\/REZ-2013-09\/mime\/REZ201309Z.html\">\r\n<img decoding=\"async\" style=\"float:right;border:none;\" src=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/rezoning\/\/REZ-2013-09\/mime\/small\/REZ201309Z.jpg\"><\/a>\r\nwhen we have\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2012\/12\/valdosta-housing-prices-still-dropping-forbes.html\">\r\na glut of houses<\/a> that the TRC unanimously\r\nrecommended it despite significant defects and omissions?\r\nAccording to\r\n<a href=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/rezoning\/REZ-2013-09\/mime\/big\/REZ-2013-09XTRCXAnalysis-0.html\">\r\nTechnical Review Committee<\/a> (TRC) analysis,\r\nREZ-2013-09 Moody Family <strong>will not<\/strong> lessen congestion in the streets\r\nor secure safety from fire, panic, and other dangers.\r\nTRC also said the application didn&#8217;t meet ULDC standards and\r\n<a href=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/rezoning\/REZ-2013-09\/mime\/2013-07-29-Applicants-GLPC-Materials.txt\">\r\nin somewhat tortured language<\/a>:\r\n&#8220;although not a proposed condition, it should be\r\nnoted on this request that a future traffic study will be required.&#8221;\r\nWhy not require these things <em>before<\/em> even sending the application\r\nto the Planning Commission?\r\n<\/p>\r\n<p style=\"text-align:center\">\r\n<a href=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/rezoning\/REZ-2013-09\/mime\/MoodyXAFBXValXDelXRoadXSiteXXXPlan.html\">\r\n<img decoding=\"async\" style=\"float:right;border:none;width:500px\" src=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/rezoning\/REZ-2013-09\/mime\/MoodyXAFBXValXDelXRoadXSiteXXXPlan.jpg\"><\/a>\r\n<p>\r\nIn email to the Greater Lowndes Planning Commissioners of 23 July 2013,\r\nforwarded to the applicants 29 July 2013,\r\n<a href=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/rezoning\/REZ-2013-09\/mime\/2013-07-29-Applicants-GLPC-Materials.txt\">\r\nJuly 29th GLPC Lowndes County Rezoning Materials<\/a>,\r\n<blockquote>\r\n<a href=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/rezoning\/REZ-2013-09\/big\/2013-07-29-GLPC-Packet-12.html\">\r\n<img decoding=\"async\" style=\"float:right;border:none;width:232px\" src=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/rezoning\/REZ-2013-09\/2013-07-29-GLPC-Packet-12.jpg\"><\/a>\r\n2)      REZ-2013-09 Moody Family, 0072 191, Val Del Rd, 64.92 ac., 2\r\nlots, R-1 to Residential PD, County Utilities\r\n<p>\r\na)      The TRC recommended approval of the request unanimously.\r\n<p>\r\nb)      Additionally, although not a proposed condition, it should be\r\nnoted on this request that a future traffic study will be required.\r\nAcceleration lanes\/Deceleration lanes and\/or a dedicated left turn lane\r\nmay be required.\r\n<\/blockquote>\r\n<p>\r\n\r\nRumor has it that this development is being pushed not by Moody AFB,\r\nrather by<!--more-->\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/08\/proposed-development-next-to-moody-afb-has-been-withdrawn-rez-2013-08-2.html\">\r\n<img decoding=\"async\" style=\"float:right;border:none\" src=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/rezoning\/REZ-2013-08\/small\/REZ201308Z.jpg\"><\/a>\r\n the Air Force itself.\r\nWe know that\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/08\/proposed-development-next-to-moody-afb-has-been-withdrawn-rez-2013-08-2.html\">\r\nIan C. Smith,\r\nDeputy, Housing Division\r\nAir Force Civil Engineering Center, San Antonio, Texas,\r\ndirectly inquired about<\/a> the status of\r\nthe proposed big subdivision next to the base, REZ-2013-08 MFH Tract-A\r\nand the\r\n<a href=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/rezoning\/REZ-2013-09\/mime\/MoodyXAFBXValXDelXRoadXSiteXXXPlan.html\">\r\nsite plan for REZ-2013-09<\/a> says &#8220;Family Housing Privatization, Moody AFB&#8221;.\r\n<p>\r\nWe know that when the applicant withdrew REZ-2013-08 he\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/08\/proposed-development-next-to-moody-afb-has-been-withdrawn-rez-2013-08-2.html\">\r\nspecifically named Balfour Beatty<\/a> as a factor in that withdrawal,\r\nand\r\nBalfour Beatty is listed as both builder and developer\r\non\r\n<a href=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/rezoning\/REZ-2013-09\/mime\/big\/MoodyXAFBXValXDelXRoadXSiteXXXPlan.html\">\r\nthe REZ-2013-09 site plan<\/a>.\r\nBalfour Beatty Communities lists on\r\n<a href=\"http:\/\/www.balfourbeattycommunities.com\/\">\r\nits website<\/a>\r\n<blockquote>\r\n<a href=\"http:\/\/www.balfourbeattycommunities.com\/our-company\/news\/2013\/08\/balfour-beatty-communities-reaches-financial-close-on-air-force-northern-group-project.aspx\">\r\n<img decoding=\"async\" style=\"float:right;border:none;\" src=\"http:\/\/www.balfourbeattycommunities.com\/media\/17643\/Northern_Grp_Cannon.jpg\"><\/a>\r\nOUR EXPERTISE:\r\nMILITARY HOUSING\r\n<\/blockquote>\r\nBalfour Beatty PR 1 August 2013,\r\n<a href=\"http:\/\/www.balfourbeattycommunities.com\/our-company\/news\/2013\/08\/balfour-beatty-communities-reaches-financial-close-on-air-force-northern-group-project.aspx\">\r\nBalfour Beatty Communities Reaches Financial Close on Air Force Northern Group Project:\r\nProject privatizes 4,540 family homes at Minot, Grand Forks, Cavalier, Ellsworth, Mountain Home and Cannon Air Force Bases<\/a>.\r\n<p>\r\nWe also know that\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/08\/planning-commission-on-subdivision-next-to-moody-afb-rez-2013-08-mfh-tract-a-glpc-2013-07-29.html#Kurrie\">\r\nthe lawyer who protested at great length<\/a> to the Planning\r\nCommission about REZ-2013-08, Tom Kurrie,\r\n<a href=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/rezoning\/REZ-2013-09\/mime\/big\/2013-07-29XGLPCXPacket-2.html\">\r\n<img decoding=\"async\" style=\"float:right;border:none;\" src=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/rezoning\/REZ-2013-09\/mime\/small\/2013-07-29XGLPCXPacket-2.jpg\"><\/a>\r\n<a href=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/rezoning\/REZ-2013-09\/mime\/big\/2013-07-29XGLPCXPacket-2.html\">\r\nis one of the lawyers<\/a> for\r\nthis Val Del Road subdivision.\r\n<p>\r\n<a href=\"http:\/\/www.city-data.com\/county\/Lowndes_County-GA.html\">\r\n<img decoding=\"async\" style=\"float:right;border:none;width:260px\" src=\"http:\/\/pics4.city-data.com\/cotrends\/ctr1696.png\"><\/a>\r\nIt&#8217;s conceivable that the Air Force wants development to be far from Moody&#8217;s\r\nfront gate.\r\nBut why do we need new subdivisions at all when we still have a glut of houses\r\nand\r\n<a href=\"http:\/\/www.city-data.com\/county\/Lowndes_County-GA.html\">\r\nnew home sales actually dropped below 2010 levels in Q1 2013<\/a>?\r\n<p>\r\n<a href=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/rezoning\/REZ-2013-09\/mime\/REZ201309W.html\">\r\n<img decoding=\"async\" style=\"float:right;border:none;width:232px\" src=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/rezoning\/REZ-2013-09\/mime\/REZ201309W.jpg\"><\/a>\r\nThese and other documents related to REZ-2013-09 are\r\n<a href=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/rezoning\/REZ-2013-09\/\">\r\non the LAKE website<\/a>\r\nso you can examine them for yourself.\r\nI obtained them through an open records request.\r\nThe county could just post such materials on its own website so we&#8217;d\r\nall have a better idea what&#8217;s going on with developments such as this\r\nthat affect all of us in traffic and safety.\r\n<\/p>\r\n<p>\r\n -jsq\r\n<\/p>","protected":false},"excerpt":{"rendered":"What is so important about yet another subdivision of 360,910 square feet in 173 houses when we have a glut of houses that the TRC unanimously recommended it despite significant defects and omissions?
