{"id":5063,"date":"2013-08-10T10:25:44","date_gmt":"2013-08-10T14:25:44","guid":{"rendered":"http:\/\/www.l-a-k-e.org\/blog\/?p=5063"},"modified":"2013-08-11T08:33:51","modified_gmt":"2013-08-11T12:33:51","slug":"planning-commission-on-subdivision-next-to-moody-afb-rez-2013-08-mfh-tract-a-glpc-2013-07-29","status":"publish","type":"post","link":"http:\/\/www.l-a-k-e.org\/blog\/2013\/08\/planning-commission-on-subdivision-next-to-moody-afb-rez-2013-08-mfh-tract-a-glpc-2013-07-29.html","title":{"rendered":"Planning Commission on subdivision next to Moody AFB, REZ-2013-08 MFH Tract A @ GLPC 2013-07-29"},"content":{"rendered":"<p>\r\nNow you can see what they were looking at:\r\n<a href=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/rezoning\/REZ-2013-08\/\">\r\nthose documents are on the LAKE website<\/a>\r\nfor\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/07\/planning-commission-considers-huge-subdivision-near-moody-afb-glpc-2013-07-29.html#REZ-2013-08\">\r\nREZ-2013-08 MFH<\/a>, for a subdivision on Roberts Road immediately next to Moody AFB.\r\n<p>\r\n<a href=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/rezoning\/REZ-2013-08\/REZ201308W.html\">\r\n<img decoding=\"async\" style=\"float:right;border:none;width:232px\" src=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/rezoning\/REZ-2013-08\/REZ201308W.jpg\"><\/a>\r\nFirst\r\n<a name=\"Davenport\" href=\"http:\/\/www.youtube.com\/watch?v=SlBOEWDNUFc&#038;list=PLshUv86fYkiFCvCInocvqjhW7DlJr4RbB&#038;index=4\">\r\nCounty Planner Jason Davenport said a few words<\/a> about\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/08\/documents-for-rez-2013-08-mfh-tract-a-on-roberts-road.html\">\r\nthe TRC recommendation<\/a>.\r\n<p>\r\n<a name=\"Raker\" href=\"http:\/\/www.youtube.com\/watch?v=SlBOEWDNUFc&#038;list=PLshUv86fYkiFCvCInocvqjhW7DlJr4RbB&#038;index=4\">\r\n<img decoding=\"async\" style=\"float:right;border:none;\" src=\"http:\/\/i1.ytimg.com\/vi\/SlBOEWDNUFc\/default.jpg\"><\/a>\r\nCommissioner Ted Raker (Hahira) wanted clarification about\r\n<a href=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/rezoning\/REZ-2013-08\/mime\/REZ-2013-08XTRCXAnalysis-0.html\">\r\n<img decoding=\"async\" style=\"float:right;border:none;\" src=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/rezoning\/REZ-2013-08\/mime\/small\/REZ-2013-08XTRCXAnalysis-0.jpg\"><\/a>\r\n<a href=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/rezoning\/REZ-2013-08\/mime\/REZ-2013-08XTRCXAnalysis-0.html\">\r\nthis application would require<\/a> additional changes to meet\r\nthe requirements of the Unified Land Development Code (ULDC),\r\nspecifically that it would not help with safety, fire, health, general welfare,\r\netc.\r\n&#8220;In fact seven out of the eleven were negative.&#8221;\r\n<p>\r\n<a name=\"Staff\"><\/a>\r\nDavenport confirmed that that was correct, and that was\r\n<a href=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/rezoning\/REZ-2013-08\/mime\/REZ-2013-08XTRCXAnalysis-0.html\">\r\nstaff&#8217;s analysis<\/a>.\r\nStaff paid by your tax dollars, so you shouldn&#8217;t have to file an open\r\nrecords request and pay ten dollars when staff could just put it on\r\nthe web with the\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/07\/planning-commission-considers-huge-subdivision-near-moody-afb-glpc-2013-07-29.html#REZ-2013-08\">\r\nGLPC agenda<\/a>, which they also don&#8217;t now but could easily put on the web.\r\n<p>\r\nNobody spoke for the request.\r\nNumerous people spoke in opposition.\r\n<p><a name=\"Kurrie\" href=\"http:\/\/www.youtube.com\/watch?v=y1APvCSwhGM&#038;list=PLshUv86fYkiFCvCInocvqjhW7DlJr4RbB\">\r\nTom Kurrie<\/a> said in 38 years of practicing law<!--more-->\r\n<a href=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/rezoning\/REZ-2013-08\/mime\/REZ-2013-08Xapplication.pdf\">\r\n<img decoding=\"async\" style=\"float:right;border:none;\" src=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/rezoning\/REZ-2013-08\/mime\/REZ-2013-08Xapplication-4.jpg\"><\/a>\r\n\r\nI&#8217;ve never seen &#8230; two applications for the construction of Moody housing.&#8221;\r\nKurrie quoted from\r\n<a href=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/rezoning\/REZ-2013-08\/mime\/REZ-2013-08Xapplication.pdf\">\r\nthe applicant&#8217;s submittal letter<\/a> about the property being wholly\r\ncontingent on use for Moody housing and on a contract to be awarded.\r\nKurrie said that contract had actually already been awarded to someone else.\r\nHe went on for more than six minutes, largely naming specific people.\r\n<p>\r\n<a name=\"Borders\" href=\"http:\/\/www.youtube.com\/watch?v=z8qzCclfAmo&#038;list=PLshUv86fYkiFCvCInocvqjhW7DlJr4RbB\">\r\nRon Borders<\/a> spoke against as the chair of the Chamber&#8217;s\r\nGovernment Affairs Committee\r\nand on behalf of the Chamber&#8217;s 1,400 members\r\nbecause he believed it would affect the future of Moody AFB.\r\n<p>\r\n<a name=\"Marshall\" href=\"http:\/\/www.youtube.com\/watch?v=P64xueFXC0I&#038;list=PLshUv86fYkiFCvCInocvqjhW7DlJr4RbB\">\r\nJeff Marshall<\/a> of Cat Creek Road because it would affect his family farm.\r\n<p>\r\n<a name=\"Contractor\" href=\"http:\/\/www.youtube.com\/watch?v=R78P_YWgNRA&#038;list=PLshUv86fYkiFCvCInocvqjhW7DlJr4RbB\">\r\nJames ?<\/a> spoke against, saying he was one of the initial contractors\r\nwho didn&#8217;t get the deal, and he had unfavorable words to say about the applicant.\r\nHe also said he just gained a lot of respect for the Chamber.\r\n<p>\r\n<a name=\"Discussion\" href=\"http:\/\/www.youtube.com\/watch?v=mVRoAEiec4U&#038;list=PLshUv86fYkiFCvCInocvqjhW7DlJr4RbB\">\r\nCommission Discussion<\/a> included wondering if they&#8217;d gotten a response\r\nfrom Moody.\r\nDavenport shuffled through his papers and couldn&#8217;t find it, but said he\r\nhad forwarded it by email.\r\nHere it is,\r\n<a name=\"Moody response\" href=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/rezoning\/REZ-2013-08\/mime\/2013-07-23-OCGA-36-66-6-Moody-AFB-Response.mime\">\r\na letter from Diondra R. Nichols 23 July 2013<\/a>, saying\r\n<blockquote>\r\nIn response to subject, see email below stating Moody supports guidelines\r\nestablished in the MAZ.\r\n<\/blockquote>\r\n<p>\r\n<a name=\"Gladwin\" href=\"http:\/\/www.youtube.com\/watch?v=fjukRyH7wr0&#038;list=PLshUv86fYkiFCvCInocvqjhW7DlJr4RbB\">\r\n<img decoding=\"async\" style=\"float:right;border:none;\" src=\"http:\/\/i1.ytimg.com\/vi\/yRR_LIwwZIs\/default.jpg\"><\/a>\r\n<a href=\"http:\/\/www.youtube.com\/watch?v=fjukRyH7wr0&#038;list=PLshUv86fYkiFCvCInocvqjhW7DlJr4RbB\">\r\nNew Commissioner Celine Gladwin<\/a> said she was surprised nobody was\r\nrepresenting the applicant.\r\nShe said the application was huge, the size of a town, and not only\r\ndidn&#8217;t meet the code, it was also lacking many elements needed for\r\na planned development of such a scale.\r\n<p>\r\n<a name=\"Hall\"><\/a>\r\nCommissioner Jody Hall wondered how GLPC could approve this request\r\nand deny any other request in the MAZ; he said he couldn&#8217;t.\r\n<p>\r\n<a name=\"Motion\"><\/a>\r\nCommissioner Ted Raker moved to deny the rezoning application because:\r\n<ol>\r\n<li>\r\nIt was not fully compliant with the ULDC\r\n<li>\r\nIt was not consistent of the stated intent of the zoning district\r\n<li>\r\nIt was not consistent with the Comprehensive Plan\r\n<\/ol>\r\n<p>\r\n<a name=\"Vote\" href=\"http:\/\/www.youtube.com\/watch?v=fjukRyH7wr0&#038;list=PLshUv86fYkiFCvCInocvqjhW7DlJr4RbB&#038;index=10\">\r\n<img decoding=\"async\" style=\"float:right;border:none;\" src=\"http:\/\/i1.ytimg.com\/vi\/fjukRyH7wr0\/default.jpg\"><\/a>\r\nCommissioner Tommy Willis seconded.\r\nWith no further discussion, they unanimously approved the motion.\r\n<p>\r\nThat&#8217;s merely advisory, of course; the County Commission would decide.\r\nThat should be easy, since\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/08\/proposed-development-next-to-moody-afb-has-been-withdrawn-rez-2013-08-2.html\">\r\nthe applicant has withdrawn the application<\/a>.\r\n<\/p>\r\n<p>\r\nHere&#8217;s\r\n<a href=\"http:\/\/www.youtube.com\/watch?v=SlBOEWDNUFc&#038;list=PLshUv86fYkiFCvCInocvqjhW7DlJr4RbB&#038;index=4\">\r\nthe video:<\/a>\r\n<\/p>\r\n<p style=\"text-align:center;font-size:80%\">\r\n<iframe loading=\"lazy\" title=\"YouTube video player\" width=\"560\" height=\"315\" src=\"http:\/\/www.youtube.com\/embed\/SlBOEWDNUFc\" frameborder=\"0\" allowfullscreen><\/iframe>\r\n<br>\r\nPlanning Commission on subdivision next to Moody AFB, REZ-2013-08 MFH Tract A\r\n<br>\r\nRegular Session, Greater Lowndes Planning Commission (GLPC),\r\n<br>\r\nVideo by Gretchen Quarterman for Lowndes Area Knowledge Exchange (LAKE),\r\n<br>\r\nValdosta, Lowndes County, Georgia, 29 July 2013.\r\n<\/p>\r\n<p>\r\n -jsq\r\n<\/p>","protected":false},"excerpt":{"rendered":"Now you can see what they were looking at: those documents are on the LAKE website for REZ-2013-08 MFH, for a subdivision on Roberts Road immediately next to Moody AFB.
