\n\n<\/a>\nFollowing up on the previous morning’s\n\nopaque presentation of a proposed brown bag ordinance,<\/a>\nin which we did at least learn it was about alcohol,\na bit more information came from the county attorney in the\n\nRegular Session of 11 September 2011<\/a>.\n<\/p>\n

\nCounty Manager Joe Pritchard mentioned:\n<\/p>\n

\nMr. Chairman and Commissioners, you have handed, or were placed at your seats,\na revised alcohol beverage brown bagging ordinance.\nThere were some changes that came about, wording changes,\nyesterday, after our work session.\n<\/p>\n<\/blockquote>\n

\nAh, that passive voice!\nI guess it was the ordinance elf that made those changes and left paper\ncopies at each Commissioner’s seat.\nThe ordinance elf didn’t put a copy of that draft on the web where\nthe rest of us could see it, however.\n<\/p>\n

\nCounty Attorney Walter Elliott clarified:\n<\/p>\n\n\n

\nThe only changes are to sections 5b and 6b and that change clarifies\nthat the chair of the civic and other organizations listed must be\norganizations that are organized and operated as nonprofit organizations\nand social works removed from that word.\nSo that clarifies that events at which brown bags are allowed under\nthat exception are events of nonprofit organizations.\n<\/p>\n<\/blockquote>\n

\nCommissioners (whispering to each other first)\nwanted clarification that restrictions didn’t apply at private residences.\n<\/p>\n

\nCorrect.\nThis permits brownbagging at private residences without any time limitation.\nIt also permits brownbagging at private events held on an occasional basis,\nbut only up to 1:55 AM, which is the time that a licensed seller may sell\nalcohol.\nAnd it permits brownbagging at events of charitable, civic, and other\nnonprofit organizations.\n<\/p>\n<\/blockquote>\n

\nWe didn’t get to see any version of it before they adopted it,\nso if citizens had concerns they didn’t have a way to see what the\nComissioners were considering.\nOne of the Commissioners said they did get questions.\nSuch questions would be more informed if people could see what\nthey were asking about before asking.\n<\/p>\n
