\r\n\r\n<\/a>\r\nThe most interesting developments were not on the agenda.\r\nCommissioners approved dollar amounts\r\n\r\nfor two purchase orders<\/a>\r\nthat were completely different\r\nfrom the ones they were quoted the morning before, with no discussion:\r\nthe County Attorney quoted the new figures, asked for approval,\r\nand immediately got it.\r\nCommissioner Richard Raines still didn’t want to enforce\r\na neighborhood covenant<\/a>\r\nyet it was Commissioner Raines\r\n\r\nwho made the motion<\/a> last fall to let\r\n\r\nan Exclusive Franchise<\/a>\r\nwith\r\n\r\nAdvanced Disposal Services<\/a>;\r\na covenant the county is now trying to enforce\r\n\r\nby having the County Attorney\r\nsue local business Deep South Sanitation<\/a>.\r\nThey said nothing about\r\n\r\nthat 100 foot wide pipeline barrelling through the county<\/a>.\r\nThey could have the County Attorney investigate that, but they aren’t.\r\nThey approved meeting for millage rate approval 8:30 AM Friday 26 July 2013:\r\nthat’s for the property taxes they collect, which presumably\r\npartly go to pay the County Attorney.\r\nAnd the Chairman refused to let a citizen speak on a technicality.\r\n

        \r\nChairman Slaughter said they would “conjoin a and b together”.\r\nThe County Attorney read out a different set of prices from\r\nthe previous morning, and the Commissioners promptly voted\r\nto approve them.\r\nSee\r\n\r\nseparate post for details<\/a>.\r\n<\/p>\r\n

      3. \r\n\r\n\"County<\/a>\r\n<\/a>\r\n\r\nReports-County Manager<\/a>\r\n

        \r\nCounty Manager Joe Pritchard reminded Commissioners they were required\r\nto set a date to set tax millage.\r\nSee\r\n\r\nseparate post<\/a>\r\nfor\r\nwhat\r\nFinance Director Stephanie Black said\r\nand what the Commissioners said.\r\n<\/p>\r\n

      4. \r\n<\/a>\r\n\r\nCitizens Wishing to be Heard Please State Name And Address<\/a>\r\n

        \r\nOne citizen wanted to be heard, “Miss Dear”, but the Chairman refused to let\r\nher speak because the form hadn’t been turned in before the meeting.\r\nHe promised to talk with the citizen after the meeting.\r\nNot quite the same, is that?\r\nAnd we know he can waive that requirement whenever he wants to,\r\nbecause he, like Ashley Paulk before him, has done so before.\r\nMaybe the Chairman having the freedom to stop citizens from speaking\r\nwhenever he wants to is the “freedom” Commissioner Raines\r\n\r\nprayed about<\/a>.\r\n
