City staff presented the council with a balanced\r\nbudget, as required by the City Charter, possibly one of the most\r\nchallenging and difficult budgets prepared in years.\r\n<\/p>\r\n<p>\r\n<a href=\"http:\/\/www.l-a-k-e.org\/govt\/valdosta\/budget\/2014--fy-budget\/small\/FYX14XBudgetXHearingXPresentation-53.jpg\">\r\n<img decoding=\"async\" style=\"float:right;border:none;\" src=\"http:\/\/www.l-a-k-e.org\/govt\/valdosta\/budget\/2014--fy-budget\/small\/FYX14XBudgetXHearingXPresentation-53.jpg\"><\/a>\r\nCity leaders decreased the overall city budget from $86.2 million to\r\n$77.3 million, a result of<!--more--> the completion of Special Purpose Local\r\nOption Sales Tax (SPLOST VI) capital improvement projects and the\r\nfact that this funding source will end in December 2013. The 2014\r\nfiscal budget represents a city operating in a fiscally responsible\r\nmanner with no general obligation debt, something City Manager Larry\r\nHanson credits to the outstanding work of the city department heads,\r\nfinance director, budget staff and the entire city workforce.\r\n<\/p>\r\n<p>\r\n<a href=\"http:\/\/www.l-a-k-e.org\/govt\/valdosta\/budget\/2014--fy-budget\/FYX14XBudgetXHearingXPresentation-8.html\">\r\n<img decoding=\"async\" style=\"float:right;border:none;\" src=\"http:\/\/www.l-a-k-e.org\/govt\/valdosta\/budget\/2014--fy-budget\/small\/FYX14XBudgetXHearingXPresentation-8.jpg\"><\/a>\r\nThe budget, approved by the City Council, is balanced and includes\r\nno proposed tax increases. The City of Valdosta&#8217;s millage rate of\r\n4.106 continues to be among the lowest in state. In fact,\r\nValdosta&mdash;Georgia&#8217;s 14th largest city&mdash;has the lowest\r\ncumulative taxes of the 15 largest cities in Georgia. The last\r\nmillage rate increase was in 1992 when the city&#8217;s millage was raised\r\nto 6.25 mills.\r\n<\/p>\r\n<p>\r\n&ldquo;Our goal in preparing this budget was to make cuts that did\r\nnot compromise the quality of our services, making sure that we\r\nprovide our citizens with the same level of services but in a more\r\nefficient way and with modest revenues,&rdquo; said Hanson.\r\n&ldquo;We are particularly proud that, during these difficult times,\r\nour city has not had a property tax increase in 20 years.\r\nFurthermore, we&#8217;ve decreased the millage rate in 11 out of 19\r\nyears&mdash;something that is unheard of for a city our size in\r\nGeorgia.&rdquo;\r\n<\/p>\r\n<p>\r\nHanson noted that this year&#8217;s budget presented a unique set of\r\ncircumstances and challenges that include the following:\r\n<\/p>\r\n<ul>\r\n<li>\r\n<p>\r\n<a href=\"http:\/\/www.l-a-k-e.org\/govt\/valdosta\/budget\/2014--fy-budget\/FYX14XBudgetXHearingXPresentation-103.html\">\r\n<img decoding=\"async\" style=\"float:right;border:none;\" src=\"http:\/\/www.l-a-k-e.org\/govt\/valdosta\/budget\/2014--fy-budget\/small\/FYX14XBudgetXHearingXPresentation-103.jpg\"><\/a>\r\nEnergy costs, supply costs, fuel prices, equipment and vehicle costs\r\nare still increasing.\r\n<\/p>\r\n<li>\r\n<p>\r\nHealth care costs and retirement costs also continue to increase.\r\n<\/p>\r\n<li>\r\n<p>\r\nMarginal growth in the tax digest; however, new development often\r\nnegated by declines in property values.\r\n<\/p>\r\n<li>\r\n<p>\r\n<a href=\"http:\/\/www.l-a-k-e.org\/govt\/valdosta\/budget\/2014--fy-budget\/FYX14XBudgetXHearingXPresentation-24.html\">\r\n<img decoding=\"async\" style=\"float:right;border:none;\" src=\"http:\/\/www.l-a-k-e.org\/govt\/valdosta\/budget\/2014--fy-budget\/small\/FYX14XBudgetXHearingXPresentation-24.jpg\"><\/a>\r\nRevenues have been flat or have declined.\r\n<\/p>\r\n<li>\r\n<p>\r\nSales Tax collections continue at 2007 levels.\r\n<\/p>\r\n<li>\r\n<p>\r\nConsumer confidence and buying continues to be fragile.\r\n<\/p>\r\n<\/ul>\r\n<p>\r\n<a href=\"http:\/\/www.l-a-k-e.org\/govt\/valdosta\/budget\/2014--fy-budget\/FYX14XBudgetXHearingXPresentation-25.html\">\r\n<img decoding=\"async\" style=\"float:right;border:none;\" src=\"http:\/\/www.l-a-k-e.org\/govt\/valdosta\/budget\/2014--fy-budget\/small\/FYX14XBudgetXHearingXPresentation-25.jpg\"><\/a>\r\nFor the first time in three years, all career and part-time city\r\nemployees will get a 2.5% cost of living pay increase, effective\r\nJan. 1, 2014. The budget will also continue to fund the Heath Care\r\nClinic for employees, dependants and retirees. No furloughs or\r\nlayoffs are included in the 2014 budget; however, the city will\r\nleave 22 vacant positions unfilled throughout the first quarter of\r\nthe fiscal year and is defunding five positions for the entire\r\nfiscal year.\r\n<\/p>\r\n<p>\r\nThe city has no general fund bonded indebtedness, has a solid bond\r\nrating with a continued positive outlook, and continues to retain a\r\nsufficient fund balance. Furthermore, utility fees in the city are\r\nbelow average for its residents and businesses&mdash;even with the\r\nfive-year water and sewer rate increase established in July 2012.\r\nCitizens will, however, incur a dollar increase for sanitation fees,\r\nwhich have not been adjusted in 10 years. The new sanitation rate\r\nwill go from $16.50 to $17.50 per month, effective July 1.\r\n<\/p>\r\n<p>\r\nTo offset the expected revenue shortfalls with minimal affect on\r\nservice delivery, all city departments examined their operating\r\nbudgets and implemented several budget reduction measures over the\r\nyears&mdash;such as fuel conservation, paperless policy, streamlined\r\ndepartment expenditures, etc.&mdash;to operate in the most\r\ncost-efficient manner.\r\n<\/p>\r\n<p>\r\n<a href=\"http:\/\/www.l-a-k-e.org\/govt\/valdosta\/budget\/2014--fy-budget\/FYX14XBudgetXHearingXPresentation-134.html\">\r\n<img decoding=\"async\" style=\"float:right;border:none;\" src=\"http:\/\/www.l-a-k-e.org\/govt\/valdosta\/budget\/2014--fy-budget\/small\/FYX14XBudgetXHearingXPresentation-134.jpg\"><\/a>\r\n&ldquo;The City of Valdosta has proactively managed our finances\r\nthrough this financial crisis in a measured and responsible way,\r\nwithout major consequences to our service delivery. We will remain\r\nvigilant and are doing all we can with what we have to ensure the\r\nlong-term financial stability of the city,&rdquo; said Hanson.\r\n<\/p>\r\n<p>\r\nThe city has endured the challenges of rising costs in 2013, though\r\nLocal Option Sales Tax (LOST) collections over the past year have\r\nmirrored the collection rates from 2006 and in some instances 2007.\r\nThe City of Valdosta also experienced a $20 million shortfall in\r\nanticipated SPLOST VI collections, which ends December 2013, and\r\ncity capital projects were reduced accordingly. Citizens will have\r\nthe opportunity to vote on SPLOST VII in November 2013, continuing\r\nthe one-penny tax and providing the most equitable revenue source to\r\nfund future capital improvements in the community.\r\n<\/p>\r\n<p>\r\n<a href=\"http:\/\/www.l-a-k-e.org\/govt\/valdosta\/budget\/2014--fy-budget\/FYX14XBudgetXHearingXPresentation-128.html\">\r\n<img decoding=\"async\" style=\"float:right;border:none;\" src=\"http:\/\/www.l-a-k-e.org\/govt\/valdosta\/budget\/2014--fy-budget\/small\/FYX14XBudgetXHearingXPresentation-128.jpg\"><\/a>\r\nHanson said that the sound financial policies have enabled the city\r\nto weather the economic downturn better than most. However, it will\r\nbecome difficult to keep up with the level of services for roads,\r\nbridges, fire stations and other expenditures for the community to\r\nprosper and grow without a revenue source to do so.
