Johnson\r\nwrote for Center for Investigative Reporting 7 July 2013,\r\n<a href=\"http:\/\/cironline.org\/reports\/female-inmates-sterilized-california-prisons-without-approval-4917\">\r\nFemale inmates sterilized in California prisons without approval<\/a>,\r\n<blockquote>\r\n<p>\r\n<a href=\"http:\/\/www.cdcr.ca.gov\/Facilities_Locator\/CIW.html\">\r\n<img decoding=\"async\" style=\"float:right;border:none;width:189px;\" src=\"http:\/\/www.cdcr.ca.gov\/visitors\/images\/institutions\/CIWshadow.jpg\"><\/a>\r\nDoctors under contract with the California Department of Corrections\r\nand Rehabilitation sterilized nearly 150 female inmates from 2006 to\r\n2010 without required state approvals, The Center for Investigative\r\nReporting has found.\r\n<\/p>\r\n<p>\r\nAt least 148 women received tubal ligations in violation of prison\r\nrules during those five years &mdash; and there are perhaps 100 more\r\ndating back to the late 1990s, according to state documents and\r\ninterviews.\r\n<\/p>\r\n<p>\r\nFrom 1997 to 2010, the state paid doctors $147,460 to perform the\r\nprocedure, according to a database of contracted medical services\r\nfor state prisoners.\r\n<\/p>\r\n<p>\r\nThe women were signed up for the surgery while they were pregnant\r\nand housed at either the California Institution for Women in Corona\r\nor Valley State Prison for Women in Chowchilla, which is now a men&#8217;s\r\nprison.\r\n<\/p>\r\n<\/blockquote>\r\n<p>\r\nHow did this happen?\r\n<\/p><!--more-->\r\n<blockquote>\r\n<p>\r\nLawsuits, a U.S. Supreme Court ruling and public outrage over\r\neugenics and similar sterilization abuses in Alabama and New York\r\nspawned new requirements in the 1970s for doctors to fully inform\r\npatients.\r\n<\/p>\r\n<p>\r\nSince then, it&#8217;s been illegal to pressure anyone to be sterilized or\r\nask for consent during labor or childbirth.\r\n<\/p>\r\n<p>\r\nYet, Kimberly Jeffrey says she was pressured by a doctor while\r\nsedated and strapped to a surgical table for a C-section in 2010,\r\nduring a stint at Valley State for a parole violation. Jeffrey, 43,\r\nwas horrified, she said, and resisted.\r\n<\/p>\r\n<p>\r\n&ldquo;He said, \u2018So we&#8217;re going to be doing this tubal ligation,\r\nright?&#8217; &rdquo; Jeffrey said. &ldquo;I&#8217;m like, \u2018Tubal ligation?\r\nWhat are you talking about? I don&#8217;t want any procedure. I just want\r\nto have my baby.&#8217; I went into a straight panic.&rdquo;\r\n<\/p>\r\n<\/blockquote>\r\n<p>\r\nAnd she&#8217;s got the prison and medical records to prove what she says.\r\n<\/p>\r\n<p>\r\nThat would never happen in Georgia, right?\r\nBo Emerson wrote for the AJC 23 January 2012,\r\n<a href=\"http:\/\/www.ajc.com\/news\/news\/state-regional-govt-politics\/compensation-for-state-enforced-sterilization-mone\/nQQb6\/\">\r\nCompensation for state-enforced sterilization: Money won&#8217;t be enough<\/a>,\r\n<\/p>\r\n<blockquote>\r\n<p>\r\nGeorgia, which sterilized 3,280 men and women from 1937 to 1963,\r\napologized for its role in the eugenics movement in a 2007\r\nresolution by the General Assembly.\r\n<\/p>\r\n<p>\r\nBut the legislators who sponsored bills offering that apology said\r\nGeorgia is unlikely to see any move to provide reparations in the\r\nnear future. &#8220;I am not aware of any suggestion that victims be\r\ncompensated,&#8221; said State Sen. David Shafer, R-Duluth, whose bill\r\nexpressed &#8220;regret&#8221; but not an apology. &#8220;I am also not sure that you\r\ncan quantify the damage in dollars and cents.&#8221; Yes you can, said\r\nRiddick. When she was 19 years old Riddick said her health and\r\nfertility were worth $1 million, and she sued North Carolina for\r\nthat amount. Her complaint was denied. With the help of the ACLU she\r\npursued appeals to the Supreme Court, which refused to hear the\r\ncase. Today she says, &#8220;the price has gone up.&#8221;\r\n<\/p>\r\n<\/blockquote>\r\n<p>\r\n -jsq\r\n<\/p>","protected":false},"excerpt":{"rendered":"As recently as 2010.
