These are the generators\n<a href=\"\/blog\/2013\/01\/san-onofre-and-diablo-canyon-status-graphs-nrc-data.html\">\nthat failed and caused both San Onofre reactors to shut down<\/a>.\nSD Edison wants to <a href=\"\/blog\/2013\/01\/shutdown-at-san-onofre-permanent-this-time.html\">restart one of them<\/a>,\nand this document came out in that process.\nSouthern Company would never do this, right?\nWe shouldn&#8217;t worry about\n<a href=\"\/blog\/2013\/01\/failed-concrete-the-bane-of-nuclear-reactors-1.html\">\nfailed concrete<\/a>\nor\n<a href=\"\/blog\/2013\/03\/from-15-to-19-months-late-plant-vogtle-nukes.html\">\n15, no now 19, months delay<\/a>\nwhile the Georgia legislature\n<a href=\"\/blog\/2013\/03\/hb-267-would-limit-georgia-powers-profits-on-vogtles-cost-overruns-ga-sierra-club.html\">\nwon&#8217;t even limit charges to Georgia Power customers for cost overruns.<\/a>\nNope, no worries.\n<\/p>\n<p>\nFriends of the Earth PR 8 March 2013,\n<a href=\"http:\/\/www.commondreams.org\/newswire\/2013\/03\/08-6\">\nSan Onofre: Secret Report Confirms Edison Knew of Major Problems;\nFriends of the Earth: \u2018Bombshell\u2019 for plans to restart crippled reactor<\/a>\n<\/p>\n<blockquote>\n<p>\n<a href=\"http:\/\/latimesblogs.latimes.com\/lanow\/2013\/03\/officials-rejected-some-changes-to-crippled-nuclear-generators.html\">\n<img loading=\"lazy\" decoding=\"async\" style=\"float:right;border:none;\" class=\"at-xid-6a0120a58214e4970b017d41a0884a970c\" src=\"\/blog\/images\/6a0120a58214e4970b017d41a0884a970c-pi.jpg\"   width=\"320\" height=\"211\"  \/><\/a>\nWASHINGTON\u2014March 8\u2014A secret Mitsubishi Heavy Industries\nreport released today confirms that Southern California Edison knew\nabout serious problems in the radically redesigned replacement steam\ngenerators for the San Onofre nuclear reactors years before the\ndefective equipment was installed, yet failed to make changes to fix\nthe problems. The report was released today by the Nuclear\nRegulatory Commission after Senator Barbara Boxer (D-Calif.) and\nRepresentative Edward Markey (D-Mass.) revealed its existence and\ndemanded it be made public.\n<\/p>\n<p>\nThe report documents that Edison knew\n<\/blockquote>\n\n<!--more-->\n<blockquote>\nof specific safety concerns\nwith the replacement steam generator design as early as 2005, and\nfailed to incorporate changes proposed to fix it because they would\ntrigger a more lengthy and public review by the NRC. It fatally\nundermines Edison&#8217;s case for restarting one of the plant&#8217;s crippled\nreactors and for receiving any compensation from the California\nPublic Utility Commission.\n<\/p>\n<p>\n\u201cThis is a bombshell,\u201d said Damon Moglen, energy and\nclimate director for Friends of the Earth. \u201cEdison clearly\nknew about design problems with the San Onofre replacement steam\ngenerators yet failed to take corrective action. Instead Edison\ngambled with the safety of millions of Southern Californians. It is\ninconceivable that the NRC would now give approval to restart these\ndamaged reactors without the thorough, public review of a license\namendment proceeding.\u201d\n<\/p>\n<p>\n<a href=\"\/blog\/2013\/01\/san-onofre-and-diablo-canyon-status-graphs-nrc-data.html\">\n<img decoding=\"async\" style=\"float:right;border:none;\"   src=\"http:\/\/farm9.staticflickr.com\/8514\/8429494725_a38215b6f9_n.jpg\"><\/a>\nDavid Freeman, former head of the Los Angeles Department of Water\nand Power and a senior advisor to Friends of the Earth, said the\nMitsubishi report could prove pivotal with the California Public\nUtility Commission, which is considering whether Edison can pass on\nto its customers the $671 million cost of the faulty generators,\nplus the cost of repairs and replacement power during the plant&#8217;s\nshutdown, now in its 14th month. Said Freeman: \u201cIt&#8217;s clear\nthat ratepayers in Southern California can not be expected to pay\nfor Edison&#8217;s defective equipment if Edison acted imprudently. At\nnuclear reactors, prioritizing construction speed over safety is the\nheight of imprudence.\u201d\n<\/p>\n<p>\nSince Sen. Boxer and Rep. Markey revealed the existence of the\nreport, Friends of the Earth has demanded that the NRC Petition\nReview Board consider it in proceedings currently underway.
