at length about a problem that was\napparently news to the board,\nlater considered the problem at length,\ncame up with an interim solution,\nand formed a committee to examine it longterm.\n<\/p>\n<h3>Citizen concerns about rules against after hours library use<\/h3>\n<p>\nConcerns were raised about hours at the southside library at the monthly meeting\nof the South Georgia Library Board, 18 September 2012.\nApparently rules have recently been changed for\n<a href=\"http:\/\/www.sgrl.org\/pages\/neighborhood.html\">\nall library branches<\/a>\nso that meetings can no longer be held after library hours.\nThis is a problem for volunteer groups composed of working people.\nIt was unclear what the latest version of the rules is.\nAnd the library board appeared\n<a href=\"http:\/\/www.youtube.com\/watch?v=4gqGBO1Kqrs&amp;feature=autoplay&amp;list=PLshUv86fYkiFJJtG7lRPB5ZtprEJnBOTe&amp;playnext=36\">\nunfamiliar with the hours of its own libraries.<\/a>\nHowever, they did at the end of their meeting\n<a href=\"http:\/\/www.youtube.com\/watch?v=4gqGBO1Kqrs&amp;feature=autoplay&amp;list=PLshUv86fYkiFJJtG7lRPB5ZtprEJnBOTe&amp;playnext=36\">\nextensively consider the issue<\/a>\nand apparently come to an interim solution with\na path to a more general solution.\n<\/p>\n<p>\n<a href=\"http:\/\/www.youtube.com\/watch?v=-joeBko5bnM&amp;list=PLshUv86fYkiFJJtG7lRPB5ZtprEJnBOTe&amp;index=8&amp;feature=plpp_video\">\n<img decoding=\"async\" style=\"float:right;border:none;\" class=\"at-xid-6a0120a58214e4970b017c324cb26b970b\" src=\"\/blog\/images\/6a0120a58214e4970b017c324cb26b970b-pi.jpg\"    \/><\/a>\nThe rules change may have been due to\n<a href=\"http:\/\/www.youtube.com\/watch?v=-joeBko5bnM&amp;list=PLshUv86fYkiFJJtG7lRPB5ZtprEJnBOTe&amp;index=8&amp;feature=plpp_video\">\none incident at one branch<\/a>\n(not the southside branch)\nfor which the library board knew the sponsoring organization.\nQuestions were raised as to why a blanket rules change ensued.\nOne citizen pointed out that\n<a href=\"http:\/\/www.youtube.com\/watch?v=OQMeGx0Roic&amp;list=PLshUv86fYkiFJJtG7lRPB5ZtprEJnBOTe&amp;index=10&amp;feature=plpp_video\">\ntaxpayers pay for the library buildings<\/a>\nso it&#8217;s not clear why they should be prevented from using them;\nschool buildings, too.\n<a href=\"http:\/\/www.youtube.com\/watch?v=maKGpa1V3E8&#038;list=PLshUv86fYkiFJJtG7lRPB5ZtprEJnBOTe&#038;index=15&#038;feature=plpp_video\">\n<img decoding=\"async\" style=\"float:right;border:none;\"   src=\"http:\/\/i2.ytimg.com\/vi\/maKGpa1V3E8\/default.jpg\"><\/a>\nAnother consideration was\n<a href=\"http:\/\/www.youtube.com\/watch?v=zFky7l4UIHU\">\nelderly parent care<\/a>, because it&#8217;s hard to get help for that\nany time other than during the day.\nKay Harris wanted to be sure everyone who wanted to speak had spoken.\nAt least one citizen left\n<a href=\"http:\/\/www.youtube.com\/watch?v=ORcM0w_bei0\">\na written statement for the record<\/a>,\nwhich is always a good idea.\nThen all the citizens who had spoken left the meeting,\napparently uninterested in anything else the library board was doing.\nInterestingly,\n<a href=\"http:\/\/www.youtube.com\/watch?v=aLakF8IA39k&amp;feature=autoplay&amp;list=PLshUv86fYkiFJJtG7lRPB5ZtprEJnBOTe&amp;playnext=4\">\na southside library support group<\/a>\nwas in one of the regular report items.\n<\/p>\n<h3>Transparency<\/h3>\n<p>\n<a href=\"http:\/\/www.youtube.com\/watch?v=4DqQMh0GOB4\">\n<img decoding=\"async\" style=\"float:right;border:none;\" class=\"at-xid-6a0120a58214e4970b017c324cb270970b\" src=\"\/blog\/images\/6a0120a58214e4970b017c324cb270970b-pi.jpg\"    \/><\/a>\nAfter the other citizens left, one of the library board (his nameplate\nsaid Ray Devery)\n<a href=\"http:\/\/www.youtube.com\/watch?v=4DqQMh0GOB4\">\nasked whether Gretchen could stay.<\/a>\nKay Harris without hesitation said yes and moved on to approval of the minutes.\nCongratulations to Kay Harris on knowing the open meetings law\nand sticking to it!\nSpeaking of the minutes, where are they so the taxpaying public can see them?\n<\/p>\n<p><a href=\"http:\/\/www.youtube.com\/watch?v=qAXsyjtQxLw&amp;feature=autoplay&amp;list=PLshUv86fYkiFJJtG7lRPB5ZtprEJnBOTe&amp;playnext=1\">\ntechnology report<\/a> (which included nothing about Internet access),\nfinances\n<a href=\"http:\/\/www.youtube.com\/watch?v=uD5Ov4jwY2w&amp;feature=autoplay&amp;list=PLshUv86fYkiFJJtG7lRPB5ZtprEJnBOTe&amp;playnext=3\">\nrevenues exceeded expenditures,<\/a> yet the state cut more than $86,000,\n<a href=\"http:\/\/www.youtube.com\/watch?v=ocumW85xt3g&amp;feature=autoplay&amp;list=PLshUv86fYkiFJJtG7lRPB5ZtprEJnBOTe&amp;playnext=4\">\npayroll<\/a>,\n<a href=\"http:\/\/www.youtube.com\/watch?v=sa__3EgXeOo&amp;feature=autoplay&amp;list=PLshUv86fYkiFJJtG7lRPB5ZtprEJnBOTe&amp;playnext=5\">insurance webinar, and staff turnover.<\/a>\n<\/p>\n<p>\n<a href=\"http:\/\/www.youtube.com\/watch?v=sb3p3B62zkw&amp;list=PLshUv86fYkiFJJtG7lRPB5ZtprEJnBOTe&amp;index=34&amp;feature=plpp_video\">\n<img decoding=\"async\" style=\"float:right;border:none;\" festivals,\nkindle use,\n751 total facebook likes and 200,000 reach.\n<\/p>\n<p>\n<a name=\"Five Points\"><\/a>\nRegarding the planned Five Points library, Kay Harris clarified\nthat staff are not supposed to help promote that\n<a href=\"http:\/\/www.youtube.com\/watch?v=oU7WLPWxj9U&amp;feature=autoplay&amp;list=PLshUv86fYkiFJJtG7lRPB5ZtprEJnBOTe&amp;playnext=8\">\n&#8220;in any way, shape, or form.&#8221;<\/a>\nDuring paid hours.\nAfter hours is different.\n<\/p>\n<h3>Board discussion of after hours library use<\/h3>\n<p>\n<a href=\"http:\/\/www.youtube.com\/watch?v=QH-q6mojoyY&amp;list=PLshUv86fYkiFJJtG7lRPB5ZtprEJnBOTe&amp;index=38&amp;feature=plpp_video\">\n<img decoding=\"async\" style=\"float:right;border:none;\" href=\"http:\/\/www.youtube.com\/watch?v=t_JrCn-KbdA&amp;list=PLshUv86fYkiFJJtG7lRPB5ZtprEJnBOTe&amp;index=36&amp;feature=plpp_video\">\napproving furlough days<\/a>\nis not in a good position to extend library hours.\nKay Harris proposed\n<a href=\"http:\/\/www.youtube.com\/watch?v=4gqGBO1Kqrs&amp;feature=autoplay&amp;list=PLshUv86fYkiFJJtG7lRPB5ZtprEJnBOTe&amp;playnext=36\">\nsuspending the rules for southside library<\/a>\nand revisiting the general rules at next month&#8217;s board meeting.\n<a library branches<\/a>.\nThey discussed\n<a href=\"http:\/\/www.youtube.com\/watch?v=0tafq5V2OA8&amp;feature=autoplay&amp;list=PLshUv86fYkiFJJtG7lRPB5ZtprEJnBOTe&amp;playnext=41\">\nlead time for approving new groups for after-hours use.<\/a>\nAs near as I can tell, they decided to suspend the current\nafter-hours rules for southside library,\nhave Kay Harris appoint a committee to look into the situation,\nand revisit the rules in general at their next meeting.\nI can&#8217;t tell when they actually voted on any of that.\nHowever, library director Kelly Lenz has\n<a href=\"#confirmation\">confirmed by telephone that that&#8217;s what they decided.<\/a>\n<\/p>\n<p>\nHere&#8217;s\n<a Board Chair, and\nother members include\nCheryl Copeland Director of Testing for Valdosta City Schools\nand Barry Barr Branch Manager of Stifel Nicolaus,\nbecause they were\n<a href=\"\/blog\/2012\/07\/budget-boards-and-abandonment-lcc-2012-06-26.html#Library\">\nreappointed by the Lowndes County Commission 26 June 2012<\/a> (reappointed\nin the case of Kay County Library Board.\nThe board members themselves had to discuss\n<a href=\"http:\/\/www.youtube.com\/watch?v=4gqGBO1Kqrs&amp;feature=autoplay&amp;list=PLshUv86fYkiFJJtG7lRPB5ZtprEJnBOTe&amp;playnext=36\">\nwhich board needed to decide the after-hours library use question.<\/a>\n<\/p>\n<p>\nCalling the main library number, 229-333-0086, the operator transferred me to\n&#8220;somebody who will know&#8221; who is on the library board, which got voicemail.\nCalling the County Commission, 229-671-2442, they had to check to see\nif they had the correct list.\nThen they sent me this message:\n<\/p>\n<blockquote>\nPlease contact the Library Director, Kelly Lenz, ph. #: 229-333-0086 to\nget the information you requested regarding the board members for the\nLibrary Board.\n<\/blockquote>\n<p>\n<a href=\"http:\/\/www.youtube.com\/watch?v=TMEqyMnCLrk&amp;list=PLshUv86fYkiFJJtG7lRPB5ZtprEJnBOTe&amp;index=19&amp;feature=plpp_video\">\n<img decoding=\"async\" style=\"float:right;border:none;\" class=\"at-xid-6a0120a58214e4970b017c324cb294970b\" src=\"\/blog\/images\/6a0120a58214e4970b017c324cb294970b-pi.jpg\"    \/><\/a>\nSo I called Kelly Lenz, who said the board members are:\nRay Devery, Stephani Carroll, Kay Harris, Helen Lester, Mr. Willis L. Miller,\nMr. Barry Barr, Mrs. Cheryl Copeland, and Dr. Wallace Koehler.\n<\/p>\n<p>\nI asked which board was that?\nShe said it was the South Georgia Regional Library Board.\nShe said the Valdosta-Lowndes County Library Board differs only in\nexcluding the Echols and Lanier County representatives,\nand &#8220;we don&#8217;t have representatives from those counties at the moment.&#8221;\nI asked if all the other members were appointed by the Lowndes County Commission.\nShe said that was correct.\nI noted that Commission didn&#8217;t seem to know who was on her board,\nand had referred me to her.\nShe said she didn&#8217;t know why they wouldn&#8217;t.\n<\/p>\n<p>\n<a name=\"staff\"><\/a>\nI asked who the other people at the table were.\nShe said they were Wynette Dobard (Business Manager),\nBernard Bulemu (Assistant Director),\nand Patrick Spurlock (Community Relations Coordinator),\nand\nLaura Atkinson (Assistant Business Manager).\n<\/p>\n<p>\n<a name=\"confirmation\"><\/a>\nShe also confirmed that the board had suspended the after-hours\nrules for southside library and appointed a committee to look into\nthe more general rules situation, and added that the committee has\nnot reported back yet.\nI thanked Kelly Lenz for supplying all this information.\nShe thanked LAKE for videoing the meeting, which is refreshing.\n<\/p>\n<p>\n-jsq\n<\/p>\n","protected":false},"excerpt":{"rendered":"The library board heard citizens at length about a problem that was apparently news to the board, later considered the problem at length, came up with an interim solution, and formed a committee to examine it longterm.
