Without the<br \/>\nsun, there is no us, no Earth. You can&#8217;t miss it. It&#8217;s the biggest<br \/>\nthing in the sky, the biggest thing for at least 24 trillion miles,<br \/>\nand at 4.5 billion years old it is middle-aged and remains the most<br \/>\nabundant source of power between here and Alpha Centauri, zapping<br \/>\nour planet every minute with more energy than humanity can consume<br \/>\nin a year.\n<\/p>\n<p>\nThe best thing is, the sun is free. Still, for most of those eons,<br \/>\ncapturing the sun&#8217;s energy for human consumption has been like<br \/>\npicking crops with a catcher&#8217;s mitt.\n<\/p>\n<p>\nBut over the past few years, photovoltaic technology<br \/>\n(&ldquo;photo&rdquo; for light, &ldquo;voltaic&rdquo; meaning<br \/>\nelectricity) has gotten way more efficient, and the previously<br \/>\nprohibitive price has fallen dramatically, setting the stage for<br \/>\nwhat&#8217;s happening now in Georgia: Solar deployment and interest are<br \/>\nincreasing dramatically.\n<\/p>\n<p>\n&ldquo;This is a very dynamic time for solar energy, and it<br \/>\ndemonstrates a pent-up demand and interest in solar energy for<br \/>\nGeorgia,&rdquo; says Mark Bell, chair of the Georgia Solar Energy<br \/>\nAssociation (GSEA) and president of Atlanta-based Empower Energy<br \/>\nTech-nology. &ldquo;There&#8217;s a great potential here for real,<br \/>\nsustainable economic development.&rdquo;\n<\/p>\n<\/blockquote>\n<p>\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/05\/sierra-club-goes-to-southern-company-stockholder-meeting.html\"><br \/>\n<img decoding=\"async\" style=\"float:right;border:none;\" src=\"http:\/\/farm8.staticflickr.com\/7459\/8789987417_dba0e091da_m.jpg\"><\/a><br \/>\nGrillo was pretty thorough in getting a range of points of view<br \/>\n(with the notable exception of<br \/>\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/05\/sierra-club-goes-to-southern-company-stockholder-meeting.html\"><br \/>\nGeorgia Sierra Club<\/a>),<br \/>\nand<br \/>\n<a href=\"http:\/\/www.georgiatrend.com\/July-2013\/Sun-Dancing\/\"><br \/>\nthe whole article<\/a><br \/>\nis well worth reading.\n<\/p>\n<p>\nAmong the things I told Grillo back at the beginning of May,<br \/>\nI&#8217;m especially glad he included this:\n<\/p>\n<p><!--more--><\/p>\n<blockquote>\n<p>The idea grew out of GaSU&#8217;s frustration with Georgia Power&#8217;s (and<br \/>\nother utility companies&#8217;, like the EMCs&#8217;) geographic monopoly,<br \/>\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2012\/05\/in-georgia-competitive-is-not-for-you.html\"><br \/>\n<img decoding=\"async\" style=\"float:right;border:none;width:250px;\" src=\"http:\/\/www.l-a-k-e.org\/blog\/images\/6a0120a58214e4970b016766d856cd970b-pi.jpg\"><\/a><br \/>\n as<br \/>\nprescribed under the 1973 Georgia Territorial Electric Service Act,<br \/>\nwhich protects utilities from competition within their defined<br \/>\nservice areas.\n<\/p>\n<p>\n&ldquo;That territorial act is the biggest hurdle we have for<br \/>\ndeploying a real solar industry in Georgia,&rdquo; says Quarter-man,<br \/>\nwho likes the fact that HB 657 focuses on rural solar development,<br \/>\nbut he doesn&#8217;t like the idea of another regulated utility monopoly,<br \/>\nwhich is what the bill suggests.\n<\/p>\n<p>\nIt&#8217;s hard to find anyone who does like the idea of a new monopoly.\n<\/p>\n<\/blockquote>\n<p>\nHere&#8217;s<br \/>\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/03\/hb-657-the-rural-georgia-economic-recovery-and-solar-resource-act-of-2014.html\">HB 657 annotated<\/a>.<br \/>\nAnd here&#8217;s<br \/>\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/03\/scorecard-on-internet-and-energy-at-the-bird-supper.html#SB51\">SB 51<\/a>, also flawed, much closer to what we actually need.<\/p>\n<p>\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2012\/10\/southern-companys-three-legged-nuclear-regulatory-capture-stool.html\"><br \/>\n<img decoding=\"async\" style=\"float:right;border:none;width:200px;\" src=\"http:\/\/www.l-a-k-e.org\/blog\/images\/6a0120a58214e4970b017c3246a2be970b-pi.jpg\"><\/a><br \/>\nThat plus<br \/>\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/03\/scorecard-on-internet-and-energy-at-the-bird-supper.html#HB267\">HB 267<\/a> would stop Georgia Power from<br \/>\ncharging its customers for cost overruns on Plant Vogtle,<br \/>\nwhich would<br \/>\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/06\/kemper-coal-cost-overruns-at-southern-company-stockholder-meeting-so-2013-05-22.html\"><br \/>\nlikely cause S&amp;P to downgrade Southern Company like it did for Kemper<br \/>\nCoal&#8217;s cost overruns<\/a> once SO couldn&#8217;t charge those to the customers<br \/>\nor the state or federal governments.<br \/>\nIf SO and Georgia Power couldn&#8217;t keep wasting our resources on<br \/>\nthat boondoggle at Plant Vogtle, they&#8217;d get on with solar faster.\n<\/p>\n<p>\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/06\/the-cloudy-day-doesnt-last-for-an-entire-month-john-s-quarterman.html\"><br \/>\n<img decoding=\"async\" style=\"float:right;border:none;width:252px;\" src=\"http:\/\/www.comrex.com\/support\/technotes\/images\/ip_bric_1.jpg\"><\/a><br \/>\nAs<br \/>\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/04\/solar-could-burn-utility-business-model.html\"><br \/>\nEdison Electric Institute recently spelled out<\/a>,<br \/>\ndistributed rooftop solar power<br \/>\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/06\/the-cloudy-day-doesnt-last-for-an-entire-month-john-s-quarterman.html\"><br \/>\nis the real disruptive challenge<\/a><br \/>\nto the century-old cozy baseload capacity business model<br \/>\nof the electric utilities,<br \/>\nand rooftop solar, unlike a centralized monopoly,<br \/>\ncould bring jobs and lower electric bills<br \/>\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/01\/rural-aids-poverty-the-cause-solar-power-part-of-the-solution.html\"><br \/>\nto rural Georgia<br \/>\nwhere they&#8217;re needed most<\/a>.\n<\/p>\n<p>Oh, and there&#8217;s no reason to wait for 2016 for explosive growth of<br \/>\nsolar power in Georgia.<br \/>\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/04\/electric-utiltiies-know-about-moores-law-for-solar-power.html\"><br \/>\n<img decoding=\"async\" style=\"float:right;border:none;\" src=\"http:\/\/farm9.staticflickr.com\/8226\/8421700685_a46c93cf27_m.jpg\"><\/a><\/p>\n<p>Ten times more solar by 2015 through Georgia Power&#8217;s efforts is nothing compared<br \/>\nto what will happen once that 1973 law is out of the way.<br \/>\nAnd GA PSC could do a lot more about that right now.<br \/>\nThe Georgia legislature could do even more in January.\n<\/p>\n<p>\n -jsq<\/p>\n","protected":false},"excerpt":{"rendered":"<p>GSEA, GaSU, Georgia Power, and even me are quoted in a Georgia Trend feature about solar power in Georgia.
