and,\n<br \/><br \/>\nWHEREAS, the Lowndes County and the Valdosta City Boards of Education\nhold that, without quality public education, there will exist a great divide\nbetween the educated and the uneducated, corresponding to a divide between\nthe rich and the poor, the strong and the weak; and,\n<br \/><br \/>\nWHEREAS, the economic condition of our state has resulted in a significant\ndecline in an already underfunded public education system, resulting in\novercrowded classrooms, shortened school calendars, insufficient textbooks\nand other curricular supplies and employee furloughs, with no end in sight; and,\n<br \/><br \/>\nWHEREAS, the lack of support for public education by those advocating for\nschool vouchers, state-approved charter schools, and other programs that allow\npublic school funds to be redirected to private schools and for-profit\ncharter schools serves to deepen inequalities and the promise of opportunity\nfor every student to become a part of an educated citizenry, achieve the\nAmerican dream and contribute to the greatness of this Nation; and,\n<br \/><br \/>\nWHEREAS, the Lowndes County and the Valdosta City Boards of Education\nbelieve that the Georgia Supreme Court ruled correctly in declaring it\nunconstitutional for an appointed state commission to approve charter\nschools over the objection of the duly elected local board of education,\nwhich is accountable to the taxpaying public; and,\n<br \/><br \/>\nWHEREAS, the Lowndes County and the Valdosta City Boards of Education\nbelieve that development of a separate and distinct funding system for\ncalculation of a local funding share to be unilaterally taken away by the\nState from the critically-needed funds provided for the education of\nstudents in local public school districts and provided instead to\nstate-authorized charter or private schools is unconstitutional,\ninequitable and threatens the integrity of the existing statewide\nsystem of providing for and propely funding quality public education; and,\n<br \/><br \/>\nNOW, THEREFORE, be it resolved that the Lowndes County and the Valdosta\nCity Boards of Education request that the Governor and State Legislators\ncommit their support to adequately fund a first-class K-12 public\neducation for students in Lowndes County and Valdosta City and across\nthe State of Georgia, believing and affirming that public education lifts\npeople from poverty, equalizes opportunities, reduces crime and violence,\nbuilds bright individual and collective futures, and makes democracy\nreal and sure;
