{"id":4276,"date":"2013-06-24T16:00:51","date_gmt":"2013-06-24T20:00:51","guid":{"rendered":"http:\/\/www.l-a-k-e.org\/blog\/?p=4276"},"modified":"2013-06-23T20:26:11","modified_gmt":"2013-06-24T00:26:11","slug":"twice-french-gdp-and-soil-contamination-as-big-as-france-plus-germany-the-real-cost-of-a-bad-french-nuclear-accident","status":"publish","type":"post","link":"http:\/\/www.l-a-k-e.org\/blog\/2013\/06\/twice-french-gdp-and-soil-contamination-as-big-as-france-plus-germany-the-real-cost-of-a-bad-french-nuclear-accident.html","title":{"rendered":"Twice French GDP and soil contamination as big as France plus Germany: the real cost of a bad French nuclear accident"},"content":{"rendered":"<p>\r\nSixty hurricane Katrinas or 112 Sandys is the cost\r\nEDF, the French company\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/06\/nrc-to-change-nuke-foreign-ownership-so-edf-can-fire-up-calvert-cliffs.html\">\r\nthat wants to build a new nuke at Calvert Cliffs in Maryland<\/a>,\r\navoided revealing through\r\n<a href=\"http:\/\/www.lejdd.fr\/Economie\/Actualite\/Exclusif-JDD-le-scenario-noir-du-nucleaire-595593\">\r\n<img decoding=\"async\" style=\"float:right;border:none;\" src=\"http:\/\/cdn-lejdd.ladmedia.fr\/var\/lejdd\/storage\/images\/media\/images\/nucleaire\/8830485-1-fre-FR\/nucleaire_pics_390.jpg\"><\/a>\r\n&#8220;fabricated&#8221; reports that &#8220;very seriously underestimated the costs of&#8221; a potential serious nuclear accident in France.\r\nThe real cost would range from 0.76 trillion to 5.8 trillion euros ($1 trillion to $7.62 trillion dollars).\r\nFor comparison,\r\nthe Gross Domestic Product (GDP) of France is about 2.11 trillion euros,\r\naccording to the World Bank.\r\nSo a Chernobyl- or Fukushima-style accident in France\r\nwould cost &#8531; to 2&frac34; times French GDP.\r\nNo country can afford that.\r\n<\/p>\r\n<p>\r\nNot even the U.S., whose GDP is $14.99 trillion or $11.41 euros,\r\nso such an accident, esp. if it happened in the densely populated eastern U.S.,\r\nas for example in Maryland, could cost half the GDP of the United States.\r\nThat&#8217;s way beyond the\r\n<a href=\"http:\/\/en.wikipedia.org\/wiki\/List_of_costliest_Atlantic_hurricanes\">\r\n$68 billion cost of Hurricane Sandy or $125 billion for Hurricane Katrina<\/a>.\r\nOne nuclear accident could cost more than twice the\r\n<a href=\"http:\/\/articles.washingtonpost.com\/2013-03-28\/world\/38097452_1_iraq-price-tag-first-gulf-war-veterans\">\r\n$4 to $6 trillion for the Iraq and Afghanistan wars combined<\/a>.\r\n<\/p>\r\n<p>\r\nWolf Richter wrote for Business Insider 14 March 2013,\r\n<a href=\"http:\/\/www.businessinsider.com\/potential-cost-of-a-nuclear-accident-so-high-its-a-secret-2013-3\">\r\nFrench Nuclear Disaster Scenario Was So Bad The Government Kept It Secret<\/a>,\r\n<\/p><!--more-->\r\n<blockquote>\r\n<p>\r\n&ldquo;There was no political smoothening, no pressure,&rdquo;\r\nclaimed IRSN [Institute for Radiological Protection and Nuclear Safety]\r\n(Director General Jacques Repussard, but he admitted,\r\n&ldquo;it&#8217;s difficult to publish these kinds of numbers.&rdquo; He\r\nsaid the original report with a price tag of \u20ac5.8 trillion was\r\ndesigned to counter the reports that EDF had fabricated, which\r\n&ldquo;very seriously underestimated the costs of the\r\nincidents.&rdquo;\r\n<\/p>\r\n<\/blockquote>\r\n<blockquote style=\"float:right;width:35%\">\r\n<strong>Quatre-vingt-dix millions de personnes touch\u00e9es<\/strong>\r\n<p>\r\nLa facture de 5.800 milliards illustre les cons\u00e9quences colossales\r\nd&#8217;un accident tr\u00e8s improbable mais pas impossible. &#8220;Il y a un co\u00fbt\r\nsocial astronomique d\u00fb au grand nombre de victimes&#8221;, explique le\r\nrapport. Dans ce cas extr\u00eame, 5 millions de personnes doivent \u00eatre\r\n\u00e9vacu\u00e9es sur une zone de 87.000 km\u00b2, \u00e9quivalant \u00e0 la superficie\r\ndes r\u00e9gions Aquitaine et Midi-Pyr\u00e9n\u00e9es r\u00e9unies. L&#8217;\u00e9vacuation,\r\nle relogement, la d\u00e9contamination des sols mais aussi le traitement\r\ndes d\u00e9chets co\u00fbteraient 475 milliards d&#8217;euros.\r\n<\/p>\r\n<p>\r\nLe plus lourd tribut d\u00e9coule de l&#8217;impact \u00e9conomique sur la zone\r\ncontamin\u00e9e au c\u00e9sium 137, o\u00f9 habitent 90 millions de personnes.\r\nUne r\u00e9gion de 850.000 km\u00b2, qui correspond \u00e0 la superficie de la\r\nFrance et de l&#8217;Allemagne. L&#8217;indemnisation des agriculteurs, des\r\nsalari\u00e9s, des entreprises, mais aussi les co\u00fbts environnementaux\r\net les d\u00e9penses de sant\u00e9 explosent \u00e0 4.400 milliards d&#8217;euros. Son\r\nauteur nuance : &#8220;C&#8217;est un co\u00fbt social, mais les victimes ne seront\r\npas n\u00e9cessairement indemnis\u00e9es.&#8221;\r\n<\/p>\r\n<\/blockquote>\r\n<p>\r\nA &#8220;not atypical&#8221; accident at\r\n<a href=\"http:\/\/nuclear-power-plants.findthedata.org\/l\/361\/Dampierre-Nuclear-Power-Plant-Unit-1\">\r\nDampierre near Orleans on the Loire River<\/a>\r\n(the 5.8 trillion euro case)\r\ncould contaminate soil with cesium-137\r\nin an area the size of France and Germany combined, on top of\r\nevacuating 5 million people and affecting 90 million people.\r\nThe evacuation zone alone would be the size of the French regions Aquitaine\r\nand Mid-Pyrenees combined.\r\nEvacuation, housing, and decontamination of soil and waste could cost\r\n475 billion euros.\r\nThe author of the report noted:\r\n<blockquote>\r\n&ldquo;It is a social cost, but the victims will not necessarily be compensated.&rdquo;\r\n<\/blockquote>\r\n<p>\r\nCheck your insurance. It probably doesn&#8217;t cover nuclear accidents.\r\n<p>\r\nThis is all according to the story that broke this news,\r\nleJDD (the Sunday Journal), 10 March 2013,\r\n<a href=\"http:\/\/www.lejdd.fr\/Economie\/Actualite\/Exclusif-JDD-le-scenario-noir-du-nucleaire-595593\">\r\nLe sc\u00e9nario noir du nucl\u00e9aire<\/a>.\r\n<p>\r\nOh, the contamination zone from Dampierre would probably include London\r\nand Munich, not to mention Paris.\r\nA contamination zone from Calvert Cliffs in Maryland would include what?\r\nDC, Richmond, New York City, and all of New Jersey and Connecticut?\r\nWhere&#8217;s the similar scenario?\r\n<\/p>\r\n<p>\r\nWhat if it was\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/06\/fire-at-nuclear-reactor-in-france.html\">\r\nrecently caught-fire Cattenom<\/a> in northeast France instead of Dampierre?\r\nThe contamination zone would have a good chance of reaching Berlin.\r\nWhat about Copenhagen, Stockholm, and Oslo?\r\nWhere&#8217;s the scenario for Cattenom?\r\n<\/p>\r\n<p>\r\nAnd why would we want EDF building nukes in the U.S.?\r\nUntil 2 August 2103, you can\r\n<a href=\"http:\/\/www.regulations.gov\/#!documentDetail;D=NRC-2013-0107-0001\">\r\ncomment directly on the NRC hearing on foreign ownership<\/a>.\r\n<\/p>\r\n<p>\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2012\/11\/nuclear-reactors-near-here.html\">\r\n<img decoding=\"async\" style=\"float:right;border:none;width:235px;\" src=\"http:\/\/www.l-a-k-e.org\/blog\/images\/6a0120a58214e4970b017d3d4f3189970c-pi.jpg\"><\/a>\r\nAnd where&#8217;s the similar scenario for\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2012\/11\/nuclear-reactors-near-here.html\">\r\nPlant Vogtle or Plant Hatch<\/a>?\r\nWhy do we want Southern Company building more reactors near us?\r\nThey&#8217;re only doing it because <a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/06\/southern-company-only-building-nukes-because-theyre-not-paying-we-are-robert-f-kennedy-jr.html\">\r\nwe&#8217;re paying for it and they&#8217;re not<\/a>.\r\nYou can\r\n<a href=\"http:\/\/crs.psc.state.ga.us\/Consumer\/Contact\/utilityCompany.aspx\">\r\nfile a complaint<\/a>\r\nwith the Georgia Public Service Commssion about Georgia Power&#8217;s involvement in that.\r\nYou could mention\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/06\/videos-of-ga-psc-on-georgia-power-coal-plant-closings-ga-psc-2013-06-18.html#IRP\">\r\n&#8220;Docket # 36498: Georgia Power Company 2013 IRP Filing&#8221;<\/a>\r\nand ask for distributed rooftop solar power and offshore wind instead.\r\n<\/p>\r\n<p>\r\n -jsq\r\n<\/p>","protected":false},"excerpt":{"rendered":"Sixty hurricane Katrinas or 112 Sandys is the cost EDF, the French company that wants to build a new nuke at Calvert Cliffs in Maryland, avoided revealing through &#8220;fabricated&#8221; reports that &#8220;very seriously underestimated the costs of&#8221; a potential serious nuclear accident in France.
