devotional in progress.\r\n<\/p>\r\n<p>\r\n<a name=\"Consent\"><\/a>\r\nChairman Eaton finally\r\nstarted the meeting with<!--more--> a\r\n<a href=\"https:\/\/www.youtube.com\/watch?v=hh0gWuc53wY&#038;list=PLshUv86fYkiFU0cmuLEetkftFsBG2DQkV&#038;t=2m30s\">\r\nConsent Agenda<\/a>.\r\nCommissioner McDonald\r\nimmediately interrupted by recognizing staff about\r\na visit the previous day by 14 people from around the country;\r\nhe thinks this PSC ranks in the top five in the country.\r\nThe consent agenda passed unanimously.\r\nI don&#8217;t know what was in it, since no agenda was available to attendees.\r\nThere&#8217;s something GA PSC could do to improve: supply an agenda.\r\nAnother would be to video their own meetings.\r\nThey do audio streaming on the web, but not video.\r\n<\/p>\r\n<p>\r\n<a name=\"Telecommunications\"><\/a>\r\n<a name=\"35537\"><\/a>\r\n<a name=\"Cable\"><\/a>\r\n<a name=\"35068\"><\/a>\r\nTwo telecommunications dockets were first on the Regular Agenda;\r\nsee\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/06\/telecommunications-rules-and-rates-ga-psc-2013-06-18.html\">\r\nseparate post<\/a>.\r\n<\/p>\r\n<p>\r\n<a name=\"Georgia Power\"><\/a>\r\n<a name=\"27488\"><\/a>\r\n<a href=\"https:\/\/www.youtube.com\/watch?v=nz7UIbo9Zd8\">\r\n<img decoding=\"async\" style=\"float:right;border:none;\" src=\"https:\/\/i3.ytimg.com\/vi\/nz7UIbo9Zd8\/default.jpg\"><\/a>\r\nThe first items related to Georgia Power were about\r\n<a href=\"http:\/\/www.psc.state.ga.us\/factsv2\/Docket.aspx?docketNumber=27488\">\r\nDocket: 27488 2013-2015 RFP<\/a>.\r\nFirst was a renewable proxy waiver request\r\nrecently received from Greenway Renewable Power,\r\n<a href=\"http:\/\/www.psc.state.ga.us\/factsv2\/Document.aspx?documentNumber=148229\">\r\nItem 148229<\/a>:\r\n<blockquote>\r\nFiled Date: \t6\/3\/2013\r\n<br>\r\nReceived Date: \t6\/3\/2013\r\n<br>\r\nCompany Name: \tGreenway Renewable Power, LLC\r\n<br>\r\nDescription: \tRequest for Waivers Concerning Renewable proxy contract with Georgia Power Company.\r\n<\/blockquote>\r\n<p>\r\n<a href=\"https:\/\/www.youtube.com\/watch?v=nz7UIbo9Zd8\">\r\nThe Commission unanimously approved<\/a> staff&#8217;s recommendation,\r\nalthough the chairman was unsure that staff even made a recommendation\r\n(the recommendation was to approve the waiver).\r\n<\/p>\r\n<p>\r\nAnother\r\n<a href=\"http:\/\/www.psc.state.ga.us\/factsv2\/Docket.aspx?docketNumber=27488\">\r\nDocket 27488<\/a> item,\r\n<blockquote>\r\n148422, Green Power Solutions LLC, Request for Waiver to Collateral Security and Amendment to Contract for the Purchase of Firm Capacity and Energy from a Renewable Qualifying Facility \t\r\n<\/blockquote>\r\n<p>\r\n<a href=\"https:\/\/www.youtube.com\/watch?v=nrA5kD9QVuY&#038;list=PLshUv86fYkiFU0cmuLEetkftFsBG2DQkV&#038;index=8\">\r\nwas also approved unanimously<\/a>.\r\n<\/p>\r\n<p>\r\nThe Commission fiddled with some dates on\r\n<a href=\"https:\/\/www.youtube.com\/watch?v=g0lwVhQWjvg&#038;list=PLshUv86fYkiFU0cmuLEetkftFsBG2DQkV\">\r\ntheir Administrative Affairs consent agenda<\/a>,\r\napproving the changes unanimously.\r\nThen they adjourned that part of the session.\r\n<\/p>\r\n<p>\r\n<a name=\"IRP\"><\/a>\r\n<a href=\"http:\/\/www.georgiapower.com\/about-energy\/generating-energy\/generating-plants.cshtml\">\r\n<img decoding=\"async\" style=\"float:right;border:none;width:255px;\" src=\"http:\/\/www.georgiapower.com\/images\/about-energy\/map-all-plants.jpg\"><\/a>\r\nThe main event:\r\n<a href=\"http:\/\/www.psc.state.ga.us\/factsv2\/Docket.aspx?docketNumber=36498\">\r\nDocket # 36498: Georgia Power Company 2013 IRP Filing<\/a>.\r\nChairman Eaton said it was an application for decertification of\r\nPlant Branch units 3 and 4, Plant McManus 1 and 2, Plant Kraft 1,2,3,4,\r\nPlant Yates 1,2,4,5, and Plant Boulevard 2 and 3.\r\nThat&#8217;s 14 coal plant units.\r\nBefore intervening parties, they started with public witnesses.\r\n<\/p>\r\n<p>\r\nFirst public witness about the GA Power 2013 IRP:\r\nGA Rep.
