\r\nVideos of the morning part of the 18 June 2013 Georgia Public Service Commission\r\n\r\n<\/a>\r\nAdministrative Session,\r\nwhich was mostly about two Georgia Power dockets\r\n\r\non closing coal plants<\/a>\r\nand future energy,\r\nplus a\r\n\r\ntelecommunications rules docket<\/a>.\r\n<\/p>\r\n

\r\n\r\n\"GA<\/a>\r\n<\/p>\r\n

\r\n\r\n<\/a>\r\n<\/a>\r\nFirst they had a lengthy\r\n\r\ndevotional<\/a> on Joseph sold into slavery to the Egyptians (Georgia Power\r\nprobably didn’t like being referred to in that manner).\r\nThere was a sign posted outside the door:\r\ndo not enter; devotional in progress.\r\n<\/p>\r\n

\r\n<\/a>\r\nChairman Eaton finally\r\nstarted the meeting with a\r\n\r\nConsent Agenda<\/a>.\r\nCommissioner McDonald\r\nimmediately interrupted by recognizing staff about\r\na visit the previous day by 14 people from around the country;\r\nhe thinks this PSC ranks in the top five in the country.\r\nThe consent agenda passed unanimously.\r\nI don’t know what was in it, since no agenda was available to attendees.\r\nThere’s something GA PSC could do to improve: supply an agenda.\r\nAnother would be to video their own meetings.\r\nThey do audio streaming on the web, but not video.\r\n<\/p>\r\n

\r\n<\/a>\r\n<\/a>\r\n<\/a>\r\n<\/a>\r\nTwo telecommunications dockets were first on the Regular Agenda;\r\nsee\r\n\r\nseparate post<\/a>.\r\n<\/p>\r\n

\r\n<\/a>\r\n<\/a>\r\n\r\n<\/a>\r\nThe first items related to Georgia Power were about\r\n\r\nDocket: 27488 2013-2015 RFP<\/a>.\r\nFirst was a renewable proxy waiver request\r\nrecently received from Greenway Renewable Power,\r\n\r\nItem 148229<\/a>:\r\n

\r\n\r\nThe Commission unanimously approved<\/a> staff’s recommendation,\r\nalthough the chairman was unsure that staff even made a recommendation\r\n(the recommendation was to approve the waiver).\r\n<\/p>\r\n

\r\nAnother\r\n\r\nDocket 27488<\/a> item,\r\n

\r\n148422, Green Power Solutions LLC, Request for Waiver to Collateral Security and Amendment to Contract for the Purchase of Firm Capacity and Energy from a Renewable Qualifying Facility \t\r\n<\/blockquote>\r\n

\r\n\r\nwas also approved unanimously<\/a>.\r\n<\/p>\r\n

\r\nThe Commission fiddled with some dates on\r\n\r\ntheir Administrative Affairs consent agenda<\/a>,\r\napproving the changes unanimously.\r\nThen they adjourned that part of the session.\r\n<\/p>\r\n

\r\n<\/a>\r\n\r\n<\/a>\r\nThe main event:\r\n\r\nDocket # 36498: Georgia Power Company 2013 IRP Filing<\/a>.\r\nChairman Eaton said it was an application for decertification of\r\nPlant Branch units 3 and 4, Plant McManus 1 and 2, Plant Kraft 1,2,3,4,\r\nPlant Yates 1,2,4,5, and Plant Boulevard 2 and 3.\r\nThat’s 14 coal plant units.\r\nBefore intervening parties, they started with public witnesses.\r\n<\/p>\r\n

\r\nFirst public witness about the GA Power 2013 IRP:\r\nGA Rep. Rusty Kidd district 145,\r\nwho argued for more solar power, noting Blant Branch closing\r\nwould have substantial economic effect on Putnam County.\r\nSee\r\n\r\nseparate post<\/a>.\r\n<\/p>\r\n

\r\n\r\n\"Job<\/a>\r\nUpdate 20 June 2013:<\/strong>\r\nNext up was the start of the Putnam County delegation;\r\nsee\r\n\r\nPutnam County Manager wants solar to replace coal<\/a>\r\nand\r\n\r\nGeorgia Power\u2019s Plant Arkwright site still unused 11 years later<\/a>.\r\n

\r\nUpdate 21 June 2013:<\/strong>\r\nBill W. Sharp, Vice Chair, Putnam Development Authority\r\n\r\nwants Georgia Power to make good economic use of its water permits for Lake Sinclair<\/a>.\r\nPutnam County Commissioner Billy Webster\r\n\r\nasked GA PSC to ask Georgia Power to help Putnam County make good economic use of the Plant Bowen site<\/a>.\r\nSomebody (maybe Putnam County Commissioner Alan Foster)\r\nasked for\r\n\r\ngeothermal and net zero<\/a> and also mentioned a golf course.\r\n

\r\n\r\n<\/a>\r\nUpdate 21 June 2013:<\/strong>\r\nNext the WWALS Watershed Coalition delegation from south central Georgia spoke up.\r\nGarry Gentry read the WWALS letter to the PSC<\/a>.\r\n

\r\nUpdate 28 June 2013:<\/strong>\r\nJohn S. Quarterman explained how baseload capacity power generation is like telephone company circuit switching twenty years ago, and just as the Internet’s packet switching won in the end, \r\nsolar power plus wind through a distributed grid would ensure\r\n\r\neven the night doesn’t last for an entire month<\/a>.\r\n

\r\nUpdate 29 June 2013:<\/strong>\r\nJill Stuckey said\r\n\r\nGeorgia Southern is ready, willing, and able to help with wind power<\/a>.\r\n

\r\nUpdate 7 July 2013:<\/strong>\r\nLots of emphasis on efficiency, conservation, and water, in addition\r\nto solar and wind.\r\nNobody asked for more nukes, coal, or natural gas.\r\n
