The Lincolnton City Council heard a proposal to\r\nprivatize the municipality&#8217;s trash collection service at its regular\r\nmeeting held Monday, December 3.\r\n<\/p>\r\n<p>\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/06\/solid-waste-corruption-in-gwinnett-county.html\">\r\n<img decoding=\"async\" style=\"float:right;border:none;\" src=\"https:\/\/i2.ytimg.com\/vi\/QCrO-AGCB90\/default.jpg\"><\/a>\r\nThe presentation was made by Kevin Rupinta, general manager, and\r\nSteve Edwards, area municipal marketing manager, of Advanced\r\nDisposal, the Columbia County company that also serves Lincoln\r\nCounty.\r\n<\/p>\r\n<p>\r\nThe written proposal stated: &ldquo;Since Advanced Disposal collects\r\ngarbage in Lincoln County and runs through and around the City of\r\nLincolnton, Advanced Disposal offers the following to reduce the\r\ncity&#8217;s expenses:\r\n<\/p>\r\n<p>\r\n(1) Purchase the city&#8217;s garbage trucks at an agreed upon fair market\r\nvalue.\r\n<\/p>\r\n<p>\r\n(2) Purchase the city&#8217;s carts at an agreed upon fair market value.\r\n<\/p>\r\n<p>\r\n(3) Provide garbage service for the city at rates that mirror those\r\ncharged to the county.&rdquo;\r\n<\/p>\r\n<p>\r\nThe rates quoted were:\r\n<\/p><!--more-->\r\n<p>\r\n2012 &mdash; $12.50 per month.\r\n<\/p>\r\n<p>\r\n2013 &mdash; $12.99 per month.\r\n<\/p>\r\n<p>\r\n2014 &mdash; $13.18 per month.\r\n<\/p>\r\n<p>\r\n2015 &mdash; $13.37 per month.\r\n<\/p>\r\n<p>\r\n2016 &mdash; $13.57 per month.\r\n<\/p>\r\n<p>\r\n2017 &mdash; $13.99 per month.\r\n<\/p>\r\n<\/blockquote>\r\n<p>\r\nSo that&#8217;s $12.99 from ADS to Lincolnton for 2013, and\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/06\/how-much-will-trash-collection-rates-go-up-in-lowndes-county-lcc-2012-10-09.html\">\r\n$13.05 from Veolia (now ADS) to Lowndes County for 2013<\/a>.\r\nFor Lincolnton, that&#8217;s 1.5% per year increase from 2013 on,\r\nexcept a jump of 3% from 2016 to 2017.\r\nAt 3% per year from then on, prices would be about $14.84 in 2019,\r\nwhich is more than\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/06\/how-much-will-trash-collection-rates-go-up-in-lowndes-county-lcc-2012-10-09.html\">\r\nthe $14.74 All-Green Services bid<\/a> to Lowndes County,\r\nand it would take until 2026 at 3% raise per year to get higher than\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/06\/how-much-will-trash-collection-rates-go-up-in-lowndes-county-lcc-2012-10-09.html\">\r\nADS&#8217;s bid of $18.39<\/a>.\r\n<\/p>\r\n<p>\r\nBut what&#8217;s this?\r\n<\/p>\r\n<blockquote>\r\n<p>\r\nIn the proposal, Advanced Disposal likewise indicated that the city [Lincolnton]\r\nshould continue to charge its current rates to cover administrative\r\ncharges.\r\n<\/p>\r\n<\/blockquote>\r\n<p>\r\nLowndes County discontinued charges for its former waste collection site cards.\r\nAnd now that ADS owns Veolia, and\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/05\/why-are-we-running-a-family-owned-business-out-of-business-steve-parker-lcc-2013-05-28.html\">\r\nLowndes County is suing Deep South Sanitation<\/a> to stop it collecting in the\r\nunincorporated parts of the county,\r\nADS would have more incentive here than in Lincolnton to raise rates,\r\nand not much competition to stop it.\r\n<\/p>\r\n<p>\r\nWe can guess how much rates will go up, but we&#8217;ve got some pretty good clues\r\nthat indicate ADS&#8217;s rates will go up.\r\n<\/p>\r\n<p>\r\n -jsq\r\n<\/p>","protected":false},"excerpt":{"rendered":"ADS proposed last December to Lincolnton, GA, to start trash collection with a rate very like what Veolia bid to Lowndes County, with increases every year after that.
