The Lincolnton City Council heard a proposal to<br \/>\nprivatize the municipality&#8217;s trash collection service at its regular<br \/>\nmeeting held Monday, December 3.\n<\/p>\n<p>\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/06\/solid-waste-corruption-in-gwinnett-county.html\"><br \/>\n<img decoding=\"async\" style=\"float:right;border:none;\" src=\"https:\/\/i2.ytimg.com\/vi\/QCrO-AGCB90\/default.jpg\"><\/a><br \/>\nThe presentation was made by Kevin Rupinta, general manager, and<br \/>\nSteve Edwards, area municipal marketing manager, of Advanced<br \/>\nDisposal, the Columbia County company that also serves Lincoln<br \/>\nCounty.\n<\/p>\n<p>\nThe written proposal stated: &ldquo;Since Advanced Disposal collects<br \/>\ngarbage in Lincoln County and runs through and around the City of<br \/>\nLincolnton, Advanced Disposal offers the following to reduce the<br \/>\ncity&#8217;s expenses:\n<\/p>\n<p>\n(1) Purchase the city&#8217;s garbage trucks at an agreed upon fair market<br \/>\nvalue.\n<\/p>\n<p>\n(2) Purchase the city&#8217;s carts at an agreed upon fair market value.\n<\/p>\n<p>\n(3) Provide garbage service for the city at rates that mirror those<br \/>\ncharged to the county.&rdquo;\n<\/p>\n<p>\nThe rates quoted were:\n<\/p>\n<p><!--more--><\/p>\n<p>\n2012 &mdash; $12.50 per month.\n<\/p>\n<p>\n2013 &mdash; $12.99 per month.\n<\/p>\n<p>\n2014 &mdash; $13.18 per month.\n<\/p>\n<p>\n2015 &mdash; $13.37 per month.\n<\/p>\n<p>\n2016 &mdash; $13.57 per month.\n<\/p>\n<p>\n2017 &mdash; $13.99 per month.\n<\/p>\n<\/blockquote>\n<p>\nSo that&#8217;s $12.99 from ADS to Lincolnton for 2013, and<br \/>\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/06\/how-much-will-trash-collection-rates-go-up-in-lowndes-county-lcc-2012-10-09.html\"><br \/>\n$13.05 from Veolia (now ADS) to Lowndes County for 2013<\/a>.<br \/>\nFor Lincolnton, that&#8217;s 1.5% per year increase from 2013 on,<br \/>\nexcept a jump of 3% from 2016 to 2017.<br \/>\nAt 3% per year from then on, prices would be about $14.84 in 2019,<br \/>\nwhich is more than<br \/>\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/06\/how-much-will-trash-collection-rates-go-up-in-lowndes-county-lcc-2012-10-09.html\"><br \/>\nthe $14.74 All-Green Services bid<\/a> to Lowndes County,<br \/>\nand it would take until 2026 at 3% raise per year to get higher than<br \/>\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/06\/how-much-will-trash-collection-rates-go-up-in-lowndes-county-lcc-2012-10-09.html\"><br \/>\nADS&#8217;s bid of $18.39<\/a>.\n<\/p>\n<p>\nBut what&#8217;s this?\n<\/p>\n<blockquote>\n<p>\nIn the proposal, Advanced Disposal likewise indicated that the city [Lincolnton]<br \/>\nshould continue to charge its current rates to cover administrative<br \/>\ncharges.\n<\/p>\n<\/blockquote>\n<p>\nLowndes County discontinued charges for its former waste collection site cards.<br \/>\nAnd now that ADS owns Veolia, and<br \/>\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/05\/why-are-we-running-a-family-owned-business-out-of-business-steve-parker-lcc-2013-05-28.html\"><br \/>\nLowndes County is suing Deep South Sanitation<\/a> to stop it collecting in the<br \/>\nunincorporated parts of the county,<br \/>\nADS would have more incentive here than in Lincolnton to raise rates,<br \/>\nand not much competition to stop it.\n<\/p>\n<p>\nWe can guess how much rates will go up, but we&#8217;ve got some pretty good clues<br \/>\nthat indicate ADS&#8217;s rates will go up.\n<\/p>\n<p>\n -jsq<\/p>\n","protected":false},"excerpt":{"rendered":"<p>ADS proposed last December to Lincolnton, GA, to start trash collection with a rate very like what Veolia bid to Lowndes County, with increases every year after that.
