There needs to be greater\ntransparency for those who do business with the state. Trust must be\nrestored. Good governance must be demonstrated.\n<\/p>\n<p>\nPaying slightly higher rates for a few more years is a small price\nto pay to avoid giving away 20 year favors to today&#39;s patronage\nclass. Vote no on this amendment.
