\r\nSomebody wants to build a solar farm in Effingham County, Georgia,\r\nhas found a location suitable for Georgia Power’s Advanced Solar Initiative\r\nprogram, and is asking the Effingham County Commission to agree.\r\n<\/p>\r\n

\r\nAnalysis:<\/strong> HMP Solar is interested in installing\r\na solar collection\r\nfarm at 5100 Blue Jay Rd. They will be working through the framework\r\nof the Georgia Power Advanced Solar Initiative (GPASI). The program\r\nrequires the applicants to begin generating power within six months\r\nof a signed agreement. The goals of the program are admirable and\r\nthe site selected by HMP Solar is not very suitable for other\r\ndevelopment or agricultural purposes so this would be an excellent\r\nlocation for this use. Staff does not see a legal way to shorten the\r\napproval for such a project. The land is zoned AR-1. Our zoning\r\nordinance does not discuss this specific use. I, as zoning\r\nadministrator, would interpret this use as a private utility and\r\nwould recommend an industrial zoning to be allowed by right. Since\r\nthe impact on the property is minimal I could also see this use as\r\nbeing allowed conditionally in the AR-1 district. Either way this\r\nwould take two and a half months to rezone or amend the AR-1\r\ndistrict.\r\n<\/blockquote>\r\n

\r\nWhoever HMP Solar is, they’ve found a property in Effingham County\r\nwith a Georgia Power easement suitable for building a solar farm.\r\n<\/p>\r\n
