(SO), noting<br \/>\nrisks associated with a problematic power plant construction<br \/>\nproject.\n<\/p>\n<p>\nS&amp;P affirmed its rating on the Atlanta-based electric-power company<br \/>\nat A, five notches into investment grade. The outlook was revised to<br \/>\nnegative, from stable.\n<\/p>\n<p>\nThe ratings firm said its outlook reflected a series of regulatory,<br \/>\noperational and risk-management issues that have affected the<br \/>\nMississippi Power business in the last 12 months, including problems<br \/>\nwith financial reporting and increased project costs in the<br \/>\nconstruction of a power plant.\n<\/p>\n<p>\nS&amp;P said the issues raised &#8220;broader concerns about effective project<br \/>\noversight, handling of regulatory risk, and overall risk management<br \/>\nwithin Southern Co.&#8221;\n<\/p>\n<p>\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/04\/bloomberg-links-ms-kemper-coal-cost-overruns-to-ga-plant-vogtle-nukes.html\"><br \/>\n<img decoding=\"async\" style=\"float:right;border:none;\" src=\"http:\/\/farm9.staticflickr.com\/8402\/8693270998_ac6ea3700b_n.jpg\"><\/a><br \/>\nIf the company isn&#8217;t able to resolve the challenges at Mississippi<br \/>\nPower or if similar issues arise at Georgia Power, the company&#8217;s<br \/>\nrating could be downgraded. If on the other hand, Southern can<br \/>\naddress the challenges in a timely manner, the outlook could return<br \/>\nto stable.\n<\/p>\n<\/blockquote>\n<p>\n&#8220;Or if similar issues arise at Georgia Power&#8221;: linking Kemper Coal<br \/>\nand Plant Vogtle isn&#8217;t just for<br \/>\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/04\/bloomberg-links-ms-kemper-coal-cost-overruns-to-ga-plant-vogtle-nukes.html\"><br \/>\nBloomberg&#8217;s Betty Liu<\/a> anymore.<br \/>\nNow Standard and Poor&#8217;s and the WSJ are piling on.<br \/>\nAnd look at<br \/>\n<a href=\"http:\/\/www.google.com\/finance?q=so&#038;ei=AQ-mUfCEDpmClwOHTg\"><br \/>\nSO&#8217;s stock price<\/a>:\n<\/p>\n<p style=\"text-align:center\">\n<a href=\"http:\/\/www.flickr.com\/photos\/98706376@N00\/8879313648\/sizes\/z\/\" title=\"Southern Company Stock May 2013\"><br \/>\n<img decoding=\"async\" style=\"float:right;border:none;\" src=\"http:\/\/farm9.staticflickr.com\/8277\/8879313648_1dfc456047_z.jpg\" alt=\"Southern Company Stock May 2013\"><\/a>\n<\/p>\n<p>\nThat&#8217;s an 8.5% drop in one month, with the biggest drop starting<br \/>\non 22 May 2013, the day of the<br \/>\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/05\/sierra-club-goes-to-southern-company-stockholder-meeting.html\"><br \/>\nSO stockholder meeting<\/a>.<br \/>\nMaybe<br \/>\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/05\/kemper-coal-sos-bitter-pill-so-2013-05-22.html\"><br \/>\nRay Henry&#8217;s AP coverage<\/a><br \/>\nof<br \/>\nLinda St. Martin&#8217;s criticism of Kemper Coal had some effect on this<br \/>\nSO stock drop and S&amp;P downgrade&#8230;.\n<\/p>\n<p>\nGeorgia Power can<br \/>\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2012\/10\/we-can-charge-you-even-if-its-cancelled-cwipped-georgia-power.html\"><br \/>\ncharge customers for Plant Vogtle cost overruns even if it&#8217;s cancelled<\/a>.<br \/>\nLast time SO built nukes there, the costs were<br \/>\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2012\/12\/original-nuclear-plant-vogtle-cost-overruns.html\">26 times the original per-unit projections<\/a>.<br \/>\nPublic opposition in Mississippi to<br \/>\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/03\/188-billion-on-kemper-coal.html\"><br \/>\nthat kind of overcharge to the public or Mississippi Power customers<\/a><br \/>\ngot SO to back off and <a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/05\/kemper-coal-sos-bitter-pill-so-2013-05-22.html\"><br \/>\neat some of the costs<\/a><br \/>\nwhich is what led to the S&amp;P downgrade.<br \/>\nWhat if the Georgia legislature passed<br \/>\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/03\/scorecard-on-internet-and-energy-at-the-bird-supper.html#HB267\">HB 267<\/a><br \/>\nto cap costs at Plant Vogtle?<br \/>\nWhat would S&amp;P and SO&#8217;s stock price do then?\n<\/p>\n<p>\nDear Tom Fanning: Time to get on with<br \/>\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/05\/your-jaw-will-drop-with-astonishment-at-how-fast-solar-power-will-beat-every-other-energy-source-a-stock-trader.html\"><br \/>\nswitching to distributed solar<\/a>.<br \/>\nIf SO gets out in front, it can lead the region, the country, and the world.<br \/>\nIf SO stays behind, pushing<br \/>\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2012\/10\/southern-companys-three-legged-nuclear-regulatory-capture-stool.html\"><br \/>\nbig baseload boondoggles like Kemper Coal and new nukes at Plant Vogtle<\/a>,<br \/>\nSO&#8217;s rating and stock will suffer.<br \/>\nHow long will SO&#8217;s stockholders tolerate that?<br \/>\nCobb EMC&#8217;s stakeholders <a href=\"http:\/\/www.l-a-k-e.org\/blog\/2012\/04\/insurgents-win-majority-on-cobb-emc-board.html\"><br \/>\nstaged a revolt and replaced a majority of the board<\/a>,<br \/>\nafter which Cobb&#8217;s new CEO said &#8220;we&#8217;re just ripe for solar power&#8221;<br \/>\nand<br \/>\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2012\/04\/were-just-ripe-for-solar-power-cobb-emc.html\"><br \/>\ncancelled all proposed coal plants and started building solar<\/a>.<br \/>\nTom Fanning, you can do that before your successor does.\n<\/p>\n<p>\n -jsq<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Standard &#038; Poor&#8217;s lowered Southern Company&#8217;s rating from stable to negative because of the risks of Kemper Coal in Mississippi, and SO&#8217;s stock price plummetted.
