{"id":3625,"date":"2013-05-28T15:18:31","date_gmt":"2013-05-28T19:18:31","guid":{"rendered":"http:\/\/www.l-a-k-e.org\/blog\/?p=3625"},"modified":"2013-05-29T11:09:10","modified_gmt":"2013-05-29T15:09:10","slug":"juvenile-justice-grant-would-reduce-costs-more-than-the-grant-judge-council-lcc-2013-05-28","status":"publish","type":"post","link":"http:\/\/www.l-a-k-e.org\/blog\/2013\/05\/juvenile-justice-grant-would-reduce-costs-more-than-the-grant-judge-council-lcc-2013-05-28.html","title":{"rendered":"Juvenile Justice grant would reduce costs more than the grant &#8211;Judge Council @ LCC 2013-05-28"},"content":{"rendered":"<p>\r\n<a href=\"https:\/\/www.youtube.com\/watch?v=KTDvpCzwvNs\">\r\n<img decoding=\"async\" style=\"float:right;border:none;\" src=\"https:\/\/i4.ytimg.com\/vi\/KTDvpCzwvNs\/default.jpg\"><\/a>\r\nWould you rather spend upwards of $91,000 a year to lock up\r\na juvenile offender or spend less money to prevent that?\r\nJuvenile Court Judge Council advocated the former at this morning&#8217;s\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/05\/judging-appointments-grants-and-bids-lcc-2013-05-28.html\">\r\nLowndes County Commission Work Session<\/a>.\r\n<\/p>\r\n<p>\r\n<em>\r\n<a href=\"https:\/\/www.youtube.com\/watch?v=NV42H69xk-Y&#038;t=2m50s\">\r\n6.a. 2013 Juvenile Justice Incentive Grant Program Application <\/a>\r\n<\/em>\r\n<p>\r\nThis is about a potential new grant Emergency Director Ashley Tye said\r\nhe had been working on with Judge Council, applying to the\r\n<a href=\"http:\/\/cjcc.georgia.gov\/juvenile-justice-incentive-grant-program\">\r\nJuvenile Justice Incentive Grant Program<\/a>\r\nwhich was approved by the legislator and governor this year.\r\n(Governor&#8217;s <a href=\"http:\/\/gov.georgia.gov\/sites\/gov.georgia.gov\/files\/related_files\/document\/04.16.13.02.pdf\">Executive Order of 16 April 2013\r\ndirecting the assembly of the Juvenile Justice Incentive Grant Funding\r\nCommittee to allocate to counties the\r\nfunding of $5 million approved by the legislature<\/a>.)\r\nLowndes County would act as the applicant agent or grant administrator\r\non behalf of the juvenile justice department,\r\nand Judge Council would serve as the implementing agency,\r\nworking with several groups such as LODAC\r\n(<a href=\"http:\/\/www.lodacvaldosta.org\/aboutus.html\">\r\nLowndes Drug Action Council, Inc.<\/a>).\r\nIf the grant is accepted, it will be awarded quickly, running\r\nfrom June to June.\r\nIt&#8217;s a reimbursement grant: make the expenses, submit a report, and \r\nget reimbursed from the grant.\r\n<\/p>\r\n<p style=\"text-align:center;\">\r\n<iframe loading=\"lazy\" width=\"560\" height=\"315\" src=\"http:\/\/www.youtube.com\/embed\/NV42H69xk-Y?list=PLshUv86fYkiGPof8Q-R4hDVr5dGQV6_U4\" frameborder=\"0\" allowfullscreen><\/iframe>\r\n<\/p>\r\n<p>\r\n<a href=\"https:\/\/www.youtube.com\/watch?v=KTDvpCzwvNs\">\r\nJudge James F. Council, Jr.<\/a>\r\n(who<!--more-->\r\n<a href=\"http:\/\/valdostadailytimes.com\/local\/x1402345049\/Council-named-juvenile-judge\">\r\nin October replaced retired 40-year Judge Wayne Ellerbee<\/a>)\r\ngave a description of the project, including that right now many\r\nyoung people were out of school and unable to find work,\r\nwhich is when &#8220;they get into all kinds of nefarious activities&#8221;.\r\nHe thanked the Commission for letting Ashley Tye work with him\r\nand offered to come back at the end of the grant to talk about results.\r\n<\/p>\r\n<p>\r\nCommissioner Joyce Evans wanted to know how approximately\r\nmany children passed through the juvenile system during a\r\nperiod of year.\r\nJudge Council said in a month about a hundred or so.\r\nWith a bit more thought he revised upwards to two hundred plus.\r\nHe said they were trying to get together numbers on recidivism,\r\nspecifically for four felonies which currently gets five years.\r\nEach year costs $91,000 or $98,000 per year.\r\n<\/p>\r\n<p>\r\nCommissioner Richard Raines wanted to know what the benchmark was.\r\nJudge Council said it was 20% reduction of &#8220;your numbers&#8221;.\r\nHe went to a meeting in Forsyth and the numbers for Lowndes County\r\nhe saw there he said were skewed, so he&#8217;s working up better numbers.\r\nFor example they said there were only six burglaries in Lowndes County\r\nin 2012, while he sometimes has that many on his calendar in a single day.\r\n<\/p>\r\n<p>\r\nJudge Council clarified it was supposed to be 20% reduction in all\r\nthe numbers, or the general crime rate.\r\nHe said the main thing was to show we were working towards change.\r\nEstimated savings would be $550,000, and the state was essentially\r\noffering $500,000 to work with.\r\n<\/p>\r\n<p>\r\nCommissioner Demarcus Marshall commended Judge Council on his\r\nefforts to reduce problems with local youth by improving the\r\njuvenile justice system.
