{"id":3587,"date":"2013-05-27T21:37:35","date_gmt":"2013-05-28T01:37:35","guid":{"rendered":"http:\/\/www.l-a-k-e.org\/blog\/?p=3587"},"modified":"2013-05-27T22:17:48","modified_gmt":"2013-05-28T02:17:48","slug":"who-is-the-construction-board-of-adjustment-and-appeals-lcc-2013-05-28","status":"publish","type":"post","link":"http:\/\/www.l-a-k-e.org\/blog\/2013\/05\/who-is-the-construction-board-of-adjustment-and-appeals-lcc-2013-05-28.html","title":{"rendered":"Who is the Construction Board of Adjustment and Appeals? @ LCC 2013-05-28"},"content":{"rendered":"<p>\r\nWho will be\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/05\/construction-board-of-adjustments-and-appeals-appointment-lcc-2013-05-28.html\">\r\nappointed tomorrow<\/a>\r\nto the\r\nValdosta-Lowndes County Construction Board of Adjustments and Appeals (VLCCBAA),\r\nwho&#8217;s on it, and what do they do?<a title=\"Randall Crews, Crews Engineering\" href=\"http:\/\/www.crewsengineering.com\/\">\r\n<img decoding=\"async\" width=\"200\" alt=\"Randall Crews, Crews Engineering\" style=\"float:right;border:none;\" src=\"http:\/\/www.crewsengineering.com\/images\/composite_new4.JPG\"><\/a>\r\nLet&#8217;s look back a few years.<!--more-->\r\n<ul>\r\n<li>\r\n26 June 2012:\r\nAccording to\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2012\/07\/budget-boards-and-abandonment-lcc-2012-06-26.html\">\r\nLAKE writeup<\/a> and\r\n<a href=\"http:\/\/www.youtube.com\/watch?v=0WmSMbFl5Oo\">\r\nvideo<\/a>\r\nthey appointed Jim Scruggs to that board,\r\nand the other applicants were Rich Rowe and Tim Coons.\r\nScruggs replaced Bill Slaughter on that board;\r\nhis term had expired, and he had &#8220;indicated&#8221;\r\nhe did not want to be reappointed.\r\n<li>\r\n<a title=\"Tommy Radney, Radney Plumbing\" href=\"http:\/\/www.radney.com\/\">\r\n<img decoding=\"async\" width=\"200\" alt=\"Tommy Radney, Radney Plumbing\" style=\"float:right;border:none;\" src=\"http:\/\/www.radney.com\/images\/Sign.JPG\"><\/a>\r\n24 May 2011:<\/a>\r\nAccording to\r\n<a href=\"http:\/\/www.youtube.com\/watch?v=ppMK1n-I48I\">\r\nLAKE video<\/a>\r\nthey re-appointed Tommy Radney.\r\nAt the previous morning&#8217;s Work Session\r\n<a href=\"http:\/\/www.youtube.com\/watch?v=ng1lMOW_YXw\">\r\nCommissioners discussed having potential appointees\r\ncome before the Commission before appointment<\/a>.\r\n<li>\r\n25 May 2010:\r\nAccording to the county&#8217;s <a href=\"http:\/\/www.lowndescounty.com\/files\/minutes\/regular%20session%2005-25-10%20final%20_3_.pdf\">\r\nthe minutes<\/a>,\r\n<blockquote>\r\n&#8230;and Randall Crews to the Valdosta\/Lowndes County Construction Board\r\nof Adjustments and Appeals. Commissioner Evans also agreed to accept the\r\n<a title=\"John Sineath, Devcon Holdings\" href=\"http:\/\/www.devconholdings.com\/\">\r\n<img decoding=\"async\" alt=\"John Sineath, Devcon Holdings\" style=\"float:right;border:none;\" src=\"http:\/\/www.devconholdings.com\/images\/prop_pics.jpg\"><\/a>\r\nCommission\u2019s vacant position on the Valdosta\/Lowndes County Construction\r\nBoard of Adjustments and Appeals.  Vice Chairman Lee spoke as second to\r\nCommissioner Evan\u2019s motion.  Motion carried.\r\n<\/blockquote>\r\nThe minutes say Commissioner Evans was appointed to\r\n&#8220;the Commission&#8217;s vacant position&#8221; which might indicate\r\nsomebody resigned or died, but the minutes don&#8217;t say.\r\n<li>\r\n26 May 2009:\r\nAccording to\r\n<a href=\"http:\/\/www.lowndescounty.com\/files\/minutes\/regular%20meeting%20052609%20final%20_2_.pdf\">\r\nthe minutes<\/a>\r\nthey re-appointed Bill Slaughter.\r\n<\/ul>\r\n<p>\r\nWhat does that board do, and who&#8217;s on it?\r\nThe county doesn&#8217;t say, but on <a href=\"http:\/\/www.valdostacity.com\/Index.aspx?page=110\">\r\nthe City of Valdosta website<\/a> we learn:\r\n<blockquote><H4>Purpose:<\/H4>\r\nThe Valdosta-Lowndes County Construction Board of Adjustment and Appeals\r\nis responsible for reviewing and deciding specific appeals made by\r\nindividuals concerning the interpretation or administration of the\r\nConstruction Codes.<H4>Members:<\/H4>\r\n<a title=\"Steve Quinn, Quinn Construction\" \r\nhref=\"http:\/\/www.yelp.com\/biz\/quinn-construction-valdosta\">\r\n<img decoding=\"async\" alt=\"Steve Quinn, Quinn Construction\" style=\"float:right;border:none;\" src=\"http:\/\/s3-media3.ak.yelpcdn.com\/assets\/2\/www\/img\/305e17fe6ed8\/gfx\/blank_biz_medium_sq.png\"><\/a>\r\nThe board consists of seven members.  Three members are appointed by the\r\nCity of Valdosta and three by the Lowndes County Board of Commissioners.\r\nMembers are appointed based on their experience in the construction\r\nindustry. Vice Chairman\r\nLee nominated Bill Slaughter, term to begin January 2008,\r\nCommissioner Carter second.  Appointed by acclamation.\r\n<\/blockquote>\r\n<p>\r\nAnd later under Reports:\r\n<blockquote>\r\nChairman Casey wanted to make a point of clarification stating that\r\nthe request from the Greater Lowndes Planning Comm\r\nission Appointment is to appoint Bill Slaughter for the\r\nCommission taking Tim Carroll\u2019s position. All appointments will begin January 1, 2008. \r\n<\/blockquote>\r\n<p><a title=\"Ronald Cowart, Cowart Electric\" href=\"http:\/\/www.cowart-inc.com\/\">\r\n<img decoding=\"async\" alt=\"Ronald Cowart, Cowart Electric\" width=\"200\" style=\"float:right\" src=\"http:\/\/www.cowart-inc.com\/images\/cowbldg_small.jpg\"><\/a>\r\nSo whose slot on the Construction Board that Joyce Evans was filling?\r\nMaybe it was the seat that rotates between the city and the county?\r\nOr maybe\r\n<a href=\"http:\/\/www.lowndescounty.com\/files\/minutes\/regular%20session%2005-25-10%20final%20_3_.pdf\">\r\nthe 25 May 2010 minutes<\/a>\r\nare confused in some way.\r\n<\/p>\r\n<p><a title=\"Jim Scruggs, Valdosta Mechanical\"  href=\"http:\/\/www.valdostamechanical.net\/\">\r\n<img decoding=\"async\" alt=\"Jim Scruggs, Valdosta Mechanical\" style=\"float:right;border:none;\" width=\"200\" src=\"http:\/\/www.valdostamechanical.net\/images\/Office%20Facade2.JPG\"><\/a>\r\nThe Chamber of Commerce has\r\n<a href=\"http:\/\/valdostachamber.com\/sort.htm\">\r\na link<\/a>\r\nto\r\n<a href=\"http:\/\/cloud.snappages.com\/b96f399ad03d57c93a039c8b8e5354f38059bb01\/2012Appeal%20Form.pdf\">\r\nThe Construction Board&#8217;s appeals form<\/a>,\r\nwhich indicates they meet quarterly at a regular (unspecified) time,\r\nand apparently $50 can cause them to call a special meeting.\r\n(The city&#8217;s website says &#8220;The time, date and place of the meetings of the board are determined on an as needed basis.&#8221;)\r\nAppeals can involve an allegedly misinterpreted or misconstrued\r\ncode or ordinance section, or a hardship on the appellant.\r\nI wonder how many construction adjustments or appeals a board \r\ncomposed of construction people turns down?\r\n<\/p>\r\n<p>\r\nAnyway, once someone gets on the Construction Board, the county\r\ntends to reappoint them for a second term, so I&#8217;d guess Randall Crews\r\nis going to get reappointed.\r\n<\/p>\r\n<p>\r\nWhere are the agendas and minutes for the Construction Board?\r\nWho keeps them?\r\n<\/p>\r\n<p>\r\n -jsq\r\n<\/p>","protected":false},"excerpt":{"rendered":"Who will be appointed tomorrow to the Valdosta-Lowndes County Construction Board of Adjustments and Appeals (VLCCBAA), who&#8217;s on it, and what do they do?
