\n\n<\/a>\nHere is the Request for Proposals and the\n\n“Bible” of related documents<\/a>\nthat served as background for the architect selection process\nfor the new library at Five Points.\nThese were received on a CD as part of\nthe library architect selection documents in\n\nthe very organized open records response from the South Georgia Regional Library<\/a>;\nsee\n\nthe previous post<\/a>\nfor related agendas and minutes.\n<\/p>\n

\nIncluded in\n\nthe RFP<\/a>\n\n<\/a>\n(which was issued by the County, not by the Library Board),\nis a list of fourteen numbered submittal instructions\nthat looks like it might have been the basis for the list of\n90 items on the\n\nLibrary Scoring Worksheet<\/a>.\n<\/p>\n

\nThe RFP also includes this interesting section:\n<\/p>\n

\nRESERVATIONS\n<\/h3>\nLowndes County Board of Commissioners reserves the following rights:\n
\n
\nRejection of any and all submittals\n
\nNegotiate changes in the Scope of Work\n
\nNegotiate services to be provided\n
\nNegotiate fee proposal\n
\nWaive any and all technicalities\n<\/blockquote>\n

\nThat last line basically seems like it could be interpreted to mean\nthey could select whatever appealed to them no matter what the fit\n(or not) with what was asked for in the RFP.\n<\/p>\n
