\r\nCommissioners asked a few questions about the half a million\r\nfor paving with no apparent competition at yesterday morning’s\r\n\r\nLowndes County Commission Work Session<\/a>.\r\n\r\n\"Mike<\/a>\r\nMaybe you have more questions; you could ask them tonight at the Regular Session.\r\nYou’ll have to catch them before the session starts, because you don’t get to speak\r\nin the session until after they vote.\r\n<\/p>\r\n

\r\n8. Bid – Soil cement, bituminous prime (with sand), and paving for Bayhill Drive, Pinewood Drive, Grand Pine Drive, Glenn Hill Drive, Bay Wood Drive, Bemiss Knights Academy Road North, a portion of Old Bemiss Road, Payton Place, and Dodd Road<\/em>\r\n<\/p>\r\n

\r\n\r\n\"Kari<\/a>\r\nPurchasing Director Kari L. Sands said staff recommendation is to award\r\nthe bid to Scruggs Company for $495,845.\r\nNo other bids were mentioned.\r\nCounty Engineer Mike Fletcher said the money was already received from the\r\nLMIG program.\r\n<\/p>\r\n

\r\nLMIG is the\r\n\r\nGeorgia Department of Transportation Local Maintenance\r\nand Improvement Grant Program (LMIG)<\/a>,\r\nwhich,\r\nbecause\r\n\r\nLowndes County rejected T-SPLOST<\/a>,\r\nrequires\r\n\r\n30% match from the county<\/a>.\r\n\"Crawford<\/a>\r\nThere was some contradictory discussion about that at the\r\n\r\n10 December 2012 Commission meeting<\/a>.\r\n<\/p>\r\n

\r\n\r\nCrawford Powell asked if the county’s contribution was in kind.\r\nEngineer said yes, and specifically the county’s contribution is labor.\r\n<\/p>\r\n

\r\n\r\nCommissioner John Page wanted to know:\r\n<\/p>\r\n

\r\n\"John<\/a>\r\nOn Dodd Road, what was the determination of paving that road?\r\nNot but a couple of houses there and it’s a dead end.\r\n<\/blockquote>\r\n

\r\n\r\nThe County Engineer answered:\r\n<\/p>\r\n

\r\nWe have the right of way already on that road.\r\n\"Mike<\/a>\r\nAnd a portion of Dodd Road is already paved up to the bridge.\r\nThat will finish that road out to where we don’t have to send\r\na motor grader that way.\r\n<\/blockquote>\r\n

\r\nNobody thought to ask the next question, which would be to\r\nPublic Works Director Robin Cumbus:\r\nwhich costs less, sending a motor grader, or paving?\r\nOr perhaps the Finance Director or the County Manager\r\ncould answer that question.\r\nIf any Commissioner asked it.\r\nWhich they didn’t.\r\nInstead they entertained awarding half a million dollars\r\nwith no known competition to pave roads that may or may not\r\nneed paving.\r\n<\/p>\r\n\r\n
