Basically Valdosta is accelerating its\r\nplans to do something about wastewater, including adding pumpstations\r\nand force mains, as well as\r\nrelocating the Withlacoochee Wastewater Treatment Plant uphill.\r\nHere are the summary pages; there&#8217;s much more detail in\r\n<a href=\"http:\/\/www.l-a-k-e.org\/govt\/valdosta\/wastewater\/2013plan\/\">\r\nthe plan<\/a>.  -jsq\r\n<\/p>\r\n<p>\r\n<a href=\"http:\/\/www.l-a-k-e.org\/govt\/valdosta\/wastewater\/2013plan\/\">\r\n<img decoding=\"async\" style=\"float:right;border:none;\" src=\"http:\/\/www.l-a-k-e.org\/govt\/valdosta\/wastewater\/2013plan\/thumb0.png\"><\/a>\r\n<a href=\"http:\/\/www.l-a-k-e.org\/govt\/valdosta\/wastewater\/2013plan\/\">\r\nUtilities Department 5-Year Action Plan<\/a>:\r\n<\/p>\r\n<blockquote>\r\n<p>\r\nSince 1992, the City has received $179 million in SPLOST funding and\r\nover the same time period has invested nearly $168 million in\r\ncapital projects for the Water and Wastewater system. This includes\r\nSPLOST funding, system revenues, bonds, and GEFA loans.\r\n<\/p>\r\n<p>\r\nSince 2009, the Utilities Department has expended over $49 million\r\non sewer system improvement with approximately $5.6 million spent on\r\nthe Withlacoochee Treatment Plant. When the projects listed below\r\nare completed by December 2018, the City will have invested\r\napproximately $230 million in capital projects for its Utilities\r\nsystem from 1992 to 2018, a 26-year period.\r\n<\/p>\r\n<H3>\r\nPUMP STATION, FORCE MAIN, HEADWORKS AND EQUALIZATION BASIN PROJECT\r\n<\/H3>\r\n<\/blockquote><!--more-->\r\n<blockquote>\r\n<ul>\r\n<li>\r\nDesign and construct two new master pump stations and two\r\nsmaller pump stations along with a new force main to a new headworks\r\nstructure with grit removal and bar screens at the same location for\r\nthe new Withlacoochee WPCP. In addition a 6.0 MG equalization basin\r\nwill be included at this site for initial wet weather flows and\r\nfuture flow equalization through the new Treatment Plant. The flow\r\nfrom this project will be gravity fed to the existing WPCP for final\r\ntreatment and discharge utilizing the existing plant outfall. This\r\nproject will replace an existing 54-inch gravity sewer main to the\r\ncurrent plant as well as the existing influent pump station, both of\r\nwhich are highly prone to severe inflow and flooding from the\r\nWithlacoochee River.\r\n<li>\r\nDesign of Three Construction Packages to be\r\nbid simultaneously:\r\n<ul>\r\n<li>\r\nPump Stations &mdash; Major Stations at Gornto Road and Remer Lane\r\nwith Two Minor Pump Stations at Valdosta State Prison and Trailer\r\nPark on 133\r\n<li>\r\nForcemains &mdash; 6 miles of 30&rdquo; and 42&rdquo;\r\n<li>\r\nHeadworks and Equalization Tank\r\n<\/p>\r\n<\/ul>\r\n<li>\r\nProject removes over 50% of sewer flow from Meadowbrook Sewer\r\nTrunk Line.\r\n<\/ul>\r\n<ul>\r\n<li>\r\nRELOCATION OF WITHLACOOCHEE WPCP TO NEW LOCATION 60 FEET ABOVE THE\r\nCURRENT FLOOD LEVEL\r\n<li>This project is planned for use of design build approach to\r\nexpedite design and construction in the shortest possible time\r\nframe. An RFP for design build is expected to be advertised in the\r\nsummer of 2013 following approval of the RFP by both Georgia EPD and\r\nGEFA. Upon completion, the discharge will continue to use the\r\nexisting WPCP Outfall on the Withlacoochee River.\r\n<li>Design to Meet Current Permit Limits \r\n<ul>\r\n<li> 12 Million Gallons per Day Average Day Flow \r\n<li> 22 Million Gallons per Day Peak Hydraulic Capacity \r\n<li> Designed to Allow Future Expansion\r\n<li> Maintains Current Discharge Point\r\n<\/ul>\r\n<li>Dual Power Feeds\r\n<li>Sited Above Flood Plain on City Property\r\n<li>Estimated Cost&mdash;$20 Million\r\n<li>Design\/Build to Accelerate Project Completion\r\n<\/ul>\r\n<H3>\r\nCOLLECTION SYSTEM EVALUATION PROGRAM\r\n<\/H3>\r\n<ul>\r\n<li>Continue implementation of\r\nand complete a 5-year system wide plan to evaluate the entire\r\nsanitary sewer collection system (300 miles of lines with 75 miles\r\ncompleted) and develop schedule for repairs.\r\n<li>The evaluation will\r\ninclude the inspection of all manholes and collection system lines\r\nusing smoke testing first to be followed by Closed Circuit\r\nTelevision (CCTV) Inspections of high priority areas.\r\n<li>The\r\nevaluation will be utilized to prioritize and schedule major point\r\nrepairs and also to plan and prioritize major rehabilitation\r\nprojects for the future.\r\n<li>A schedule to complete major\r\nrehabilitation projects identified during the evaluation will be\r\nsubmitted for EPD approval by December, 2018.\r\n<\/ul>\r\n<H4> MANHOLE REPLACEMENT\/REHABILITATION PROGRAM <\/H4>\r\n<ul>\r\n<li>Continue existing program completing inspection of approximately\r\n3,390 remaining manholes (2,610 inspected to date) and prioritizing\r\nreplacement or rehabilitation of the most deteriorated manholes.\r\nComplete the replacement or rehabilitation of a minimum of 60\r\nmanholes each year until all priority 1 manholes are completed. A\r\nschedule will be submitted to EPD for ongoing rehabilitation to\r\naddress priority 2 and all remaining manholes on an annual basis.\r\n<\/ul>\r\n<H4> LIFT STATION REHABILITATION\/REPLACEMENT PROGRAM <\/H4>\r\n<ul>\r\n<li>Continue with existing rehabilitation\/replacement program until\r\nall existing older lift stations are completed. This will include\r\nconnection to SCADA and\/or auto-dialer systems along with emergency\r\npower capabilities for connection to portable generators should\r\npower to station be lost.\r\n<\/ul>\r\n<H3>\r\nPURCHASE PORTABLE GENERATORS FOR LIFT STATIONS\r\n<\/H3>\r\n<ul>\r\n<li>The purchase of three portable generators will be completed\r\n(1per year) so that any existing lift station, not wired with two\r\nindependent electric feeds, can be quickly connected to a portable\r\ngenerator for emergency power needs. In addition to the generators,\r\nthe city has worked with Godwin Pumps to meet emergency bypass\r\npumping needs at each of our lift stations whenever needed.\r\n<\/ul>\r\n<H3>\r\nPARSON&#8217;S RECOMMENDATION FOR REPAIRS TO THE EXISTING WITHLACOOCHEE\r\nWPCP\r\n<\/H3>\r\n<ul>\r\n<li>Following a thorough review of Plant operations with Staff and\r\ncompletion of Plant processes modeling, Parsons has submitted a list\r\nof immediate work to ensure the Withlacoochee Plant meets permit\r\nrequirements until such time as a new Treatment Plant can be\r\ncompleted.\r\n<li>Parson listed 6 specific projects to be undertaken at a total\r\ncost of $2.5 million including contingencies. To expedite this work\r\nin the shortest possible time frame, the Utilities Department will\r\nbring before City Council at the next scheduled meeting a contract\r\namendment to Parsons existing contract to perform engineering,\r\nconstruction and oversight of those 6 projects using the\r\nDesign\/Build concept.\r\n<li>EPD has reviewed the proposed plan and approved it. This work\r\nshould significantly improve treatment capabilities and help to\r\nreduce the frequency and amounts of sewer overflows in the\r\nMeadowbrook area until the new treatment plant is online.\r\n<\/ul>\r\n<\/blockquote>","protected":false},"excerpt":{"rendered":"Received 26 April 2013.
