{"id":3254,"date":"2013-05-03T09:58:52","date_gmt":"2013-05-03T13:58:52","guid":{"rendered":"http:\/\/www.l-a-k-e.org\/blog\/?p=3254"},"modified":"2013-05-03T11:42:42","modified_gmt":"2013-05-03T15:42:42","slug":"sinkhole-costs-and-prevention-vs-reaction","status":"publish","type":"post","link":"http:\/\/www.l-a-k-e.org\/blog\/2013\/05\/sinkhole-costs-and-prevention-vs-reaction.html","title":{"rendered":"Sinkhole costs, and prevention vs. reaction"},"content":{"rendered":"<p>\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2010\/09\/sprawl-to-ruin-or-dense-with-green-space-for-quality-of-life.html\"><br \/>\n<img decoding=\"async\" style=\"float:right;border:none;\" src=\"http:\/\/farm5.static.flickr.com\/4125\/4947645343_285da08e1e_m.jpg\"><\/a><br \/>\nThe day after the VDT ran<br \/>\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/04\/lowndes-county-sort-of-takes-responsibility-for-sewer-spill.html\"><br \/>\nLowndes County&#8217;s admission that the sewer line break was theirs, not Valdosta&#8217;s<\/a>,<br \/>\ndid the VDT start a series of financial investigation<br \/>\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/04\/whos-inaccurate-vdt-valdosta-gefa-chamber-county.html\"><br \/>\nlike they did about Valdosta&#8217;s water issues<\/a>?<br \/>\nNope, they ran a piece about how much weather costs the county,<br \/>\nwith no recognition of watershed-wide issues,<br \/>\nnor of any need for the county to participate in proactively<br \/>\ndealing with them, to reduce costs, for better quality of life,<br \/>\nto attract the kinds of businesses we claim we want.<br \/>\nNope, none of that.\n<\/p>\n<p>\nJason Schaefer wrote for the VDT 27 April 2013,<br \/>\n<a href=\"http:\/\/valdostadailytimes.com\/local\/x730862204\/What-natural-events-cost-Lowndes-taxpayers\"><br \/>\nWhat natural events cost Lowndes taxpayers<\/a>,\n<\/p>\n<blockquote>\n<p>\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2012\/06\/better-cities-and-counties-make-better-watersheds.html\"><br \/>\n<img decoding=\"async\" style=\"float:right;border:none;\" src=\"http:\/\/www.l-a-k-e.org\/blog\/images\/6a0120a58214e4970b01761551e155970c-pi.jpg\"><\/a><br \/>\nIn the Deep South, near a river plain where floodwaters rise and ebb<br \/>\nfrom season to season and wetlands that distinguish the region from<br \/>\nanywhere else in the nation, flooding makes a significant portion of<br \/>\nthe concern for Lowndes County emergency management.\n<\/p>\n<\/blockquote>\n<p>\nOK, that&#8217;s close to getting at some of the basic issues.<br \/>\nWe&#8217;re all in the same watershed, and we need to act like it<br \/>\ninstead of every developer and every local government<br \/>\nclearcutting and paving as if water didn&#8217;t run downhill.<br \/>\nDoes the story talk about that?<br \/>\nAfter all, the county chairman attended the<br \/>\n<a href=\"http:\/\/www.wwals.net\/2013\/04\/13\/watershed-meeting-organized-by-army-corps-of-engineers\/\"><br \/>\n11 April 2013 watershed-wide flooding meeting<\/a><br \/>\nthat led to the<br \/>\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/05\/valdosta-plans-flooding-discussions.html\"><br \/>\ncity of Valdosta&#8217;s likely participation in flodoplain planning<\/a>.<br \/>\nNope; according to the VDT,<br \/>\neverybody around here seems to be hapless victims of weather:\n<\/p>\n<p><!--more--><\/p>\n<blockquote>\n<p>\nAccording to disaster history, the county is plagued by severe<br \/>\nstorms, heavy rainfall, tornadoes and hurricanes, but lesser-known<br \/>\nevents like sinkholes and, yes, even severe snowstorms during late<br \/>\nwinter remain costly, though uncommon.\n<\/p>\n<\/blockquote>\n<p>\nThe story goes on with costs to the county of various weather events.<br \/>\nNow I admire the good works of Ashley Tye and Emergency Management<br \/>\nand all the other county employees who get out there and get the<br \/>\njob done when they have to.<br \/>\nBut remember when the County Commission refused to <em>accept<\/em><br \/>\na grant for NOAA Weather Radios because they were<br \/>\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2011\/03\/noaa-weather-radios-wasteful-spending-richard-raines.html\">&#8220;wasteful spending&#8221;<\/a> as Richard Raines put it<br \/>\nwhen he made the motion to reject and he and Crawford Powell voted for it?<br \/>\nCitizen J.L. Clark tried to explain next Comission session that<br \/>\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2011\/03\/noaa-weather-radios-think-before-you-act-jl-clark-lcc-22-feb-2011.html\"><br \/>\nthose radios would be quite useful in a natural disaster<\/a>.<br \/>\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2011\/03\/is-dixie-alley-spreading.html\"><br \/>\n<img decoding=\"async\" width=\"250\" style=\"float:right;border:none;\" src=\"http:\/\/farm6.static.flickr.com\/5297\/5513268675_79b3d6a2da.jpg\"><\/a><br \/>\nI tried<br \/>\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2011\/03\/noaa-weather-radios-needed-on-the-edge-of-the-county-john-s-quarterman.html\"><br \/>\nto explain to Raines and the Commission<\/a><br \/>\nthat we did get tornadoes around here,<br \/>\nand that<br \/>\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2011\/03\/is-dixie-alley-spreading.html\"><br \/>\nLowndes County is in the edge of Tornado Alley<\/a>,<br \/>\naka Dixie Alley.<br \/>\nOthers<br \/>\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2011\/03\/what-are-our-priorities-dr-noll-lcc-22-march-2011.html\"><br \/>\nquestioned the county&#8217;s priorities<\/a>.<br \/>\nOne year later Raines went up in a Moody AFB helicopter to survey<br \/>\nthe damage from <a href=\"http:\/\/www.l-a-k-e.org\/blog\/2012\/03\/the-lowndes-lanier-county-ef3-tornado-noaa.html\">an F2 tornado (F3 in Lanier County)<\/a>.<br \/>\nFortunately, Ashley Tye could report that<br \/>\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2012\/03\/tornado-report-ashley-tye-lcc-2012-03-12.html\"><br \/>\nthere was no loss of life<\/a> but he also had to report that<br \/>\nthere was massive property damage and no financial assistance available.<br \/>\nThose NOAA weather radios could have helped reach the 14% of people who<br \/>\nwere not reached by the county&#8217;s Code Red weather alert system.<br \/>\nAnd what about next time?\n<\/p>\n<p>\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/02\/what-does-lowndes-comprehensive-plan-say-about-river-corridor-protection.html\"><br \/>\n<img decoding=\"async\" style=\"float:right;border:none;\" src=\"http:\/\/farm9.staticflickr.com\/8392\/8464159160_ffda82ff85_n.jpg\"><\/a><br \/>\nSlightly later, Raines was<br \/>\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2012\/06\/ts-debbie-and-south-georgia-extreme-drought-ashley-tye-lcc-2012-06-25.html\"><br \/>\nsurprised to hear Tye say the county was in extreme drought<\/a>.<br \/>\nWill the County Commission start paying attention to what&#8217;s going on<br \/>\naround here, for example by being wary of approving businesses<br \/>\nthat use a lot of water, and by enforcing the parts of the county zoning<br \/>\ncode that have to do with <a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/02\/what-does-lowndes-comprehensive-plan-say-about-river-corridor-protection.html\"><br \/>\nriver corridor protection<\/a> and wetlands?<br \/>\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2012\/06\/better-cities-and-counties-make-better-watersheds.html\"><br \/>\n<img decoding=\"async\" style=\"float:right;border:none;\" src=\"http:\/\/farm8.staticflickr.com\/7209\/7046552773_dba240a04c_q.jpg\"><\/a><br \/>\nMaybe even stop developers from<br \/>\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2012\/06\/better-cities-and-counties-make-better-watersheds.html\"><br \/>\nbulldozing swamps to make subdivisions<\/a>,<br \/>\ninstead of asking for<br \/>\n<a href=\"\/blog\/2011\/06\/3-million-t-splost-to-widen-val-del-road.html\"><br \/>\n$3 million to widen Val Del Road<\/a>.<br \/>\nOr will the county continue to just react, instead of act to prevent?\n<\/p>\n<p>\nWhat was that about sinkholes?\n<\/p>\n<blockquote>\n<p>\n<a href=\"http:\/\/valdostadailytimes.com\/local\/x603542040\/Sinkhole-discovered-on-Snake-Nation-Road\"><br \/>\n<img decoding=\"async\" style=\"float:right;border:none;\" src=\"http:\/\/d6673sr63mbv7.cloudfront.net\/archive\/x104123734\/g0a0000000000000000969af247916400968457dde7d4f29661c8414ddd.jpg\"><\/a><br \/>\nOther disastrous risks for Lowndes County include sinkholes and<br \/>\nfires. In 2011, the county had to repair a sink hole that opened in<br \/>\nthe middle of Snake Nation Road. Repairs cost $430,000 for the<br \/>\nrerouting of the road around the affected area, said Finance<br \/>\nDirector Stephanie Black.\n<\/p>\n<\/blockquote>\n<p>\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2012\/08\/sinkhole-in-garage.html\"><br \/>\n<img decoding=\"async\" style=\"float:right;border:none;\" src=\"http:\/\/www.l-a-k-e.org\/blog\/images\/6a0120a58214e4970b01761781b513970c-pi.jpg\"><\/a><br \/>\nNothing about<br \/>\nhow the county first tried to fill in the sinkhole and later<br \/>\nhad to move the road, thus paying twice to deal with it, probably paying even more because<br \/>\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2011\/08\/snake-nation-road-at-.html\">moving the road<br \/>\nwas done as a change order, with no competitive bids<\/a>.<br \/>\nNothing about<br \/>\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/05\/what-causes-sinkholes.html\"><br \/>\nwhy the sinkhole happened<\/a>.<br \/>\nNothing about<br \/>\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2012\/08\/sinkhole-in-garage.html\"><br \/>\nthe sinkhole in Michael McCormick&#8217;s garage<\/a>.\n<\/p>\n<p>\nMore reaction, no reflection, and no prevention: is that what<br \/>\nLowndes County needs?<br \/>\nThat way lie more disasters and higher disaster costs.\n<\/p>\n<p>\n -jsq<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The day after the VDT ran Lowndes County&#8217;s admission that the sewer line break was theirs, not Valdosta&#8217;s, did the VDT start a series of financial investigation like they did about Valdosta&#8217;s water issues?
