\nSolid waste is a health and safety issue,\naccording to Georgia law.\n<\/p>\n

\nAccording to the\nGeorgia Department of Natural Resources\ncopy of the\n\nGEORGIA COMPREHENSIVE SOLID WASTE MANAGEMENT ACT OF 1990\nAS AMENDED THROUGH 2004<\/a>,\n<\/p>\n

\nO.C.G.A. \u00a7 12-8-21. Declaration of policy; legislative intent\n

\n\n<\/a>\na) It is declared to be the policy of the State of Georgia, in\nfurtherance of\n\nits responsibility to protect the\n\npublic health, safety, and well-being\n<\/span>\nof its citizens and to protect and enhance\nthe\n\nquality of its environment,<\/span><\/span> to institute and maintain a\ncomprehensive state-wide program for solid waste management and\n\nto prevent and abate litter,\nso as to assure that solid waste does not\nadversely affect the\n\nhealth, safety, and well-being<\/span> of the public\nand that solid waste facilities, whether publicly or privately\nowned, do not degrade the quality of the environment<\/span>\n<\/span>\nby reason of\ntheir location, design, method of operation, or other means and\nwhich, to the extent feasible and practical, makes maximum utilization\nof the resources contained in solid waste.\n<\/p>\n<\/blockquote>\n

\n\n<\/a>\nEmphasis added on the parts about\nhealth, safety, well-being, and the environment.\nThose are the goals of this legislation, stated twice in the first paragraph.\nGeorgia being a home rule state, the implementation of these goals\nis now left to the local governing bodies.\nMore on that next.\n<\/p>\n
