In two key decisions last\r\nweek Jaczko said the agency &#8220;damaged significantly&#8221; its\r\ninternational reputation for upholding safety and he accused the\r\nfive commissioners of &#8220;just rolling the dice&#8221; in dealing with severe\r\naccidents.\r\n<\/p>\r\n<\/blockquote>\r\n<p>\r\n\r\nDianuke.org today,\r\n<a href=\"http:\/\/www.dianuke.org\/koodankulam-must-be-stopped-dr-a-gopalakrishnan\/\">\r\nKoodankulam Must Be Stopped: Dr. A Gopalakrishnan<\/a>,\r\nabout the two 1000 MWe VVER nuclear reactors at Koodankulam Project\r\n(KKNP-1), under commissioning and testing,\r\n<blockquote>\r\n<p>\r\nIf news trickling out of KKNP-1 site is to be trusted, the Russian\r\nspecial check valves in the passive long-term core flooding system\r\n(hydroaccumulator system- stage 2) are defective as received and, at\r\nthis late hour an order to manufacture one or more such valves has\r\nbeen placed on a reputed Hyderabad company. One or more of the new\r\nRussian valves show cracks even at the finish of initial\r\ncommissioning tests. Similarly, the passive heat removal system\r\n(PHRS) is not functioning as per specifications, because the damper\r\n&mdash; air heat exchanger &mdash; vane system has not been\r\nintegrally tested at the Russian manufaturer&#8217;s works as required and\r\nproblems were not sorted out there itself . There are other problems\r\nto list, but the above are typical of the flaws holding up the\r\nreactor commissioning. Almost all these malfunctioning components\r\nand sub-systems have been produced by ZiO-Podolsk, and all of them\r\nare crucial to the safety of the plant, under beyond-design-basis\r\naccidents.\r\n<\/p>\r\n<p>\r\nThe Bellona Foundation, an international environmental NGO based in\r\nNorway (), stated (<a href=\"http:\/\/www.anti-atom.ru\/en\/node\/3468\">\r\nhttp:\/\/www.anti-atom.ru\/en\/node\/3468<\/a>) in\r\nFebruary 2012 that the Russian Federal Security Service (FSB) had\r\narrested Sergei Shutov, the procurement director of ZiO-Podolsk, on\r\ncharges of corruption and fraud. The FSB has charged Shutov with\r\nbuying low-quality raw materials on the cheap over the years,\r\npassing them off as high-quality materials, and pocketing the\r\ndifference.\r\n<\/p>\r\n<p>\r\nIt is not clear how many reactors have been impacted by this alleged\r\ncrime, but reactors built by Russia in India, Bulgaria, Iran and\r\nChina are among those suspected to have received sub-standard\r\nequipment and components, given the timeframe of work completed&#8230;.\r\n<\/p>\r\n<p>\r\nUnder the circumstances, KKNP Unit-1 commissioning and KKNP-2\r\nconstruction work must be stopped forthwith, and there can be no\r\nquestion of resuming these works towards start-up of both these\r\nreactors until a thorough and impartial investigation is carried out\r\ninto the impact of this corruption scandal and sub-standard supplies\r\non the safety of these reactors.\r\n<\/p>\r\n<\/blockquote>\r\n<p>\r\n -jsq\r\n<\/p>\r\n<p>\r\nPS: Owed to Kumar Sundaram.\r\n<\/p>","protected":false},"excerpt":{"rendered":"Last month former U.S. Nuclear Regulatory Commission Chair Jaczko said all 104 operating U.S. nuclear power reactors are unsafe.
