{"id":293,"date":"2012-12-05T12:00:17","date_gmt":"2012-12-05T17:00:17","guid":{"rendered":"http:\/\/www.l-a-k-e.org\/blog\/2012\/12\/chamber-opposes-zoning-code-change-for-developer-near-moody.html"},"modified":"2012-12-05T12:00:17","modified_gmt":"2012-12-05T17:00:17","slug":"chamber-opposes-zoning-code-change-for-developer-near-moody","status":"publish","type":"post","link":"http:\/\/www.l-a-k-e.org\/blog\/2012\/12\/chamber-opposes-zoning-code-change-for-developer-near-moody.html","title":{"rendered":"Chamber opposes zoning code change for developer near Moody"},"content":{"rendered":"<p>\nApparently it&#8217;s the Chamber and Moody and the Planning Commission\n<a href=\"http:\/\/www.flickr.com\/photos\/98706376@N00\/8247713160\/\" title=\"Red arrows on MAZ\">\n<img decoding=\"async\" style=\"float:right;border:none;\"   src=\"http:\/\/farm9.staticflickr.com\/8209\/8247713160_2234d9e869_m.jpg\" alt=\"Red arrows on MAZ\"><\/a>\nand the TRC all against Ashley Paulk\non the Moody rezoning-and-zoning-code case, with the VDT sidling towards Paulk.\nThe VDT claimed Lowndes County Chairman stated something that&#8217;s\nnot true according to the agenda and LAKE&#8217;s videos of the\nrecent Planning Commission meeting.\nAnd the VDT buried opposition by the Chamber of Commerce&#8217;s relevant committee\nat the end of its article.\n<\/p>\n<p>\nJason Schaefer wrote for the VDT today,\n<a href=\"http:\/\/valdostadailytimes.com\/local\/x1752044172\/County-disagrees-with-proposed-zoning-amendment\">\nCounty disagrees with proposed zoning amendment,\nPaulk: Military intervention could prevent development near base<\/a>,\nand the caption of the picture on the right says:\n<\/p>\n<blockquote>\n<p>\nThe Greater Lowndes Planning Commission proposed a text amendment to\nthe Unified Land Development Code in November that would reduce lot\ndensity restrictions from 2.5 acres to one acre, allowing landowners\nwithin the Moody Activity Zoning (MAZ) district \u201cmore\nflexibility\u201d to parcel off their land holdings, Paulk said.\n<\/p>\n<\/blockquote>\n<p>\nThe Planning Commission&#8217;s own agenda says TEX-2012-02 was proposed by\n&#8220;Lowndes County Board of Commissioners&#8221;.\nAnd the Planning Commission\n<a href=\"\/blog\/2012\/12\/developer-didnt-get-his-way-change-the-zoning-code-glpc-2012-11-26.html\">\nvoted to recommend against approving that\ntext amendment to the ULDC.<\/a>\nAccording to Planning Commissioner John Page,\nthat vote was following the recommendation of the Technical Review Committee (TRC),\nwhich consists of staff of Lowndes County and the City of Valdosta.\nPage is also an incoming Lowndes County Commissioner, to take office\nnext month.\nSo either Paulk said something he as the Chairman of the Lowndes\nCounty Commission should know not to be true, or the VDT wrote erroneously.\n<\/p>\n<p>\nThe VDT also seemed to indicate that Paulk was speaking for\n\n<!--more-->\nlocal landowners\nwhom he said had been there longer than Moody&#8217;s 1940s,\nand for the citizens of Lowndes County, and their headline indicates\nhe was speaking for the County.\nWell, I&#8217;m a local landowner on land that&#8217;s been in my family\nlong before Moody, and much longer before Paulk moved into the neighborhood,\nand I oppose this amendment and rezoning,\nas do a number of other citizens of Lowndes County.\nIf Paulk is speaking for the Lowndes County Commission, let&#8217;s see the minutes\nof the open meeting at which they took a vote on that!\n<\/p>\n<p><a href=\"http:\/\/www.chamberorganizer.com\/valdostachamber\/mem_ronborders\">\n<img decoding=\"async\" style=\"float:right;border:none;\" class=\"at-xid-6a0120a58214e4970b017c344df982970b\" src=\"\/blog\/images\/6a0120a58214e4970b017c344df982970b-pi.jpg\"    \/><\/a>\nHere&#8217;s the end of the VDT&#8217;s article:\n<\/p>\n<blockquote>\n<p>\nPaulk argued with members of the Chamber on the issue for about 10\nminutes before Ron Borders, who chaired the meeting, interrupted\nwith a call for a motion. When no one made a motion, he motioned\nhimself to recommend no support of the text amendment to the GAC\nExecutive Committee, which was seconded and approved.\n<\/p>\n<\/blockquote>\n<p>\nGood for Ron Borders!\nMaybe he knows about that\n<a href=\"\/blog\/2012\/07\/historical-population-lowndes-county-georgia.html\">\nbump in Lowndes County population growth in the 1950s<\/a>\ndue to the expansion of Moody Air Force Base.\n<a href=\"\/blog\/2012\/07\/historical-population-lowndes-county-georgia.html\">\n<img decoding=\"async\" style=\"float:right;border:none;\" class=\"at-xid-6a0120a58214e4970b0167684b8b4f970b\" src=\"\/blog\/images\/6a0120a58214e4970b0167684b8b4f970b-pi.jpg\"    \/><\/a>\nMaybe he knows Moody Air Force Base is the biggest employer around here.\nMaybe he knows this precedent would draw development up Bemiss Road around\nMoody Air Force Base into forest and farmland\nand away from Valdosta.\nIt&#8217;s odd for any part of the Chamber to be opposing sprawl,\nbut I agree with them on this one.\n<\/p>\n<p>\nIt was Lowndes County that Moody Activity Zoning (MAZ) around\nMoody Air Force Base, and the county used to brag about MAZ\nand how forward-thinking Lowndes County was to establish it.\nOnly six years ago, County Planner Jason Davenport was praising MAZ in the VDT.\nKenna Walsh write for the VDT 8 May 2006,\n<a href=\"http:\/\/valdostadailytimes.com\/local\/x1155861233\/County-commission-set-to-vote-on-development-code-new-zoning-map\/print\">\nCounty commission set to vote on development code, new zoning map<\/a>,\n<\/p>\n<blockquote>\n<p>\n<a href=\"http:\/\/valdostadailytimes.com\/local\/x1155861233\/County-commission-set-to-vote-on-development-code-new-zoning-map\">\n<img decoding=\"async\" style=\"float:right;border:none;\" class=\"at-xid-6a0120a58214e4970b017c344df98d970b\" src=\"\/blog\/images\/6a0120a58214e4970b017c344df98d970b-pi.jpg\"    \/><\/a>\nOther changes put a protected zoning classification around Moody Air\nForce Base \u2014 called the Moody Activity Zoning (MAZ) \u2014\nand an overlay district around Valdosta Regional Airport.\n<\/p>\n<p>\nMoody&#8217;s protection has been an overlay district in the Comprehensive\nPlan for close to 15 years, said Jason Davenport, county planner.\nThe new designation strengthens the overlay by making it a separate\nzoning classification. There are three levels based on the location\nto Moody. The first, MAZ I, is base property and its residential and\nconservation support facilities. Land uses within this are limited\nto agricultural and non-residential uses. The second level, MAZ II,\nallows a mixture of residential, agricultural, commercial,\nprofessional, and industrial uses at densities suitable for property\nsurrounding Moody. The outermost boundary, MAZ III, permits normal\ndensities of residential, agricultural, commercial, professional and\nindustrial uses.\n<\/p>\n<p>\nThe first two levels and most of the third level is under a noise\nprotection overlay, which ensures structures are built to reduce the\nnoise of Moody&#8217;s aircraft. There is also a height restriction in\nplace to make sure Moody&#8217;s operations run unobstructed.\n<\/p>\n<\/blockquote>\n<p>\nWhat&#8217;s changed?\nAt least one thing: the current chairman, Ashley Paulk.\nHis last Commission meeting is this coming Tuesday, 11 December 2012,\nat which\nTEX-2012-02 is scheduled to be decided by the Lowndes County Commission at its Regular Session, with a Work Session on Monday 10 December 2012.\nWill you be there?\n<\/p>\n<p>\n-jsq\n<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"Apparently it&#8217;s the Chamber and Moody and the Planning Commission and the TRC all against Ashley Paulk on the Moody rezoning-and-zoning-code case, with the VDT sidling towards Paulk.
