Boxer Blasts Report on San Onofre Nuclear Generating Station<\/a>,\r\n<\/p>\r\n<blockquote>\r\n<p>\r\nOn Monday, Southern California Edison announced it had formalized a\r\nrequest to amend its operating license to allow it to operate its\r\nUnit 2 reactor at 70 percent beginning June 1.\r\n<\/p>\r\n<p>\r\nThe reactor was undergoing scheduled maintenance in January 2012\r\nwhen a small, non-injury leak was discovered in plant&#8217;s other\r\nreactor. The plant has been shut down since.\r\n<\/p>\r\n<p>\r\nAccording to Edison, vibrations that led to premature wearing of\r\nsteam pressure tubes in the reactors don&#8217;t occur at 70 percent\r\npower. The utility wants to operate on limited power for the five\r\nwarm weather months and then shut down for an inspection of the\r\ntubes.\r\n<\/p>\r\n<p>\r\nAfter the inspection, the reactor would resume operating at 70\r\npercent power. The company said it would use the collected tube data\r\nto determine an appropriate power setting for the long term.\r\n<\/p>\r\n<\/blockquote>\r\n<p>\r\nThere&#8217;s the catch:\r\n<\/p><!--more-->\r\n<blockquote>\r\nAccording to Edison\r\n<\/blockquote>\r\n<p>\r\nSCE&#8217;s &#8220;experiments&#8221; that supposedly show that 70% power is safe\r\nare what NRC won&#8217;t release to the public.\r\nThe same NRC that,\r\n<a href=\"http:\/\/atomicpowerreview.blogspot.com\/2013\/02\/sce-responses-to-boxer-markey-letter.html\">\r\naccording to SCE<\/a>,\r\n<\/p>\r\n<blockquote>\r\n<p>\r\nSCE&#8217;s design specifications followed industry standards for\r\ncompliance with NRC processes. In fact, SCE submitted two license\r\namendments during the replacement steam generator review process,\r\nwhich the NRC approved.\r\n<\/p>\r\n<\/blockquote>\r\n<p>\r\nSeems like there&#8217;s something wrong with industry standards and NRC approval.\r\n<\/p>\r\n<p>\r\nI agree with\r\n<a href=\"http:\/\/markey.house.gov\/press-release\/senator-boxer-and-rep-markey-call-nrc-complete-investigation-restart-decisions-are\">\r\nSen. Barbara Boxer and Rep. Ed Markey&#8217;s request to the NRC chairman\r\nof 9 April 2013<\/a>:\r\n<\/p>\r\n<blockquote>\r\n<p>\r\nWe are writing to request that you immediately confirm that the Nuclear Regulatory Commission (NRC) will take no action that could lead to any restart of the San Onofre nuclear power plant\r\n<u>before the Commission completes its comprehensive investigation and provides a full opportunity for public participation.<\/u>\r\n<\/P>\r\n<\/blockquote>\r\n<p>\r\nAlthough even that doesn&#8217;t go far enough.\r\nAn NRC that by its own admission doesn&#8217;t release supposed safety evidence\r\nto the same public that would be affected by a damaged nuclear plant\r\nis a broken NRC that cannot be trusted to evaluate that information.\r\n<\/p>\r\n<p>\r\n -jsq\r\n<\/p>","protected":false},"excerpt":{"rendered":"Should we believe the operator of the broken San Onofre 2 nuclear plant that it&#8217;s safe to restart at 70% power?
