{"id":2741,"date":"2010-02-08T08:31:20","date_gmt":"2010-02-08T13:31:20","guid":{"rendered":"http:\/\/www.l-a-k-e.org\/blog\/2010\/02\/encouraging-new-energy-production-via-solar.html"},"modified":"2010-02-08T08:31:20","modified_gmt":"2010-02-08T13:31:20","slug":"encouraging-new-energy-production-via-solar","status":"publish","type":"post","link":"http:\/\/www.l-a-k-e.org\/blog\/2010\/02\/encouraging-new-energy-production-via-solar.html","title":{"rendered":"Encouraging New Energy Production Via Solar"},"content":{"rendered":"While Georgia did little to deploy renewable energy, Texas\nhas almost doubled its renewable energy source from 2004 to 2006:\n<p>\n<a href=\"http:\/\/apps1.eere.energy.gov\/states\/electricity.cfm\/state=GA\">\n<img decoding=\"async\" src=\"http:\/\/farm5.static.flickr.com\/4059\/4340010279_a3a330bf90.jpg\"><\/a>\n<p>\nHow did Texas do that, and how can Valdosta and Lowndes County help Georgia catch up?\n<p>\nSome years back, Austin, Texas, which has been growing rapidly for decades,\nneeded to find a way to produce more energy.\nBuilding a coal plant was not really an option for a city that had long\nsold itself as a home of green industry.\nNuclear had a bad taste because in the 1980s Austin had been an investor\nin the South Texas Nuclear project, which had been late, over budget,\nnever produced what it was supposed to, and had many political problems.\nSo Austin settled on a new plan: instead of spending big bucks to build\na dirty coal plant, use the same money to give rebates to homeowners\nand businesses for installing solar power.\nBig rebates: 75%, the largest, and among the first in the country.\nThis made perfect economic sense, producing as much new energy as needed,\nwithout coal or nuclear, and distributed where it was needed.\n<p>\nNow Austin is\n<a href=\"http:\/\/www.solarindustrymag.com\/e107_plugins\/content\/content_lt.php?content.4775\">\ntrying a new wrinkle:<\/a>\n<blockquote>\nThe Austin, Texas, city council has approved Austin Energy&#8217;s solar incentive program, which includes a new approach for commercial, multifamily and nonprofit customers. The new approach saves $2.4 million over the life of the program, according to the utility.\n<\/blockquote>\n\n<!--more-->\n<blockquote>\nRather than provide an up-front rebate on the installation of solar systems, Austin Energy will pay for each kilowatt-hour of electricity produced over a 10-year period. This fixed, performance-based incentive (PBI) achieves two goals: First, it provides a fixed payment flow to a system owner by which payback can be calculated, the utility explains. Second, it encourages proper design and maintenance of systems to maximize their production.\n<p>\nOver the next five years, the PBI program is expected to pay, on average, $0.08\/kWh of solar energy produced with program funding sufficient for almost 260 solar systems, each up to 20 kW in size. Total PBI payments over the next 14 years under the plan are projected to be $4.8 million.\n<p>\nAustin Energy residential customers can apply to receive rebates at $2.50 per watt, with annual rebates limited to $15,000 and maximum rebates set at $50,000 over the life of installations at a single property.\n<\/blockquote>\nNow the city council of Austin can do this because Austin owns Austin Energy.\nNeither Valdosta nor Lowndes County owns an electric company.\nHowever, if local governments\n<a href=\"\/blog\/2010\/02\/pcas-building-the-greenest-mill-in-the-country---ceo.html\">\ncan give money and a turn lane to PCA to green up via biomass<\/a>\nand if they can\n<a href=\"\/blog\/2010\/02\/hearing-on-biomass-plant.html\">\nrezone for Wiregrass LLC to install a biomass plant,<\/a>\nit seems they could find a way to do something like what Austin is doing.\nAnd if not local governments, the state has already required electric\nutilities to connect renewable energy sources if somebody else installs\nthem, and to pay back some amount for net energy generated.\nIf the state wants more energy generated, it could find ways\nto further encourage renewable energy.\n<p>\nAdd to that retrofitting for energy efficiency, and there would be no\nmore need for coal plants.\n","protected":false},"excerpt":{"rendered":"While Georgia did little to deploy renewable energy, Texas has almost doubled its renewable energy source from 2004 to 2006: How did Texas do that, and how can Valdosta and Lowndes County help Georgia catch up?
