{"id":2690,"date":"2010-06-21T08:01:00","date_gmt":"2010-06-21T12:01:00","guid":{"rendered":"http:\/\/www.l-a-k-e.org\/blog\/2010\/06\/previously-writing-about-biomass-and-carbon-dioxide-i-said-id-supply-an-example-of-the-sort-of-thing-im-looking-for-as.html"},"modified":"2010-06-21T08:01:00","modified_gmt":"2010-06-21T12:01:00","slug":"previously-writing-about-biomass-and-carbon-dioxide-i-said-id-supply-an-example-of-the-sort-of-thing-im-looking-for-as","status":"publish","type":"post","link":"http:\/\/www.l-a-k-e.org\/blog\/2010\/06\/previously-writing-about-biomass-and-carbon-dioxide-i-said-id-supply-an-example-of-the-sort-of-thing-im-looking-for-as.html","title":{"rendered":"Highland Renewable Energy Strategy"},"content":{"rendered":"<a href=\"http:\/\/www.highland.gov.uk\/yourenvironment\/planning\/energyplanning\/renewbleenergy\/highlandrenewableenergystrategy.htm\">\n<img decoding=\"async\" style=\"float:right;border:none;\"   src=\"http:\/\/farm5.static.flickr.com\/4023\/4719712006_b95d7a2c13_o.jpg\"><\/a>\nPreviously writing about <a href=\"\/blog\/2010\/06\/biomass-and-carbon-dioxide.html\">biomass and carbon dioxide<\/a> I said I&#8217;d supply an example of the sort of thing I&#8217;m looking for as a regional analysis for renewable energy, including biomass, solar, wind, wave, tides, and others.\nHere it is: the <a href=\"http:\/\/www.highland.gov.uk\/yourenvironment\/planning\/energyplanning\/renewbleenergy\/highlandrenewableenergystrategy.htm\">Highland Renewable Energy Strategy<\/a>\napproved by the Highland Council at its 4 May 2006 meeting.\nIt&#8217;s a 58 page document about renewable energy strategy and planning guidelines,\nconsidering numerous types of renewable energy, pros and cons\nof each, power distribution, effects on environment, protected\nareas, etc., illustrated copiously with detailed maps.\nAnd updated:\n\n<!--more-->\n<blockquote>\nIn May 2008, the Council\u2019s Planning, Environment &#038; Development Committee agreed to begin a review of the spatial planning framework for onshore wind energy development, in response to Scottish Government\u2019s Scottish Planning Policy 6 \u201cRenewable Energy\u201d (March 2007).  Further details of that review will be given here as that review progresses.\n<p>\nA copy of the 2006 approved Strategy, which incorporates associated Planning Guidance material, can be downloaded as a .pdf file from the Current Documents section to the right, as can the supporting Renewable Energy Resource Assessment (RERA) and maps, at A1 size, showing prospective development zones for national and major scale (fig 6.2.4) and local scale (fig 6.2.7) onshore wind farms.\n<\/blockquote>\n<a href=\"http:\/\/www.highland.gov.uk\/yourenvironment\/planning\/energyplanning\/renewbleenergy\/highlandrenewableenergystrategy.htm\">\n<img decoding=\"async\" style=\"float:right;border:none;\"   src=\"http:\/\/farm5.static.flickr.com\/4027\/4719192203_4a755e7b19_o.png\"><\/a>\nThat RERA is an additional 75 pages of maps, graphs, and analysis.\n<p>\n<p>\nSouth Georgia has somewhat less land area and several times\nthe population of the Highlands of Scotland.  We&#8217;re seeing\nattempts to site biofuels plants all over the region and the state,\nas well as a couple of nuclear plants, and maybe some conversion\nof coal to biomass, and maybe wind off the coast and someday maybe\nsolar inland. There is a state energy plan from 2006, but it&#8217;s mostly\nabout coal and nuclear, and says nothing specific about for example\nthe proposed biomass sites.\n<p>\nIn the same time frame, the Highland Council\nput quite a bit of effort into considering all\nthese issues and laying them out in a form that provides enough\ntraction that affected parties of all kinds can have something\nto start with in debating their positions.\n<p>\nWhere is the south Georgia (or all of Georgia, or southeast) equivalent\nof this Highland Council renewable energy strategy and planning guidelines?\n<p>\nIf it doesn&#8217;t exist, who should be responsible for producing it?\n<p>\nI have discussed these questions with Valdosta-Lowndes County Industrial Authority (VLCIA) Project Manager Allan Ricketts and Executive Director Brad Lofton,\nand they have said they will look for equivalent materials.\nI&#8217;m not saying they should be responsible for producing such things\n(well, unless the VLCIA&#8217;s sponsoring councils, the Lowndes County\nCommission and the Valdosta City Council, say they are).\nMore likely, the state of Georgia should do this.\n<p>\nMaybe somebody else out there knows of such materials?\nIf so, please let us all know.\n<p>\nThat Highland Council is thorough:\n<blockquote>\nAlso availabe is a CD-ROM containing map-based software which facilitates selection of any 1km grid square in Highland and interrogation of the underlying layers which were used to arrive at the policy decision for that square.
