New Main Library \u2014 Construction Manager At Risk Selection\n<\/blockquote>\n<p>\nProject Manager Chad McCleod said\nproposals had been received from nine firms,\nand &#8220;using a score sheet with certain grading criteria&#8221;\nstaff narrowed them down to three offers.\nEach firm gave a one-hour presentation last Friday to\nthe selection committee which again\n&#8220;used certain grading criteria to score each firm&#8221;.\nThe top two scorers were Coffee[?] Construction and\nQuillian Powell Construction.\n<\/p>\n<p>\nI applaud actually using scoring, instead of what appeared to happen\nfor the main library architect selection, with\n<a href=\"http:\/\/www.l-a-k-e.org\/govt\/sgrl\/architect\/\">\na relatively elaborate selection process including a scoring sheet\nthat then apparently wasn&#8217;t actually used in the architect selection.<\/a>\nBut where are these filled-out score sheets for the applicants this time,\nso we the taxpayers can see them?\n<\/p>\n<p>\nThe Commission could have staff\n\n<!--more-->\nsubmit written reports that\ngo in the agenda and minutes, like the Library Board does,\nand then put those online as PDF or HTML linked to an HTML agenda,\nlike Glynn County\nand Richmond County do, and we wouldn&#8217;t have to guess the\nnames of construction firms.\n<\/p>\n<p>\nCounty Manager Joe Pritchard said\n&#8220;the reason we have moved forward&#8221;\neven though\n<a href=\"\/blog\/2012\/11\/splost-vii-sglb-2012-11-20.html\">\nSPLOST failed<\/a> was\n&#8220;only to put the team together if and when funds become available\nin the future&#8221;.\n<\/p>\n<p>\nThe Chairman and Commissioner Raines mentioned that there\nare other sources of funds for a library, and Raines even said:\n<\/p>\n<blockquote>\nThis is not even related to SPLOST.\n<\/blockquote>\n<p>\nHm, why was it in\n<a href=\"\/blog\/2012\/10\/county-clarifies-library-and-parks-division-in-splost-vii.html\">\nthe county&#8217;s SPLOST project list,<\/a> then?\n<\/p>\n<p>\nIt appears the county hasn&#8217;t even considered whether\nthe Five Points location was maybe part of why SPLOST failed,\nand maybe they should consider for example the federal building\ndowntown.\nI&#8217;m a big supporter of libraries, but I&#8217;m also a big supporter of\nelected governments listening to the people, and the people just\nvoted down SPLOST, with many of them saying the library and auditorium\nprojects with their opaque selection processes were part of the reason.\nMeanwhile Houston County had public hearings about their SPLOST, which voters then\n<a href=\"\/blog\/2012\/12\/splost-won-in-houston-county-but-not-in-lowndes-county-why.html\">\napproved in a landslide.<\/a>\n<\/p>\n<p>\nHere&#8217;s\n<a href=\"http:\/\/www.youtube.com\/watch?v=ZH9-oQEMpjg\">\nthe video:<\/a>\n<\/p>\n<p style=\"text-align: center;\">\n<iframe loading=\"lazy\" allowfullscreen=\"allowfullscreen\" src=\"http:\/\/www.youtube.com\/embed\/ZH9-oQEMpjg\" title=\"YouTube video player\" frameborder=\"0\" height=\"315\" width=\"560\"><\/iframe>\n<\/p>\n<p style=\"text-align: center;\">\n<small>\nCounty proceeding on a fixed library line\n<br \/>\nWork Session, Lowndes County Commission (LCC),\n<br \/>\nVideo by Gretchen Quarterman for Lowndes Area Knowledge Exchange (LAKE), Valdosta, Lowndes County, Georgia, 10 December 2012.\n<\/small>\n<\/p>\n<p>\n-jsq\n<\/p>\n","protected":false},"excerpt":{"rendered":"Scoring for library architect selection seems more rigorous now, at yesterday morning&#8217;s Lowndes County Commission Work Session.
