Even without a \u201ccarbon tax\u201d or \u201ccap and trade\u201d passing in\nCongress, the federal government is stepping up its existing authority\nover power plants. And an ongoing court case related to a proposed power\nplant owned by an independent company, Longleaf, could open the door\nin Georgia to regulation of carbon dioxide emissions.
