{"id":2652,"date":"2010-08-31T09:14:28","date_gmt":"2010-08-31T13:14:28","guid":{"rendered":"http:\/\/www.l-a-k-e.org\/blog\/2010\/08\/water-planning.html"},"modified":"2010-08-31T09:14:28","modified_gmt":"2010-08-31T13:14:28","slug":"water-planning","status":"publish","type":"post","link":"http:\/\/www.l-a-k-e.org\/blog\/2010\/08\/water-planning.html","title":{"rendered":"Water Planning"},"content":{"rendered":"<a href=\"http:\/\/www.suwanneesatilla.org\/index.php\">\n<img decoding=\"async\" style=\"float:right;border:none;\"   src=\"http:\/\/www.suwanneesatilla.org\/assets\/images\/banner_map.png\"><\/a>\nIn 2004 the state of Georgia adopted a water planning\nsystem, and in 2008 adopted a water plan,\n<a href=\"http:\/\/gov.georgia.gov\/00\/press\/detail\/0,2668,78006749_78013037_133447192,00.html\">\nwith regional councils appointed in 2009 by the governor,\nlieutenant governor, and Speaker of the House.<\/a>\nWhile I wonder why this organizational setup inserted a regional\nlayer of government that is unaccountable to the people in the region,\nit&#8217;s good somebody\n<a href=\"http:\/\/www.suwanneesatilla.org\/pages\/our_plan\/index.php\">\nis doing some water planning.<\/a>\n<blockquote>\nIn the event &#8220;gaps&#8221; between available water and future (or current) demands are identified, the Council will determine which water and land use management practices should be employed to ensure there is sufficient water and assimilative capacity to meet future needs. EPD will use computer models to test the ability of the recommended practices to close any identified &#8220;gaps.&#8221;\n<\/blockquote>\nIf you remember Atlanta running out of water a few years ago\n\n<!--more-->\nand parts of\nthe state legislature trying to rewrite history to get water from Tennessee,\nit would be good to have south Georgia&#8217;s aquifer water not being sucked up by\nAtlanta like Los Angeles absorbs water from hundreds of miles around.\n<blockquote>\nAfter the Regional Plan is adopted, all EPD permits and Georgia Environmental Facilities Authority (GEFA) grants and loans for water projects will be guided by the Plan.\n<\/blockquote>\nThis would also be relevant to, for example,\n<a href=\"\/blog\/category\/biomass\">\nbiomass projects.<\/a>\n<p>\nThe public comment period foor the plan has already expired.\nThe next meeting of the council is\n<a href=\"http:\/\/www.suwanneesatilla.org\/documents\/SSA_Public_Notice_7.pdf\">\nthis Thursday, September 2,<\/a>\nat\n<a href=\"http:\/\/www.okefenokeetech.edu\/about\/campuses_waycross.asp\">\nOkefenokee Technical College in Waycross.<\/a>\nThe <a href=\"http:\/\/www.suwanneesatilla.org\/documents\/SSA_CM7_Draft_Agenda.pdf\">agenda<\/a> seems to indicate there&#8217;s still some room for input.\n<p>\nHere are\n<a href=\"http:\/\/gov.georgia.gov\/vgn\/images\/portal\/cit_79369762\/133447192Water%20Council%20appointments%20by%20Region.doc\">\nthe appointees<\/a> for the Suwannee-Satilla Regional Water Planning Council:\n<table>\n<tr><td>Name<\/td><td>City <\/td><td>County<\/td><\/tr>\n<tr><td>Linda Tanner<\/td><td>Pearson<\/td><td>Atkinson<\/td><\/tr>\n<tr><td>Eugene Dyal<\/td><td>Alma<\/td><td>Bacon<\/td><\/tr>\n<tr><td>Michael E.
