REZ-2026-15 Mardun Ventures, LLC, 6434 Lake Alapaha Blvd, ~10.7ac, R-21 to E-A, County Water &#038; Septic (580M)\r\n<p>\r\nCommissioner Demarcus Marshall wanted to know if R-A or E-A zoning would allow a conservation easement.\r\n<\/p><p>\r\nAnswer from County Planner JD Dillard: that&#8217;s really more a question for the Tax Assessors, but yes.\r\n<\/p><p>\r\nLike Commissioner Mark Wisenbaker at the Work Session,\r\nCommissioner Marshall didn&#8217;t understand silviculture; he looked it up,\r\nand thought it sounded suspicious.\r\n<\/p><p>\r\nThe only difference from forestry is that silviculture is more about \r\nplanting stands of trees to yield a product,\r\nwhile forestry includes natural forests.\r\nYou&#8217;d think county commissioners would know that.\r\n<\/p><p>\r\nNobody spoke against this rezoning.\r\nOnly the applicant, Michael Jones, spoke for.\r\n<\/p><p>\r\n<a href=\"https:\/\/youtu.be\/TR9pKW461oE\">\r\nhttps:\/\/youtu.be\/TR9pKW461oE<\/a>\r\n<li>\r\n4. Lowndes County 811 Day Proclamation Presentation (235M)\r\n<p>\r\nVice-Chair Wisenbaker forgot this one and came back to it.\r\n<\/p><p>\r\nUtilities Director Steve Stalvey read the proclamation.\r\n<\/p><p>\r\n<a href=\"https:\/\/youtu.be\/eCfoD5R5XhI\">\r\nhttps:\/\/youtu.be\/eCfoD5R5XhI<\/a>\r\n<li>\r\n7.a. Jail Skylight Replacement (96M)\r\n<p>\r\nCommissioner Michael Smith wanted to know if this was for a whole section of skylights.\r\n<\/p><p>\r\nAnswer from Finance Director Stephanie Black: yes.\r\n<\/p><p>\r\n<a href=\"https:\/\/youtu.be\/eAXtPW_tjCw\">\r\nhttps:\/\/youtu.be\/eAXtPW_tjCw<\/a>\r\n<li>\r\n7.c. Acceptance of Infrastructure for Hunting Lodge Trail Subdivision (275M)\r\n<p>\r\nThey always list these subdivision infrastructure acceptance items as having no effect on the budget.\r\n<\/p><p>\r\nCommissioner Michael Smith wanted to know if this step was required before Georgia Power could connect.\r\n<\/p><p>\r\nAnswer from Director of Engineering Services Chad McLeod: yes. And there are more steps.\r\n<\/p><p>\r\nCommissioner Smith wanted to know (he also asked about this in the Work Session)\r\nwas the developer required to have a one-year bond?\r\n<\/p><p>\r\nAnswer: yes.\r\n<\/p><p>\r\nCommissioner Demarcus Marshall wanted to know if the school zone would be moved.\r\n<\/p><p>\r\nAnswer: Director McLeod said he would look into it.\r\nHe also mentioned a lot of upcoming proposed development for that area.\r\n<\/p><p>\r\nCommissioner Scottie Orenstein asked something inaudible.\r\n<\/p><p>\r\nApparently he liked the answer.\r\n<\/p><p>\r\n<a href=\"https:\/\/youtu.be\/USqJUhR1g8o\">\r\nhttps:\/\/youtu.be\/USqJUhR1g8o<\/a>\r\n<li>\r\n8.a. 2026 Local Maintenance and Improvements Grant (LMIG) Local Road Assistance (LRA) Resurfacing Bids (126M)\r\n<p>\r\nCommissioners had no questions.\r\n<\/p><p>\r\nCommissioner Orenstein moved, Commissioner Marshall seconded, all aye.\r\n<\/p><p>\r\n<a href=\"https:\/\/youtu.be\/MHzbi6TA-f0\">\r\nhttps:\/\/youtu.be\/MHzbi6TA-f0<\/a>\r\n<li>\r\n9. Reports &#8211; County Manager (261M)\r\n<p>\r\nCounty Manager Paige Dukes talked about disaster recovery block grants,\r\nincluding meetings with citizens and heavy rain effects.\r\n<\/p><p>\r\nShe expects staff will have a millage rollback for approval at the next County Commission meeting.\r\n<\/p><p>\r\n<a href=\"https:\/\/youtu.be\/WN4jVgYP7k0\">\r\nhttps:\/\/youtu.be\/WN4jVgYP7k0<\/a>\r\n<li>\r\n10. CWTBH George Fisher alleged a sinkhole in Foxborough subdivision (696M)\r\n<p>\r\nGeorge Fisher alleged that at 4637 Rustic Ridge Road a sinkhole was growing, and had doubled in size.\r\n<\/p><p>\r\nHe called it a fluvial pipe.\r\n<\/p><p>\r\nHe said he would provide Commissioners related terminology.\r\n<\/p><p>\r\nHis point was that there are underground channels all around,\r\nincluding on the site just south of Foxborough that was rezoned in July 2025,\r\npart of it intended for a datacenter.\r\nHe said there was a danger of heavy rains causing silt to run off that site into the Withlacoochee River.\r\n<\/p><p>\r\nHe recommended including in a datacenter ordinance that this is unstable ground\r\nand the river should be protected.\r\n<\/p><p>\r\nAfter the meeting, Commissioner Scottie Orenstein yelled at Fisher from the podium,\r\nsaying Fisher should apologize because it was actually a water leak.\r\n<\/p><p>\r\nMore on that later.\r\n<li>\r\n10. CWTBH Dr. Treva Gear, Dogwood Alliance, recommended a datacenter moratorium (618M)\r\n<p>\r\nShe said hyper-scale AI datacenters were bigger and had more ill effects than traditional datacenters.\r\n<\/p><p>\r\nShe mentioned some of the numerous Georgia legislature bills that would have reined in datacenters but did not pass.\r\n<\/p><p>\r\nShe talked about bringing water in from somewhere else; I don&#8217;t know what that was about.\r\n<\/p><p>\r\nShe also talked about water use and trees.\r\n<\/p><p>\r\n<a href=\"https:\/\/youtu.be\/f-BBwFoyWzE\">\r\nhttps:\/\/youtu.be\/f-BBwFoyWzE<\/a>\r\n<li>\r\n10. CWTBH Dr. Michael Noll recounted what his LCAD had done.
