These are the technological wastes&#8211;the\nby-products of growth, industry, agriculture, and science. We cannot\nwait for slow evolution over generations to deal with them.\n<p>\nPollution is growing at a rapid rate. Some pollutants are known to be\nharmful to health, while the effect of others is uncertain and unknown. In\nsome cases we can control pollution with a larger effort. For other\nforms of pollution we still do not have effective means of control.\n<p>\nPollution destroys beauty and menaces health. It cuts down on efficiency,\nreduces property values and raises taxes.\n<p>\nThe longer we wait to act, the greater the dangers and the larger the\nproblem.\n<\/blockquote>\n\n<!--more-->\n<blockquote>\n<p>\nLarge-scale pollution of air and waterways is no respecter of political\nboundaries, and its effects extend far beyond those who cause it.\n<p>\nAir pollution is no longer confined to isolated places. This generation\nhas altered the composition of the atmosphere on a global scale through\nradioactive materials and a steady increase in carbon dioxide from\nthe burning of fossil fuels. Entire regional airsheds, crop plant\nenvironments, and river basins are heavy with noxious materials. Motor\nvehicles and home heating plants, municipal dumps and factories\ncontinually hurl pollutants into the air we breathe. Each day almost\n50,000 tons of unpleasant, and sometimes poisonous, sulfur dioxide are\nadded to the atmosphere, and our automobiles produce almost 300,000 tons\nof other pollutants.\n<p>\n<a href=\"http:\/\/www.lbjlib.utexas.edu\/johnson\/archives.hom\/speeches.hom\/650208.asp\">\nPresident Lyndon B.
