Please be advised that the Greater Lowndes Planning\nCommission (GLPC) and the Lowndes County Board of Commissioners (LCBOC)\nintend to hold public hearings to consider text amendments to the\nUnified Land Development Code (ULDC).  The proposed amendments\nrepresent updates to Chapter 2 of the Lowndes County Unified Land\nDevelopment Code (ULDC)(Please See Attached).  Chapter 2 of the ULDC\ndominantly defines the zoning districts and classifies which land uses\nare allowed in those districts.  The primary motivation for this\nrequest stems from direction by Lowndes County leadership to do a\nreview of the ULDC.  The guiding principles in that review were to\nsimplify the ULDC, make the regulations defensible, and finally to make\nthe ULDC processes timely.  In the administration of that review the 10\nchapters of the ULDC were put in order of priority and importance.\nChapter 2 and subsequently in the coming months Chapter 4 were picked\nas the top chapters due to their focus on regulations that deal with\nthe primary uses of land within the unincorporated areas of Lowndes\nCounty.\n<p>\nHow the principles translated into a review of Chapter 2 dominantly\nturned into a repeated series of 3 questions:\n<\/blockquote>\n\n<!--more-->\n<blockquote>\n<ol>\n<li>\nAre the regulations necessary?\n<li>\nIn which zoning districts should the use be allowed?\n<li>\nIs the use essentially permissible \u201cP\u201d or subject to supplemental\nstandards \u201cS\u201d in appropriate places?\n<\/ol>\n<p>\nEfforts were made to present the amendments in a strikethrough and\nunderline format where [DEL: strikethrough text :DEL] represents\nproposed deletions and underlined text represents proposed new text.\nAdditional efforts were made to highlight changes by color to reference\nopinion by planning staff as to whether the change was likely to result\nin increasing regulations (red), decreasing regulations (green), or no\nreal change in regulations (black).  Text that is called out by tracked\nchanges in blue represent recent changes from a first draft submitted\nto staff, Planning Commissioners, and County Commissioners.  At this\ntime the document is in the process of review by the Lowndes County\nTechnical Review Committee (TRC).  The TRC review is scheduled for\ncompletion Friday, October 22<sup>nd<\/sup>, and an additional e-mail release\nhighlighting those updates is slated before the October regular meeting\nof the Greater Lowndes Planning Commission (GLPC).  These amendments\nare scheduled to be considered by the GLPC for recommendation on\nOctober 25^th at 5:30 pm and then by the LCBOC for a decision on\nNovember 9^th at 5:30 pm.
