The county is powerless to do anything to\nstop this power plant. The only governmental entity with any power over\nthe project is the city, and that\u2019s only in the form of the services\nbeing extended and the water being sold to the company, as well as the\nsewage sludge that\u2019s being burned. They too are powerless at this\npoint to stop it.\n<\/blockquote>\n<a href=\"\/blog\/2010\/12\/harrisburg-pa-loses-solvency-and-trust-over-incinerator.html\">\n<img loading=\"lazy\" decoding=\"async\" style=\"float:right;border:none;\"  width=\"200\" height=\"110\"  src=\"http:\/\/graphics8.nytimes.com\/images\/2010\/05\/21\/us\/JP-HARRISBURG_337-span\/JP-HARRISBURG-articleLarge.jpg\"><\/a>\nThe editorial continues with the tired old excuse &#8220;they can be sued&#8221;.\nDon&#8217;t they have insurance for that?\nIf the whole thing goes as bad as some opponents predict,\nthey could be sued for the kind of financial disaster\n<a href=\"\/blog\/2010\/12\/harrisburg-pa-loses-solvency-and-trust-over-incinerator.html\">\nthat faces Harrisburg, Pennsylvania.<\/a>\n<p>\nThere is one governmental entity that does have the power.\nAh, here it is:\n\n<!--more-->\n<blockquote>\nOnly the Valdosta-Lowndes County Industrial Authority has ever really had\nthe ability to stop the biomass plant from being built here. Instead,\nthey chose to purchase the land for the plant and facilitate all the\npermitting, etc. to assist the company. The Industrial Authority is a\nquasi-governmental entity with special taxing privileges that can do as\nthe members of the board see fit for the community.\n<\/blockquote>\n<a href=\"http:\/\/www.youtube.com\/watch?v=C-tqJJHO94c\">\n<img decoding=\"async\" style=\"float:right;border:none;\"   src=\"http:\/\/i4.ytimg.com\/vi\/C-tqJJHO94c\/default.jpg\"><\/a>\nIt taxes, it spends, it makes decisions &#8220;for the community&#8221;.\nThat&#8217;s government.  It needs to be more responsive to the community,\n<a href=\"http:\/\/www.youtube.com\/watch?v=C-tqJJHO94c\">\nas I pointed out in Tuesday&#8217;s County Commission meeting.<\/a>\n<p>\nThen the VDT makes excuses for VLCIA, too:\n<blockquote>\nCitizens\u2019 rights are paramount, but comments should be directed towards\nthe entity that has all the power. And at this point, there\u2019s very\nlittle legally the Industrial Authority can do either even if members\nwanted to halt the project at this time. It would take state legislation\nto halt this project now.\n<\/blockquote>\n<a href=\"\/blog\/2011\/01\/in-refusing-debate-vlcia-staff-are-following-orders-from-their-board.html\">\n<img decoding=\"async\" style=\"float:right;border:none;\"   src=\"http:\/\/farm6.static.flickr.com\/5001\/5285076935_cec441d575_m.jpg\"><\/a>\nSure, the VLCIA board is\n<a href=\"\/blog\/2011\/01\/in-refusing-debate-vlcia-staff-are-following-orders-from-their-board.html\">\nset on moving forward with this plant<\/a>.\nBut things can change.\nIf they were to seriously consider\n<a href=\"\/blog\/2011\/01\/vdt-and-wctv-on-wace-anti-biomass-meeting.html\">\nwhat their opponents&#8217; experts were saying,<\/a>\ninstead of refusing to name them and referring to them only as\n<a href=\"\/blog\/2011\/01\/folks-come-into-the-\ncommunity-col-ricketts-responding-to-wace-in-vlcia-board-meeting.html\">\n&#8220;folks come into the community&#8221;,<\/a>\nthe VLCIA might find all sorts of reasons to halt the plant.\n<p>\nMeanwhile, there is another way, alluded to in the VDT&#8217;s previous paragraph:\n<blockquote>\nIf the company can get the necessary financing, and can find the suppliers\nand the customers for the power, the Wiregrass plant will be built.\n<\/blockquote>\n<a href=\"\/blog\/2010\/12\/wheres-the-wood-to-come-from-and-who-will-buy-the-electricity.html\">\n<img decoding=\"async\" style=\"float:right;border:none;\"   src=\"http:\/\/farm6.static.flickr.com\/5169\/5265748381_bfd11fe531_m.jpg\"><\/a>\nSee that first word? &#8220;If&#8221;.\nBack at the December 6th VLCIA &#8220;Forum&#8221; I asked\n<a href=\"\/blog\/2010\/12\/wheres-the-wood-to-come-from-and-who-will-buy-the-electricity.html\">\nWhere&#8217;s the wood to come from and who will buy the electricity?<\/a>\nThey claim to have a wood sourcing study, but they won&#8217;t release it.\nBoth Georgia Power and Colquitt EMC have said they won&#8217;t buy the power,\nand VLCIA doesn&#8217;t know who will.\nI asked Brad Lofton about the electricity\non January 6th and he still didn&#8217;t know.\nInvestors won&#8217;t invest if the plant can&#8217;t sell its power.\n<p>\n<a href=\"http:\/\/www.youtube.com\/watch?v=5Ne_p_gROx8\">\n<img decoding=\"async\" style=\"float:right;border:none;\"   src=\"http:\/\/i2.ytimg.com\/vi\/5Ne_p_gROx8\/default.jpg\"><\/a>\nLack of investors and other concerns caused\n<a href=\"http:\/\/www.wctv.tv\/news\/headlines\/38223249.html\">\na biomass plant set for Tallahassee to pull out<\/a>\nin January 2009.\nPublic opposition caused\n<a href=\"http:\/\/www.wctv.tv\/home\/headlines\/88261392.html\">\nAdage to pull a biomass project out of Gretna, in Gadsden County, Florida.<\/a>\nAnd who spoke in Gretna before that?\nWhy look, it&#8217;s\n<a href=\"http:\/\/www.youtube.com\/watch?v=5Ne_p_gROx8\">\nDr. William Sammons!<\/a>\n<p>\n<a href=\"http:\/\/www.mlkonline.net\/martin-luther-king-pictures\/martin-luther-king-pictures\/family\/martin-luther-king-coretta\/\">\n<img style=\"float:right;border:none;\"   width=\"315\" height=\"217\"\nsrc=\"http:\/\/static.guim.co.uk\/Guardian\/world\/gallery\/2008\/apr\/01\/1\/GD6772169@30th-March-1965--Amer-9682.jpg\"><\/a>\nThis is still MLK Week.\nI don&#8217;t recall that Martin Luther King gave up just because\nlocal government bodies said they couldn&#8217;t do anything.\nSeems to me he was for government being responsive to the citizens.\n<p>\nAs the VDT says:\n<blockquote>\nCitizens\u2019 rights are paramount\n<\/blockquote>\nBut only if the citizens insist.\n<p>\n-jsq\n","protected":false},"excerpt":{"rendered":"The VDT explains how to effect change, if anyone is listening.
