in Maryland\nabout restarting the San Onofre reactor in California.\nThis is the same NRC\n<a href=\"\/blog\/2011\/04\/nuclear-reactor-vogtle-1-at-august-shut-down.html\">\nthat gave Plant Vogtle a clean bill of health\nat a public meeting two days before Unit 1 shut down,<\/a>\nand the same NRC that could stop the new nukes there\n<a href=\"\/blog\/2012\/12\/15-month-delay-for-new-plant-vogtle-nukes-state-inspector-at-psc.html\">\neven if the GA PSC won&#8217;t.<\/a>\n<a title=\"Plant Hatch\" href=\"http:\/\/www.nrc.gov\/info-finder\/reactor\/hat2.html\">\n<img decoding=\"async\" style=\"float:right;border:none;\" class=\"at-xid-6a0120a58214e4970b017d3f034ecd970c\" src=\"\/blog\/images\/6a0120a58214e4970b017d3f034ecd970c-pi.jpg\"  alt=\"Plant Hatch\"  \/><\/a>\nThis same NRC recertified Plant Hatch on the Altamaha in Georgia,\nextending the original 40 year design lifespan\n<a href=\"http:\/\/www.nrc.gov\/info-finder\/reactor\/hat1.html\">\nof Unit 1 from 2014 to 2034<\/a>\nand\n<a href=\"http:\/\/www.nrc.gov\/info-finder\/reactor\/hat2.html\">\nof Unit 2 from 2018 to 2038.<\/a>\nBut don&#8217;t worry; if you&#8217;re farther than 10 miles from\nHatch,\n<a href=\"\/blog\/2012\/11\/nuclear-reactors-near-here.html\">\nyou&#8217;re outside the evacuation zone,<\/a> so you must be safe, right?\nJust study the licensing documents to see; oh, wait!\n<\/p>\n<p>\nKendra Ulrich of Friends of the Earth asked the NRC some simple questions\nthat stumped the Commissioners and staff.\nShe wondered when the public could expect to see a\na 50-59 analysis California Edison had done about\nrestarting San Onofre.\nDave Beaulieu, NRC Generic Communications Branch,\nsaid it was a \u201clicensee document, licensee documents are not made public.\u201d\nHe did say NRC would release its own inspection results.\nShe asked again, and Rick Daniel, NRC meeting facilitator\nsuggested she submit written questions.\nBeauleiu summarized:\n<\/p>\n<blockquote>\n<p>\n\u201cAt the end of the day, licensee documents are not made public;\nthat&#8217;s the answer.\u201d\n<\/p>\n<\/blockquote>\n<p>\nSo what would be the point of her submitting questions when\nshe was just told they won&#8217;t make the answers public?\n<\/p>\n<p>\nUlrich continued by asking why NRC was considering going ahead\non the basis of experimental data that has never been used before\nand that has not been made public.\nRemember this is about a nuclear reactor that was shut down because\nit was leaking.\nThat question sure caused some passing of the buck and pretending\nnot to understand the question by everybody in the room\nwho should have been able to answer the question.\n<\/p>\n<p>\nHere&#8217;s\n<a href=\"http:\/\/youtu.be\/yIphsMnTlk0\">\nthe video:<\/a>\n<\/p>\n<p style=\"text-align: center;\">\n<iframe loading=\"lazy\" allowfullscreen=\"allowfullscreen\" src=\"http:\/\/www.youtube.com\/embed\/yIphsMnTlk0\" title=\"YouTube video player\" frameborder=\"0\" height=\"315\" width=\"560\"><\/iframe>\n<\/p>\n<p style=\"text-align: center;\">\n<small>\nVideo by Myla Reson, 18 December 2012, Maryland.\n<\/small>\n<\/p>\n\n<!--more-->\n<p>\nI wonder if anybody has tried an open records request or\na FOIA to see if the First Amendment trumps NRC&#8217;s secrecy?\n(FOE has, with little success so far.)\nSure, there&#8217;s a difference between a document produced by a licensee\nand a licensing document produced by the NRC, but if the former\nis being used as evidence for restarting a licensed reactor,\nwhy isn&#8217;t it thereby a part of the licensing procedure and\nthereby made accessible to the public?\n<\/p>\n<p>\nAnd what&#8217;s with the staffer refusing to let go of the microphone?\nAre they afraid somebody will throw it at them?\nWith non-answers like that, maybe that&#8217;s a valid concern.\n<\/p>\n<p>\nMore information in\n<a href=\"http:\/\/fairewinds.org\/content\/san-onofre%E2%80%99s-steam-generator-failures-could-have-been-prevented\">\nSan Onofre&#8217;s Steam Generator Failures Could Have Been Prevented<\/a>\nby Fairewinds Associates for Friends of the Earth, 14 May 2012.\n<\/p>\n<p>\n-jsq\n<\/p>\n","protected":false},"excerpt":{"rendered":"Did you know the U.S. Nuclear Regulatory Commission doesn&#8217;t publish nuclear licensee documents?
