{"id":24505,"date":"2024-08-22T17:23:58","date_gmt":"2024-08-22T21:23:58","guid":{"rendered":"http:\/\/www.l-a-k-e.org\/blog\/?p=24505"},"modified":"2024-08-22T17:23:58","modified_gmt":"2024-08-22T21:23:58","slug":"packet-family-ties-tabled-4-0-personal-care-denied-3-1-sewer-system-approved-4-0-zboa-2024-08-20","status":"publish","type":"post","link":"http:\/\/www.l-a-k-e.org\/blog\/2024\/08\/packet-family-ties-tabled-4-0-personal-care-denied-3-1-sewer-system-approved-4-0-zboa-2024-08-20.html","title":{"rendered":"Packet: Family Ties tabled 4-0, Personal Care denied 3-1, Sewer System approved 4-0 @ ZBOA 2024-08-20"},"content":{"rendered":"<p>\r\nHurricane Debby wrought confusion on the Valdosta-Lowndes Zoning Board of Appeals (ZBOA),\r\ncausing a controversial variance request to be bumped back weeks or maybe longer.\r\n<p>\r\nThe board packet materials for that item VAR-2024-07 are somewhat lacking,\r\nsince there is no WRPDO Site Map for it, and while the Zoning Location Map\r\nshows a green area to the left, nothing on that map nor in the text says\r\nthe green area borders the Little River.\r\n<p style=\"text-align:center;font-size:80%;font-style:italic\">\r\n<a title=\"Collage @ ZBOA 2024-08-20\" name=\"MMM:Collage-ZBOA-20240820\" href=\"http:\/\/www.l-a-k-e.org\/govt\/zboa\/2024-08-20--zboa-packet\/many.html\">\r\n<img decoding=\"async\" border=\"0\" src=\"http:\/\/www.l-a-k-e.org\/govt\/zboa\/2024-08-20--zboa-packet\/many.jpg\"  alt=\"[Collage @ ZBOA 2024-08-20]\"><\/a>\r\n<br><a href=\"http:\/\/www.l-a-k-e.org\/govt\/zboa\/2024-08-20--zboa-packet\/many.html\">Collage @ ZBOA 2024-08-20<\/a>\r\n<\/p>\r\n<p>\r\nA request for a variance about Family Ties Land Division\r\nwas tabled because the September ZBOA meeting was postponed for two weeks\r\nbecause of the hurricane.\r\nThe <a href=\"#mrsummary\">Meeting Results Summary<\/a> says &ldquo;<strong>(Tabled 4-0)<\/strong>&rdquo; but it does not say until when.\r\n<p>\r\nAccording to Terry Richards, Valdosta Daily Times, August 22, 2024,\r\n<a href=\"https:\/\/www.valdostadailytimes.com\/news\/local_news\/appeals-board-denies-variance-for-group-home\/article_0cf99976-5fd5-11ef-800a-5bb3e6015a8c.html\">\r\nAppeals board denies variance for group home<\/a>,\r\n<blockquote style=\"font-size:100%\">\r\n<p>\r\n&mdash; The board voted to table any action on a request for a\r\nvariance on family ties land division for a property at 7365 Webb\r\nHall Road until a later meeting.\r\n<\/p>\r\n<p>\r\nPart of the concern over the variance concerned the timing of\r\nadvertisement of the meeting. Thursday&#8217;s meeting was originally\r\nscheduled to be held Aug. 6, but was postponed two weeks due to the\r\nthreat of Hurricane Debby.\r\n<\/p>\r\n<p>\r\nAs state law requires a 30-day notice of meetings of this sort,\r\nboard members were concerned they needed to push action on this\r\nmatter further out.\r\n<\/p>\r\n<p>\r\nThere were also concerns as to whether a misprint of an address in a\r\npublished legal ad would affect the situation.\r\n<\/p>\r\n<\/blockquote>\r\n<p>\r\nAccording to the <a href=\"https:\/\/www.valdostacity.com\/boards-commissions-authorities-advisory-committees\/boards\/valdosta-lowndes-co-zoning-board-appeals\">City of Valdosta&#8217;s ZBOA web page<\/a>\r\n&ldquo;The ZBOA meets the first Tuesday of each month at 2:30 p.m. in the City Hall Annex Building, Multi-Purpose Room located at 300 North Lee Street.&rdquo;\r\nThat would seem to mean the next ZBOA meeting will be September 3.\r\nBut that is less than 30 days from now.\r\nSo maybe October 1.\r\nIf that is the date of the October meeting.<!--more-->\r\n\r\n\r\n<p>\r\nThe Valdosta City ZBOA page also says, &ldquo;View the 2024 Zoning Board of Appeals Meeting Schedule&rdquo;\r\nBut it provides no link to find that schedule.\r\nLowndes County&#8217;s <a href=\"https:\/\/lowndescounty.com\/362\/Zoning-Board-of-Appeals\">ZBOA page<\/a> has even less information about ZBOA meetings.\r\n<p>\r\nZBOA meetings do not appear in <a href=\"https:\/\/www.valdostacity.com\/calendar\">the city&#8217;s own online calendar<\/a>.\r\nZBOA meetings also do not appear in\r\n<a href=\"https:\/\/lowndescounty.com\/calendar.aspx?CID=25,23,22,14,24&#038;Keywords=&#038;startDate=&#038;enddate=&#038;\">Lowndes County&#8217;s online calendar<\/a>.\r\n<p>\r\nIt is not clear when the date of the August ZBOA meeting changed from the 6th to the 20th.\r\nI can find no public notice about it on the Valdosta or Lowndes County web pages, nor in\r\n<a href=\"https:\/\/www.georgiapublicnotice.com\/\">\r\nhttps:\/\/www.georgiapublicnotice.com\/<\/a>.\r\n<p>\r\nThe meeting date was still August 6 in the agenda the City \r\nreturned in the board packet on August 7, in response to my open records request <a href=\"https:\/\/valdostaga.justfoia.com\/PublicPortal\/Index?RequestNumber=ORR-2024-507&#038;SecurityKey=E5F4AE67\">ORR-2024-507<\/a>.\r\n<p>\r\nMaybe more public notice in more visible ways would be useful both to the public and to ZBOA and the City of Valdosta and Lowndes County?\r\n<H4><a name=\"theagenda\">The two agendas<\/a><\/H4>\r\n<p>\r\nThe\r\n<a href=\"https:\/\/www.valdostacity.com\/sites\/default\/files\/uploads\/zboa_agenda_2024-0806_0.pdf\">August 6, 2024, agenda<\/a> has been replaced on the city&#8217;s website with this\r\n<a href=\"https:\/\/www.valdostacity.com\/sites\/default\/files\/uploads\/zboa_agenda_2024-0820.pdf\">August 20, 2024, agenda<\/a>,\r\nwhich differs only in the addition of the red <span style=\"color:red;font-weight:bold\">RESCHEDULED<\/span> line.\r\n<p>\r\nThe board packet, received in response to\r\nopen records request <a
