\r\nThe Planning Commissioners unanimously recommended approval of everything on their agenda for June 24, 2024.\r\n

\r\nIncluding an item that Commissioner Vicki T. Rountree clarified that if they approved it,\r\nthat would be the last time the Planning Commission would see such items. \r\n

\r\nThe rationale by the County Planner was so staff could make “minor amendments”\r\nand “move forward with them more quickly.”\r\nHe did mention there would be meetings with “stakeholder groups”.\r\nWe know that means builders and developers, not the tax-paying and voting public.\r\n

\r\nNonetheless Commissioner Chip Wildes made the motion to recommend that amendment,\r\nseconded by Commissioner Steve Miller.\r\nAnd all the Commissioners voted for the motion.\r\n

\r\nDifferent text under the same agenda item title is\r\n\r\non the agenda<\/a> for the July 8 and 9, 2024, Lowndes County Commission meetings.\r\n

\r\nWhat does the Planning Commission recommendation mean,\r\nsince the content changed before it got to the County Commission?\r\n

\r\nThis is the far-reaching amendment to the Unified Land Development Code (ULDC),\r\nor at least the version presented to the Planning Commission:\r\n\r\n\r\n

\r\n10.01.03 Entity Responsibilities\r\n<\/H4>\r\n

\r\nThe table below identifies the types of applications and the entity that is\r\nresponsible for the final decision or, in the case of the Planning Commission,\r\nrecommendation regarding the application.\r\n

\r\nIn the table, “Amendment to the ULDC” is marked for Planning Commission and Board of Commissioners.\r\n

\r\nThis change removes the mark for Planning Commission.\r\nWhich means there is no public hearing before the meeting in which\r\nthe County Commission decides.\r\n

\r\nThe second item is similar: “10.01.05(D) \u2014 Strike item 2”.\r\n

  1. \r\nAction by the Board of Commissioners regarding proposed amendments to\r\nthe ULDC text shall be taken at an advertised public hearing, and shall\r\nbe based on the following information:\r\n
      \r\n
    1. The TRC compliance report and recommendation;\r\n
    2. The recommendation of the Planning Commission;\r\n
    3. The application and supporting documentation; and\r\n
    4. Testimony during the public hearing.\r\n<\/ol>\r\n<\/blockquote>\r\n

      \r\nThe subject amendment removes “2. The recommendation of the Planning Commission.”\r\n

      \r\nWhile the Planning Commission doesn’t actually make any decisions,\r\nat least if something is reviewed by them the public gets a chance\r\nto see it before it suddenly appears before the County Commission.\r\n

      \r\nBut not anymore.\r\n

      \r\nAlso notice that 10.01.05(D) doesn’t say anything about testimony (such as letters and telephone calls) by citizens before the public hearing.\r\nSo you’ll have to watch for the County Commission agenda to appear on Friday\r\nto know to show up on Tuesday for the public hearing.\r\n

      \r\nWell, the County Commission could decide not to ratify that Planning Commission\r\nrecommendation.\r\nI’m not holding my breath….\r\n

      \r\nA couple of questions come to mind:\r\n

        \r\n
      1. \r\nWho asked for this amendment?\r\nStaff? Planning Commission? County Commission?\r\n
      2. \r\nWhat are the upcoming ULDC amendments that we won’t get to see before they show up at the County Commission?\r\n<\/ol>\r\n

        \r\nThe Chairman and two county commissioners attended the Planning Commission meeting.\r\nTwo of them left after this item.\r\n
