\r\nAbout the Byrd Road “individual residences&rdquop, staff express what seem to be reservations that the “unique shape of the property\r\ncoupled with the requirements for individual\r\nwell and septic systems naturally limits the overall development.”\r\nBut staff recommend approval.\r\n

\r\nFor the Gresham Event Venue on Old Valdosta Road, staff recommend several conditions, and they cite four other rural event venues.\r\nIt’s worth quoting much of that agenda sheet:\r\n\r\n\r\n

\r\nHISTORY, FACTS AND ISSUES:\r\n

\r\nThis request represents a change in zoning on the subject property\r\nfrom E-A (Estate Agricultural) zoning to PD-R (Rural Planned\r\nDevelopment) zoning. The general motivation in this case is for the\r\napplicant to utilize the property as a Club, Lodge, Meeting or Event\r\nFacility, primarily for weddings, family reunions, birthday parties,\r\ncorporate events, community gatherings, etc., with the ability to\r\naccommodate overnight guests. The subject property possesses road\r\nfrontage on Old Valdosta Road and Salem Church Road, a collector and\r\nlocal road respectively, and is within the Rural Service Area and\r\nAgricultural\/Forestry Character Area.\r\n<\/p>\r\n

\r\nAspects of this case worthy of consideration include: 1) The nature\r\nof the request as it pertains to a rural setting, 2) Current trends\r\nof event venues in rural areas, 3) Surrounding agricultural and\r\nclustered residential use of lands.\r\n<\/p>\r\n

\r\nThe TRC considered the request and is supportive of the following\r\nStaff-recommended conditions:\r\n<\/p>\r\n

    \r\n
  1. Uses permitted in the Estate Agricultural (E-A) zoning\r\ndistrict, and\r\n
      \r\n
    1. A club, lodge, meeting or event facility, with overnight\r\naccommodations, where the operation of the facility is limited to\r\nmeetings, retreats, celebrations, and weddings for groups no larger\r\nthan the fire code allows for the proposed buildings\/area1<\/a><\/sup><\/small>. Outdoor\r\nperformances by bands or ensembles that are accessory to a meeting,\r\nretreat, celebration, or wedding shall be allowed.\r\n<\/ol>\r\n
    2. Unless otherwise noted on the LCBOC approved site plan, the use\r\nof the property shall be subject to all standards applicable to\r\nproperties in the E-A zoning district.\r\n
    3. The operation of the event facility shall adhere to the Lowndes\r\nCounty Noise Ordinance.\r\n
    4. Exterior lighting shall be shielded to avoid direct\r\nillumination of adjacent properties.\r\n<\/ol>\r\n
