Request the U.S. Fish and Wildlife Service to move the\r\nOkefenokee National Wildlife Refuge from a tentative list to become\r\na full UNESCO World Heritage Site, and support a bill by a\r\nbipartisan coalition of members of Congress in support of that move.&rdquo;\r\n<p>\r\nAs Chairman Henry Moylan remarked, the <a href=\"https:\/\/whc.unesco.org\/en\/list\/\">UNESCO World Heritage List<\/a> is a big deal,\r\nsince it goes through the U.N. and includes sites like the Pyramids and the Grand Canyon.\r\nGetting ONWR on it should attract more visitors.\r\nThat list also includes Yellowstone, Yosemite, Great Smoky Mountains, and Everglades National Parks,\r\nso it&#8217;s a bit puzzling why ONWR is not already on there.\r\n<p>\r\nThat was in addition to regular business, including renewing a solid waste removal contract and building an EMS building: they decided to look into building a steel building first, and then see about the insides.\r\n<p>\r\nClinch County is not one of the ones declared a federal disaster area (Lowndes, Cook, and Glynn), but it is among those eligible for public assistance for debris removal.\r\nWhich requires hiring both a debris removal company and a monitoring company.\r\nAs the representative from DebrisTech explained, that&#8217;s because of Hurricane Katrina,\r\nafter which there was much fraud.\r\nSo his firm follows each debris removal truck as it picks up and delivers,\r\nphotographing with GPS coordinates.\r\nHomerville City Manager Wallace Mincey said the city had been looking into debris removal, but would probably go in with the county on that.\r\n<p>\r\nThe Commissioners did not do anything about a Fargo Water Well Easement,\r\nbecause nobody could identify any land owned by the county inside Fargo City and\r\n<p>WHEREAS, the Suwannee River runs more than eighteen miles through Clinch County and is\r\nfrequented by citizens of Clinch County; and\r\n<p>WHEREAS, Fargo Boat Ramp provides public access to the Suwannee River in Clinch County,\r\nand the Suwannee River Eco-Lodge provides lodging for river users; and\r\n<p>WHEREAS, the Clinch County Commission demonstrated their commitment to water quality\r\nand waterway recreation by approving the Comprehensive Plan, which states among other things\r\nthat \u201cThe Suwannee River corridor needs special attention and protection from groundwater\r\nintrusion, contamination, and incompatible development,\u201d noting that \u201cThe primary mission is to\r\nmaintain and improve critical water quality, preserve endangered species, preserve wetlands,\r\neducate future generations and add stability to the eco-system\u201d; and\r\n<p>WHEREAS, the citizens value the Okefenokee Swamp and the Suwannee River for water quality\r\nand habitat protection; and\r\n<p>WHEREAS, Twin Pines Minerals LLC (TPM), of Birmingham, Alabama, proposes to strip mine\r\nfor titanium dioxide on Trail Ridge within three miles of the Okefenokee Swamp, and;\r\n<p>WHEREAS, TPM has no experience in titanium mining; and;\r\n<p>WHEREAS, TPM proposes to use drag lines, a method never used for such mines on Trail Ridge\r\nin Georgia or Florida by the only other company doing such mining, Chemours, and;\r\n<p>WHEREAS, TPM has not met its burden of proof to demonstrate that such a mine would not\r\ncontaminate the Okefenokee Swamp or the Floridan Aquifer, or lower the water level in the\r\nSwamp or the Aquifer, and;\r\n<p>WHEREAS, lowering the water level in the Okefenokee Swamp would reduce the areas that can\r\nbe reached by boat both in the Swamp and on the Suwannee River, and;\r\n<p>WHEREAS, reducing the water level in the Okefenokee Swamp or dewatering land areas would\r\nincrease fire risk, and;\r\n<p>WHEREAS, wildfires in and around the Okefenokee Swamp adversely affect the forestry\r\nindustry, tourism, and the citizens of Clinch County, and;\r\n<p>WHEREAS, TPM has not accounted in its hydrological studies for creeks and other waterways\r\nconnecting its mine site to the St. Marys River and the Okefenokee Swamp, despite requests\r\nfrom the Georgia Environmental Protection Division (GA-EPD) for years, nor does TPM have\r\nplans to do water quality testing in the St. Marys or Suwannee Rivers or in the Okefenokee\r\nSwamp, and;\r\n<p>WHEREAS, strip mining is very likely to disturb and distribute mercury previously deposited\r\nthrough the air from coal power plants in Georgia, such mercury is toxic to wildlife and humans,\r\nand if its gets into the Swamp is is very likely to also get into the Suwannee River, and;\r\n<p>WHEREAS, TPM has not said how it will deal with nanoparticles of clay (slimes), which make\r\nconstructing retaining dams difficult and if they escape can suffocate fish, nor has TPM even\r\nproduced a study of the percentage-wise prevalence of slimes on that site, which is reputed to be\r\nhigher than at existing mine sites, which would make the risk greater, and;\r\n<p>WHEREAS, TPM has not said how it will deal with the potential toxic effects of the bentonite\r\nclay it plans to use as fill, even though bentonite can suffocate fish and has other toxic effects,\r\nand;\r\n<p>WHEREAS, while the mine site is in the St. Marys River Basin, there is no barrier in the\r\nOkefenokee Swamp between the St Marys and Suwannee River Basins, so any contamination or\r\nwater level changes of the Swamp would most likely affect the entire Okefenokee Swamp and\r\nthe Suwannee River, and;\r\n<p>WHEREAS, reducing the water level in the Floridan Aquifer or other aquifers above it through\r\noverpumping or contaminating any of those aquifers could have widespread effects, since aquifer\r\nwaters move horizontally, and;\r\n<p>WHEREAS, the main mined mineral from such mines is titanium dioxide, whose main use is for\r\nwhite paint, which is not worth risking the Okefenokee Swamp, the Suwannee River, or the\r\nFloridan Aquifer, and;\r\n<p>WHEREAS, TPM is still under a Florida Consent Order for a range of infractions at Chemours\r\nmine sites in north Florida, including letting wastewater escape, not doing required water quality\r\ntesting, and not doing required reporting, and;\r\n<p>WHEREAS, the president of TPM was one of the proponents of two biomass plants in north\r\nGeorgia, which caused the state of Georgia to pass a law to stop them from burning railroad ties\r\nand causing air and water pollution, and;\r\n<p>WHEREAS, the Franklin County biomass plant caused a massive fish kill, and;\r\n<p>WHEREAS, the Franklin County Commission, which originally supported the biomass plant in\r\nits county, since declared it a public nuisance and opened a lawsuit against it, and;\r\n<p>WHEREAS, in October 2020 the U.S. Army Corps of Engineers abandoned oversight of the\r\nmine site and of TPM\u2019s permit application to the Corps, took it up again in 2022, and was\r\nordered by a court in 2022 to lay that oversight down again, with the ultimate resolution in\r\nanother court case, with further legal decisions, including by the U.S. Supreme Court, leaving\r\nCorps oversight in doubt, and;\r\n<p>WHEREAS, the Georgia Environmental Protection Division (GA-EPD) has five permit\r\napplications from TPM related to the proposed mine, for which GA-EPD is attempting to do the\r\nkind of extensive review that the Army Corps usually does, and;\r\n<p>WHEREAS, the current TPM permit applications are for a demonstration site, yet they own\r\nhundreds more acres they plan to mine ever-closer to the Okefenokee Swamp, as the U.S. Fish\r\nand Wildlife Service wrote in 2019, \u201cThe initial project location is the farthest that mining\r\nactivity would be from the Okefenokee National Wildlife Refuge (NWR) boundary and the\r\nOkefenokee Swamp. Any additional mining that occurs within the 12,000-acre permit area\r\nwould be closer to the refuge. The northwest boundary of the permit area is within a half mile\r\nfrom the refuge boundary and 400 feet from the edge of the Okefenokee Swamp,\u201d and;\r\n<p>WHEREAS, the Clinch County Comprehensive Plan says, \u201cStrip mining on the eastern edge of\r\nthe swamp could affect the local hydrology and ecological value of the swamp and Suwannee\r\nRiver.\u201d\r\n<p>\r\nTHEREFORE BE IT RESOLVED, that the Clinch County Board of Commissioners:\r\n<ol>\r\n<li> Oppose the Twin Pines Minerals LLC (TPM) strip mine near the\r\nOkefenokee Swamp, as well as any other strip mine permit\r\napplications within ten miles of the Swamp.\r\n<li> Request the U.S. Army Corps of Engineers to resume oversight of\r\nthe mine site, and to resume permit review including preparation of\r\na full Area-Wide Environmental Impact Statement with public\r\nhearings, public comment, and independent third-party review.\r\n<li> Request the Georgia Environmental Protection Division to\r\nimplement a moratorium on all mining permits until the legal\r\nramifications become clear of the District Court overruling of the\r\n2020 Clean Water Act changes.\r\n<li> Request the Georgia Environmental Protection Division to reject\r\nthe TPM permit applications.\r\n<li> Request that if the Georgia Environmental Protection Division\r\nwill not reject the permits, that it should thoroughly review them\r\nto at least the same degree and extent as a thorough U.S. Army Corps\r\nof Engineers Area-Wide Environmental Impact Statement with public\r\nhearings, public comment, and independent third-party review.\r\n<li> Request the Georgia legislature to pass appropriate legislation\r\nto prevent such strip mines in the future, whether near the\r\nOkefenokee Swamp or near any of the blackwater rivers in the\r\nSuwannee River Basin in Georgia, including the Suwannee, Alapaha,\r\nAlapahoochee, Willacoochee, Withlacoochee, and Little Rivers.\r\n<li> Request the U.S. Fish and Wildlife Service to move the\r\nOkefenokee National Wildlife Refuge from a tentative list to become\r\na full UNESCO World Heritage Site, and support a bill by a\r\nbipartisan coalition of members of Congress in support of that move.\r\n<\/ol>\r\n<p>\r\nPASSED AND ADOPTED BY THE BOARD OF COMMISSIONERS, Clinch COUNTY,\r\nGEORGIA, this _____day of ______________ 2023.\r\n<p>\r\nBy:\r\n<p>\r\n________________________________\r\n<p>\r\nAttest:\r\n<p>\r\n_______________________________\r\n<\/blockquote>\r\n<p>\r\n -jsq\r\n<\/p>\r\n<p style=\"text-align:center;font-style:italic\">Investigative reporting costs money, for open records requests, copying, web hosting, gasoline, and cameras, and with sufficient funds we can pay students to do further research.
