She asked for a recommendation to table.\r\n<p>\r\nJason Davenport said it had been on the website for a week (which later in the same meeting we discovered actually meant since the same day as this meeting).\r\nHe reiterated what he planned to do (not what they had done)\r\nfor public meetings and social media.\r\n<p>\r\nThen he tossed out <strong>straw man #1<\/strong>, &ldquo;I welcome constructive criticism\r\nabout how to reach the general public without sending 50,000 people a notice in the mail,\r\nbut at this point with our resources and our staff,\r\nI think you can clearly see that we have tried to put these things out there for review.&rdquo;\r\nStraw man because nobody had asked for sending out notices (although that&#8217;s not a bad idea), and no, we can not see that the county has tried to put these things out for review.\r\n<p>\r\nThen <strong>straw man #2<\/strong>, &ldquo;And, honestly, the Planning Commission Public Hearing tonight is an opportunity\r\nto get additional press, more coverage, to get the word out there,\r\nbecause these amendments will go to the County Commission on July 11th,\r\nso there is a break between now and then for additional public notice.&rdquo;\r\nStraw man because the agenda lists it as\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2023\/06\/packet-uldc-chicken-changes-biomass-site-to-boat-storage-lake-park-mini-storage-2-valdosta-subdivisions-and-a-church-glpc-2023-06-26.html#TXT-2023-01\">TXT-2023-01 ULDC Update<\/a>,\r\nnot as a Public Hearing.\r\nCalling it an &#8220;Update&#8221; does not even indicate that any action was requested from the GLPC.\r\nThe GLPC Chairman called for public comment anyway, but he did not say he opened a\r\nPublic Hearing, and he did not ask first for speakers in favor of the item,\r\nfollowed by speakers against the item. It was not a Public Hearing.\r\n<p>\r\nThere was <a href=\"https:\/\/www.facebook.com\/lowndescountyga\/posts\/pfbid035Mn8cSEg5sZio2P7C64kCtHYRihiudGwsGK6AoWhvpSSRrim1WUqFT1hijE5Hsavl\">a post on the Lowndes County government&#8217;s facebook page on June 21st<\/a>\r\nthat called it a Public Hearing.\r\n<p style=\"text-align:center;font-size:80%;font-style:italic\">\r\n<a title=\"Lowndes County ULDC facebook post 2023-06-21\" name=\"LCCFB:Lowndes-County-ULDC-facebook-post-20230621\" href=\"http:\/\/www.l-a-k-e.org\/govt\/glpc\/2023-06-26--glpc-videos\/352402425_580052480976317_2405257508950444966_n.html\">\r\n<img decoding=\"async\" border=\"0\" src=\"http:\/\/www.l-a-k-e.org\/govt\/glpc\/2023-06-26--glpc-videos\/352402425_580052480976317_2405257508950444966_n.jpg\"  alt=\"[Lowndes County ULDC facebook post 2023-06-21]\"><\/a>\r\n<br><a href=\"http:\/\/www.l-a-k-e.org\/govt\/glpc\/2023-06-26--glpc-videos\/352402425_580052480976317_2405257508950444966_n.html\">Lowndes County ULDC facebook post 2023-06-21<\/a>\r\n<\/p>\r\n<p>\r\nBut in the GLPC agenda it was scheduled as an &#8220;Update&#8221;, not a Public Hearing.\r\n<p>\r\nJason Davenport concluded by asking the GLPC for a recommendation to approve.\r\n<p>\r\nThe solar item #5 was removed from this draft\r\nfor more time to review decommissioning.\r\nIt was removed at the request of the County Manager, or the County Attorney,\r\nor Moody Air Force Base, or maybe all three.\r\nApparently it was removed after\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2023\/06\/packet-uldc-chicken-changes-biomass-site-to-boat-storage-lake-park-mini-storage-2-valdosta-subdivisions-and-a-church-glpc-2023-06-26.html\">\r\nthe copy LAKE got last week as part of the board packet<\/a>\r\nin response to an open records request.\r\nApparently two others were also removed,\r\nbecause Jason Davenport said he was offering <del>three<\/del> seven amendments in this meeting.\r\nSo the public does not know what he was actually proposed to GLPC.\r\nAnd what was in the GLPC board packet was not what the GLPC was asked to approve.\r\nSeems to me that alone would be enough reason to table.\r\n<p>\r\nIt also seems to me that the ULDC should also promote solar parking lots and rooftop solar.\r\nWhich is something the public could suggest, given an opportunity.\r\n<p>\r\nThe Planning Commissioners had questions, including,\r\n&ldquo;Is it possible the reason you haven&#8217;t gotten comments is because\r\nyou just posted it today?&rdquo;\r\nJason Davenport said that there was notice as of the 18th.\r\nWhich is <strong>straw man #3<\/strong>, because the county showed the draft amendments to the Homebuilders Association.\r\nWe know this because <a href=\"https:\/\/youtu.be\/HZdQSqXQzes?t=584\">the County Manager said so<\/a> two weeks previously, in a \r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2023\/06\/videos-surprise-uldc-update-dui-court-grant-project-viking-lcc-work-2023-06-12.html#Reports-County-Manager-called-Jason-Davenport-for-ULDC-update-part-2\">\r\nCounty Commission meeting, 2023-06-12<\/a>:\r\n&ldquo;In addition to the Planning Commission,\r\nthe amendments have also been shared with the Homebuilders Association,\r\nas our largest group of stakeholders,\r\nwe&#8217;d like for them to be able to give us some feedback.&rdquo;\r\n<p style=\"text-align:center;font-size:80%;font-style:italic\">\r\n<iframe loading=\"lazy\" width=\"560\" height=\"315\" src=\"https:\/\/www.youtube.com\/embed\/HZdQSqXQzes?start=584\" title=\"YouTube video player\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" allowfullscreen><\/iframe>\r\n<\/p>\r\n<p>\r\nIn that same County Commission meeting, the County Chairman added, \r\n&ldquo;I&#8217;ve had several comments from other stakeholders,\r\nabout the process, about when we started, July 1.\r\nIs there any way we can look at some form of notification,\r\nwhether we put it in the newspaper, whatever we might do,\r\njust kind of broadly put it out there, get a broader audience,\r\nfor a lot of subcontractors and folks that aren&#8217;t associated\r\nwith the Homebuilders Association.\r\nGeneral contractors and stuff like that.&rdquo;\r\n<p>\r\nSo apparently the Homebuilders Association, subcontractors, and general contractors are stakeholders.\r\n<p>\r\nYet the county didn&#8217;t put anything before the general public until the day of this GLPC meeting.\r\nAre the taxpayers who pay for the county government not stakeholders?\r\nAre the voters who elect the County Commissioners not stakeholders?\r\n<p>\r\nI don&#8217;t know where they posted it on the county&#8217;s website; I just looked and I can&#8217;t find it.\r\nYet when they want to they can post something like <a href=\"http:\/\/lowndescounty.com\/CivicAlerts.aspx?AID=816\">\r\nCOMMISSION CHAIRMAN WINS NATIONAL AWARD FOR PARKS &#038; RECREATION ADVOCACY<\/a>\r\nand <a href=\"https:\/\/www.facebook.com\/lowndescountyga\/posts\/pfbid0cgGmjrYNX8H8c4N2JkfpJq4dYKCVJUD31KbhpKhpWhjwWkfHwhDJSeauG91k5VM9l\">\r\nshare it all over social media<\/a>.\r\nThe Lowndes County government facebook post for that award item got 112 likes, 43 comments, and 5 shares.\r\n<p>\r\nThat contrasts with the above-mentioned facebook post about the ULDC, which got 2 likes, no comments, and no shares.\r\nCounty staff didn&#8217;t even like or share the ULDC post.\r\n<p>\r\nJason Davenport fell back on a legal limit of 45 days.\r\nAnd on sending paper notices to citizens, which he did not want to do.\r\n<p>\r\nAnd he said <strong>straw man #4<\/strong>, &ldquo;We put documentation and minutes out last week.&rdquo;\r\nBut they did not put the draft amendments where the public could see them.\r\nHe said people could have seen the notice and asked for a meeting.\r\nYet the &ldquo;the amendments have also been shared with the Homebuilders Association,\r\nas our largest group of stakeholders,&rdquo;
