Commissioner Marshall seconded. The vote was 2-2. Chairman Slaughter voted against the motion to deny.\r\n<p style=\"font-style:normal\">\r\nCommissioner Griner made a motion to approve. Commissioner Wisenbaker seconded. The vote was 2-2. Chairman Slaughter voted to yes to the motion and it passed 3-2. \r\n<p style=\"font-style:normal\">\r\nThe question that the commissioners were tasked with answering is &#8220;Is PD appropriate in a rural setting?&#8221;  Use is not to be considered, because use can change.
