It was billed as a Work Session.\r\nAnyway, it took seventeen minutes.\r\n<p style=\"text-align:center;font-size:80%;font-style:italic\">\r\n<a title=\"Executives and Revenue\" name=\"M:Executives-and-Revenue\" href=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/2022-05-23--budget-videos\/many.html\"><img decoding=\"async\" border=\"0\" src=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/2022-05-23--budget-videos\/many.jpg\"  alt=\"[Executives and Revenue]\"><\/a>\r\n<br><a href=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/2022-05-23--budget-videos\/many.html\">Executives and Revenue<\/a>\r\n<\/p>\r\n\r\n<p>\r\nCounty Manager Paige Dukes said<!--more-->\r\n\r\n the draft budget was strong on operations\r\nwhile not having many capital projects.\r\nAlso, hiring was difficult, apparently especially in emergency communications.\r\n<p>\r\nMost of the meeting consisted of Finance Director Stephanie Black showing\r\na few dozen slides with a high level overview.\r\nSome entire departments were not even mentioned, except maybe in the org chart.\r\nMillage is down slightly, even with the addition of the unincorporated area fire millage.\r\nThe General Fund is up almost 6% due to shifting funds around,\r\nand even though she stopped including drug seizures.\r\nVarious other funds are up significant amounts.\r\n<p>\r\nThe total budget is $64,475,861, of which $24,800,168 is Public Safety,\r\n$12,028,293 General Government, and $10,462,253 Public Works (much of which is debt service, plus gas and other supplies are up for maintenance).\r\n<p>\r\nTwo thirds of revenues come from property taxes, a quarter from LOST,\r\nand 8.65% from vehicle taxes (TAVT).\r\nSPLOST was not on the pie chart, so I don&#8217;t know how they count that.\r\n<p>\r\nChairman Bill Slaughter encouraged Commissioners to study the budget.\r\n<p>\r\nCitizens don&#8217;t have a copy to study.\r\n<p>\r\nBelow are LAKE videos of each agenda item, followed by a LAKE video playlist.\r\nSee also\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2022\/05\/budget-work-session-lowndes-county-commission-2022-05-23.html\">\r\nthe public notice<\/a>.\r\nThere was no agenda, and there is still no draft budget on the county&#8217;s website.\r\n<ul>\r\n<li>\r\n<a name=\"Order\" href=\"#Order\">\r\n1.
