{"id":2281,"date":"2011-03-24T08:00:00","date_gmt":"2011-03-24T12:00:00","guid":{"rendered":"http:\/\/www.l-a-k-e.org\/blog\/2011\/03\/how-can-both-lowndes-and-decatur-counties-think-theyre-getting-a-private-prison.html"},"modified":"2011-03-24T08:00:00","modified_gmt":"2011-03-24T12:00:00","slug":"how-can-both-lowndes-and-decatur-counties-think-theyre-getting-a-private-prison","status":"publish","type":"post","link":"http:\/\/www.l-a-k-e.org\/blog\/2011\/03\/how-can-both-lowndes-and-decatur-counties-think-theyre-getting-a-private-prison.html","title":{"rendered":"How can both Lowndes and Decatur Counties think they&#8217;re getting a private prison?"},"content":{"rendered":"Because it&#8217;s not the same prison.\n<p>\nAs we&#8217;ve seen, the\n<a href=\"\/blog\/2011\/03\/decatur-county-thinks-theyre-getting-the-cca-private-prison.html\">\nBainbridge-Decatur County Development Authority<\/a>\nthinks it&#8217;s getting a private prison from CCA,\nand the\n<a href=\"\/blog\/2011\/03\/competition-for-ccas-private-prison-roy-copeland.html\">\nValdosta-Lowndes County Industrial Authority (VLCIA)<\/a>\nthinks it&#8217;s got the primary site by contract.\n<p>\nCarol Heard explained in The Post-Searchlight on 20 August 2010\nhow that could be, in\n<a href=\"http:\/\/www.thepostsearchlight.com\/2010\/08\/20\/building-of-prison-is-good-bet\/\">\nBuilding of prison is good bet<\/a>:\n<blockquote>\n<a href=\"http:\/\/www.thepostsearchlight.com\/2010\/08\/20\/building-of-prison-is-good-bet\/\">\n<img decoding=\"async\" style=\"float:right;border:none;\"   src=\"http:\/\/www.thepostsearchlight.com\/wp-content\/uploads\/userphoto\/carolheard.jpg\"><\/a>\nJay Hollis, project manager of site acquisition for Corrections\nCorporation of America (CCA), said the company goes to great lengths to\nbe pre-emptive and be more competitive.\n<p>\n&#8220;We don\u2019t go enter into agreements with a lot of different communities\njust on the outside chance that something will pop up,&#8221; Hollis said\nin an interview with The Post-Searchlight Wednesday. &#8220;When we go in\nsort of pre-emptively to get to this point, it\u2019s because we really\nbelieve that we\u2019re going to use that site.&#8221;\n<\/blockquote>\nOK, that doesn&#8217;t quite explain it. But this does:\n\n<!--more-->\n<blockquote>\n&#8220;This is a project that came about because we knew, and we continue\nto know, that there will be demand at the state and federal level,&#8221;\nHollis said.\n<p>\nIn July, the Development Authority agreed to a memorandum of understanding\nwith CCA that the company based in Nashville, Tenn., would submit bids to\neither state and\/or federal correctional entities that would contract\nwith the company to build a prison on 110 acres at the Decatur County\nIndustrial Park.\n<p>\nHe hedged the odds a bit by saying he can\u2019t guarantee that something\nwill be in the works prior to the memorandum of understanding\u2019s time\nframe, &#8220;but we certainly believe that the demand will be there and\nthat we will put this site to good use.&#8221;\n<p>\nDecatur County was one of two finalists out of at least 33 prospective\nsites the CCA looked at in three states for the proposed prison site. The\nother finalist is Valdosta, Ga.\n<p>\nAs it turns out, both Valdosta and Bainbridge are sites that are poised\nto get a prison. Which site receives a bid for a federal prison and\nwhich one gets a bid for a state prison, as well as which prison would\nbe constructed first, is still up in the air, Hollis said.\n<p>\n&#8220;We decided, pretty early on that, based on the demand that we believe\nis upcoming, that we really need two sites, because we can utilize two\nsites. We expect one to be federal and one to be state.
