Transportation Investment Act (TIA) Local Project &#8211; Coleman Road NW<\/a>\r\nand\r\n<a href=\"#Transportation-Investment-Act-TIA-Local-Project-Kinderlou-Clyattville-Rd\">\r\n6.b. Transportation Investment Act (TIA) Local Project Kinderlou-Clyattville Rd<\/a>.\r\nRoad building and improvement projects attract subdivisions.\r\nBut the opponents to the Miller Bridge Road subdivision had \r\n<a href=\"#Crowd-departs-after-\">\r\nalready left<\/a> after that one item.\r\nChairman Bill Slaughter mentioned that the crowd was gone in\r\n<a name=\"Internal-Network-Firewalls\" href=\"#Internal-Network-Firewalls\">\r\n6.c. REZ-2022-03 Windy Hill Subdivision, 7532 Miller Bridge Rd., E-A to R-A\" src=\"https:\/\/i.ytimg.com\/vi\/ckFQnFJp7a0\/hqdefault.jpg\"><\/a>\r\n<p style=\"font-style:normal\">\r\n<a href=\"https:\/\/youtu.be\/ckFQnFJp7a0\">Video.<\/a>\r\n<\/p>\r\n<p style=\"font-style:normal\">\r\nCommissioner Mark Wisenbaker wanted to know if this was for private wells.\r\nCounty Planner JD Dillard said the application was for a community well,\r\nand while the lots were big enough for private wells, the soils had\r\nnot been tested for that.\r\n<p style=\"font-style:normal\">\r\nDon Powell spoke for the applicant.\r\nJesse Bush also spoke for, listing many things they were not there to talk about,\r\nincluding aquifer recharge or community wells.\r\nHe said the only question was six homes (which the landowner can do by right anyway) or twelve homes.\r\nChairman Bill Slaughter cut them off saying he&#8217;d given them an extra minute,\r\nand he&#8217;d give the other side an extra minute.\r\n<\/p>\r\n<p style=\"font-style:normal\">\r\nBrad Folsom spoke against on behalf of a room full and a 360-signer petition of opponents.\r\nHe reminded the Commissioners that the subject property was in an Agricultural and Forestry Character Area.\r\nWhile R-A was permissible in such an Area, it was not appropriate.\r\nHe discussed nearby zonings and lots that had been brought up by staff previously.\r\nAmong the many other points he brought up was flooding would be exacerbated by tree cutting and paving for a subdivision.\r\nHe reminded the Commissioners that they had told him they did not want any more community well systems.\r\n<\/p>\r\n<p style=\"font-style:normal\">\r\nSomebody else (unnamed, but see below) speaking against said it would be spot zoning.\r\nHe said he owned 320 acres and had been there for more than a hundred years.\r\nThis rezoning would change the character of the community and would be\r\na precedent for other rezonings.\r\nHe said he owed this community a debt and he would like to repay it.\r\nElton D. Redding, 7649 Webb Road, representing the Redding property,\r\nJohn L.
