Nelson Hill Lift Station Pump Upgrade<\/a> is &#8220;Due to growth in the area&#8221;: growth the county is actively promoting.\r\n<p>\r\nThe $568,971.00 for\r\n<a href=\"#Property-Purchase---Building-Valdosta-LLC\">\r\n5.k. To meet the expected capacity, the existing 10hp\r\npumps will be changed to 25hp pumps. Xylem has provided a quote for\r\n$45,742.00 for the two new pumps. Staff recommends approval to\r\npurchase two 25hp pumps for the Nelson Hill lift station.\r\n<\/p>\r\n<\/blockquote>\r\n<p>\r\nThat would be the growth in the area up Val Del Road that the county is actively promoting, for example by its recent\r\napproval of a subdivision way up north almost to GA 122,\r\nfar outside of any appropriate Character Zone in the Comprehensive Plan.\r\n<p>\r\nIn Florida, developers have to pay impact fees for services like that.\r\nIn Lowndes County, you the taxpayers pick up the tab.\r\n<p style=\"text-align:center;font-size:80%;font-style:italic\">\r\n<a title=\"Nelson Hill Lift Station in Google Street View\" name=\"NHLS:Nelson-Hill-Lift-Station-in-Google-Street-View\" href=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/2022-01-24--lcc-packet\/nelson-hill-lift-station.html\"><img decoding=\"async\" border=\"0\" src=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/2022-01-24--lcc-packet\/nelson-hill-lift-station.jpg\"  alt=\"[Nelson Hill Lift Station in Google Street View]\" border=0><\/a>\r\n<br><a href=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/2022-01-24--lcc-packet\/nelson-hill-lift-station.html\">Nelson Hill Lift Station<\/a>\r\nin\r\n<a href=\"https:\/\/www.google.com\/maps\/@30.9222624,-83.3236067,3a,48.9y,317.43h,89.34t\/data=!3m7!1e1!3m5!1sAaSm5SopylG2caY2k5DlNg!2e0!6shttps:%2F%2Fstreetviewpixels-pa.googleapis.com%2Fv1%2Fthumbnail%3Fpanoid%3DAaSm5SopylG2caY2k5DlNg%26cb_client%3Dmaps_sv.tactile.gps%26w%3D203%26h%3D100%26yaw%3D185.75186%26pitch%3D0%26thumbfov%3D100!7i13312!8i6656\">\r\nGoogle Street View<\/a>\r\n<\/p>\r\n<H4><a name=\"buildingvaldostallc\" href=\"#buildingvaldostallc\">Building Valdosta LLC and Moody AFB<\/a><\/H4>\r\n<p>\r\nThis one is less obvious but much more expensive.\r\nWho does it profit?\r\nAnd how does it protect Moody AFB?\r\n<p>\r\nThe agenda sheet says:\r\n<blockquote style=\"font-size:100%\">\r\n<p>\r\nHISTORY, FACTS AND ISSUES: At the direction of the Commission, staff\r\nhas worked with the County Attorney to prepare a purchase agreement\r\nthat will provide for Lowndes County to purchase 41.543 acres of\r\nproperty on Highway 122 inclusive of development costs incurred by\r\nthe current owners and as reflected in the agreement, for the\r\npurpose of protecting Moody Air Force Base from encroachment.\r\n<\/p>\r\n<\/blockquote>\r\n<p>\r\nIt doesn&#8217;t say where that 41.543 acres is.\r\nBut the Lowndes County Tax Assessors online web pages and map\r\nfind it as 7404 E HWY 122, 2.4 miles north of Moody AFB.\r\n<p style=\"text-align:center;font-size:80%;font-style:italic\">\r\n<a title=\"Building Valdosta LLC, 7404 E HWY 122, 41.54 acres\" name=\"BV:Building-Valdosta-LLC-7404-E-HWY-122-4154-acres\" href=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/2022-01-24--lcc-packet\/building-valdosta-llc.html\"><img decoding=\"async\" border=\"0\" src=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/2022-01-24--lcc-packet\/building-valdosta-llc.jpg\"  alt=\"[Building Valdosta LLC, 7404 E HWY 122, 41.54 acres]\" border=0><\/a>\r\n<br><a href=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/2022-01-24--lcc-packet\/building-valdosta-llc.html\">Building Valdosta LLC, 7404 E HWY 122, 41.54 acres<\/a>,\r\nin\r\n<a href=\"https:\/\/qpublic.schneidercorp.com\/Application.aspx?AppID=631&#038;LayerID=11201&#038;PageTypeID=1&#038;KeyValue=0175%20%20142\">Lowndes County Tax Assessors Map<\/a>.\r\n<\/p>\r\n<p>\r\nAs you can see, the assessed value is $170,806.\r\nThat&#8217;s close to the $173,000 Rodney Cain paid for it May 18, 2018.\r\n<p>\r\nHe sold it for $245,000 on January 14, 2021, to Building Valdosta LLC.\r\n<p>\r\nAnd now the county proposes to buy it for $568,971.00.\r\n<p>\r\nFYI, Rodney Cain is the Lowndes County Tax Commissioner (not Assessor).\r\nHe already got 41% profit off that parcel.\r\n<p>\r\nNow the county proposes to pay another 132% markup.\r\n<p>\r\nTo whom?\r\nAccording to the Georgia Secretary of State,\r\nBuilding Valdosta LLC was originally formed in 2015, but administratively dissovled September 7, 2018.\r\n<p>\r\nThen it was \r\n<a href=\"https:\/\/ecorp.sos.ga.gov\/BusinessSearch\/DownloadFile?filingNo=16488760\">\r\nreinstated January 17, 2019<\/a>,\r\nwith a curious notarized addendum saying:\r\n<blockquote style=\"font-size:100%\">\r\n<p>\r\nI, Clint Joyner, certify that I was a member of Building Valdosta, LLC at the time it was administratively dissolved.\r\nI have knowledge of and do hereby assent to the application for resintatement.\r\n<p>\r\n[signed]\r\n<br>\r\nClint Joyner\r\n<p>\r\nSworn to and subscribed before me\r\n<br>\r\nthis 25<small><sup>th<\/sup><\/small> of January 2019.\r\n<p>\r\n[Notary signature and seal.]\r\n<\/blockquote>\r\n<p>\r\nThat statement does not say whether or not he&#8217;s still involved in the reinstated LLC.\r\nThe Registered Agent is Jack Langdale with his office address as Principal Office,\r\nas is the case with many LLCs.\r\n<p>\r\nThe 2020 annual filing lists Eric M.
