We will be resubmitting a request for R-A zoning to be\r\nturned in by the aforementioned deadline of January 5<small><sup>th<\/sup><\/small> to get\r\non the next round of meetings.\r\n<\/p>\r\n<\/blockquote>\r\n<p style=\"text-align:center;font-size:80%;font-style:italic\">\r\n<a title=\"Formal withdrawal to resubmit for R-A zoning by January 5, 2022.\" name=\"REZ202128-Windy-Hill-SD-7532-Miller-Bridge-Road-34-acres-EA-to-R1-Community-Well-Septic-WITHDRAWN:Formal-withdrawal-to-resubmit-for-RA-zoning-by-January-5-2022\" href=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/2021-12-13--lcc-packet\/December-13-14-2021-Meeting-Packet-1-0026.html\"><img decoding=\"async\"  width=\"600\"  border=0 src=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/2021-12-13--lcc-packet\/December-13-14-2021-Meeting-Packet-1-0026.jpg\"  alt=\"[Formal withdrawal to resubmit for R-A zoning by January 5, 2022.]\"><\/a>\r\n<br><a href=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/2021-12-13--lcc-packet\/December-13-14-2021-Meeting-Packet-1-0026.html\">Formal withdrawal to resubmit for R-A zoning by January 5, 2022.<\/a>\r\n<\/p>\r\n<p>\r\nA wrinkle in their plan is that <a href=\"https:\/\/www.valdostacity.com\/sites\/default\/files\/uploads\/boards-commissions\/glpc\/2021_schedule_of_meetings_120120.doc\">the Planning Commission does not meet in December<\/a>, so they can&#8217;t run their new rezoning by that body until the end of January.\r\nSo it seems they can&#8217;t get it back before the Lowndes County Commission until February.\r\n<p>\r\nInterestingly, staff has dug up a rezoning from 1999 on Miller Bridge Road\r\nbut not as far north, between\r\nParker Road and Hall-Webb Road:\r\n<blockquote style=\"font-size:100%\">\r\n<p>\r\nThe subject property is located within the Rural Service Area (RSA)\r\nof the Comprehensive Plan and depicted as Agriculture\/Forest on the\r\nPlan&#8217;s Future Land Use Map. The National Wetlands Inventory (NWI)\r\nmaps depict possible wetlands on the westem portion of the property\r\nin association with the Little River floodplain.\r\n<\/p>\r\n<p>\r\nThe applicant is proposing to rezone and develop Phase I (eastern\r\n59.91 acres) for now, which would consist of 14 lots of 3 acres\r\neach, an equestrian pasture consisting of 7.34 acres, and a\r\nlandscaped buffer area along Miller Bridge Road. The development\r\nwill be deed restricted with minimum house sizes of 3,000 square\r\nfeet. The remaining western portion consists of pasture as well as\r\nboth 100-year floodplan (F-H zoning) and jurisdictional wetlands\r\nwhich have not yet been delineated. With exception of perhaps 2-4\r\nadditional lots in Phase II, the applicant is proposing to reserve\r\nall of this area as open space for the entire development. The\r\ndetailed plan for Phase II will be presented for consideration once\r\nthe wetlands and 100-year floodplain have been properly delineated.\r\n<\/p>\r\n<p>\r\nThis is located very deep in the Rural Service Area where minimum\r\nlot sizes are prescribed to be 5 acres or greater. The surrounding\r\nland use pattern is both agricultural and rural residential and it\r\ngenerally fits this low density goal of the Comprehensive Plan.\r\nUnder the current A-U and F-H zoning, the property could be\r\nsubdivided into about 20 5-acre lots. The applicant is proposing to\r\nmaintain this overall low density pattern by allocating the density\r\nallowed under the A-U zoning (5-acre lots) into slightly smaller\r\nlots and reserve the remaining acreage as open space. With just the\r\n14 lots of Phase I, the net density will be about 8.2 acres per lot.\r\nEven with the addition of 4 more lots in Phase II, the net density\r\nwill be about 6.4 acres per lot.\r\n<\/p>\r\n<p style=\"text-align:center;font-size:80%;font-style:italic\">\r\n<a title=\"LO-99-08 J. Mark Eager, west side of Miller Bridge Road, 125.6 acres, A-U and F-H to P-D, GLPC Jan 1999<\/a>\r\n<\/p>\r\n<p>\r\nStaff Recommendation:\r\n<p>\r\nFind &ldquo;consistent with the Comprehensive Plan&rdquo;, and\r\nrecommend approval with the following conditions:\r\n<\/p>\r\n<ol>\r\n<li> The Phase I area (59.91 acres) shall be rezoned to Planned\r\nDevelopment (P-D) in accordance with the submitted master plan.\r\n<li> The remaining A-U portion shall be rezoned to &#8220;conditional&#8221;\r\nA-U(c); with a sufficient amount of acreage being reserved (a little\r\nless than 20 acres) to make the lots in Phase I net at least 5 acres\r\neach. This remaining area shall be submitted later for consideration\r\n(rezoning) as Phase II of the development.\r\n<li> The F-H portion of the property shall remain unchanged.\r\n<li> Uses of the Planned Development shall be restricted to all uses\r\ncurrently allowed in Single-family Residential (R-1) zoning as well\r\nas equestrian and passive recreational uses.\r\n<\/ol>\r\n<p>\r\nGreater Lowndes Planning Commission January 1999\r\n<\/blockquote>\r\n<p>\r\nThe applicant appears to have gotten ten (not 14) 3-acre lots,\r\napparently on the roads they made,\r\nShiloh Ridge Trace leading to Hidden River Run.\r\n<p style=\"text-align:center;font-size:80%;font-style:italic\">\r\n<a title=\"Hidden River Run, Lowndes County Tax Assessors Map\" name=\"REZ202128-Windy-Hill-SD-7532-Miller-Bridge-Road-34-acres-EA-to-R1-Community-Well-Septic-WITHDRAWN:Hidden-River-Run-Lowndes-County-Tax-Assessors-Map\" href=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/2021-12-13--lcc-packet\/hidden-river-run.html\"><img decoding=\"async\"  width=\"600\"  border=0 src=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/2021-12-13--lcc-packet\/hidden-river-run.jpg\"  alt=\"[Hidden River Run, Lowndes County Tax Assessors Map]\"><\/a>\r\n<br><a href=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/2021-12-13--lcc-packet\/hidden-river-run.html\">Hidden River Run<\/a>,\r\n<a href=\"https:\/\/qpublic.schneidercorp.com\/Application.aspx?AppID=631&#038;LayerID=11201&#038;PageTypeID=1\">\r\nLowndes County Tax Assessors Map<\/a>.\r\n<\/p>\r\n<p>\r\nHowever, it looks like only two of those 3-acre lots have sold in the past two decades,\r\nand only one of those two has a house on it,\r\n<a href=\"https:\/\/qpublic.schneidercorp.com\/Application.aspx?AppID=631&#038;LayerID=11201&#038;PageTypeID=4&#038;PageID=4604&#038;KeyValue=0011%20%20005B\">7452 Hidden River Run<\/a>.\r\n<p>\r\nAnother, 7297 Miller Bridge Road, is owned by Bobby King, the Registered Agent, CEO, CFO, and Secretary of The Little River Company, Inc., established April 19, 1999.\r\nGeorgia Secretary of State has that Company as <a href=\"https:\/\/ecorp.sos.ga.gov\/BusinessSearch\/BusinessInformation?businessId=1114316&#038;businessType=Domestic%20Profit%20Corporation&#038;fromSearch=True\">Admin. Dissolved<\/a> because of &#8220;Last Annual Registration Year: 2012&#8221;.\r\nNonetheless, the Tax Assessors record the rest of the 3-acre lots and much of the rest of the nearby property as owned by &#8220;LITTLE RIVER COMPANY INC, THE&#8221;.\r\n<p>\r\nA 14.95 acre lot is owned by <del>the estate of the late<\/del> an estate with trustee\r\n<a href=\"https:\/\/www.tributearchive.com\/obituaries\/21127589\/David-J-Drew\">\r\nDavid J. Drew<\/a>. <strong>Update 2021-12-27<\/strong>: I read that backwards the first time; fixed now.\r\n<p>\r\nSince very few of those 3-acre lots have sold in the past 20 years,\r\nwhy is there any need for more such lots in far north Lowndes County,\r\n&ldquo;very deep in the Rural Service Area&rdquo;?\r\n<p>\r\nThe Comprehensive Plan says, for\r\nAgriculture\/Forestry\/Conservation Area:\r\n<blockquote style=\"font-size:100%\">\r\n<p>\r\nDEVELOPMENT STRATEGY: The rural character should be maintained by\r\nstrictly limiting new development and protecting farmland and open\r\nspace by maintaining large lot sizes and promoting use of\r\nconservation easements. Residential subdivisions should be severely\r\nlimited and any minor exceptions should be required to follow a\r\nrural cluster zoning or conservation subdivision design. New\r\ndevelopment should not utilize &ldquo;franchise&rdquo; or\r\n&ldquo;corporate&rdquo; architecture but instead should use\r\ncompatible rural architectural styles. Roadways should be widened\r\nonly when absolutely necessary. Roadway alterations should be\r\ncarefully designed to minimize visual impact. These areas should be\r\npromoted for passive-use tourism and recreational destinations.\r\n<\/p>\r\n<\/blockquote>\r\n<p style=\"text-align:center;font-size:80%;font-style:italic\">\r\n<a title=\"Agriculture\/Forestry\/Consevation Area\" name=\"REZ202128-Windy-Hill-SD-7532-Miller-Bridge-Road-34-acres-EA-to-R1-Community-Well-Septic-WITHDRAWN:AgricultureForestryConsevation-Area\" href=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/2021-12-13--lcc-packet\/December-13-14-2021-Meeting-Packet-1-0032.html\"><img decoding=\"async\"  width=\"600\"  border=0 src=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/2021-12-13--lcc-packet\/December-13-14-2021-Meeting-Packet-1-0032.jpg\"  alt=\"[Agriculture\/Forestry\/Consevation Area]\"><\/a>\r\n<br><a href=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/2021-12-13--lcc-packet\/December-13-14-2021-Meeting-Packet-1-0032.html\">Agriculture\/Forestry\/Consevation Area<\/a>\r\n<\/p>\r\n\r\n<p>\r\nBut of course it doesn&#8217;t say what &#8220;large lot sizes&#8221;
